From Bill Ryan's THE RULERS OF THE WORLD (http://projectavalon.net/forum4/showthread.php?10234) interview with 'Charles':
C: Yeah, yeah. And there’s a certain piece of video that is quite prevalent on the Internet, of a circular thing rolling behind a tether.
BR: Yes. I know that one.
C: That’s factual. A couple miles across, but it’s not a ship and things aren’t what you think they are out there. You should regard space more as an ocean.
Charles is probably referring to the "tether incident" in NASA's Shuttle mission #75 where a circular UFO, characterized by a small hole in its center and a notch in the outside rim, is seen adjacent to and even passing behind NASA's "tether", a long rod-shaped object.
Watch this first. It explains purpose of tether and shows the incident.

A shorter version of the previous one but with greater magnification.

Now this one's interesting. A team from History Channel "UFO Hunters" explain and demonstrate how small particles such as ice debris which float in front of the camera lens can appear to look like the "UFOs" seen on NASA STS-75 "tether" video. The team replicates "UFOs" seen on NASA tape almost exactly using a fishing line by placing it out of focus and in front of over-exposing camera.

Here is a lengthy thread on this topic at /www.disclose.tv's forum

Just to round the picture off, here are videos from other missions:
Nasa Ufo Banned Video!!! Crazy!!! (http://www.youtube.com/watch?v=l_zMaSPPdpQ)
STS-80 UFO - Best high quality version yet (http://www.youtube.com/watch?v=FJyuQVIFdKo)
My conclusions? It may be possible to explain drifting disk-shaped objects as camera artefacts, but some of these objects in the last two videos dart about purposefully, pulsate and exhibit formations - a lot harder to explain.
