It is a lot to digest and perhaps the devil may be hidden in the detail. For instance, on page 86, it says:


The President may prescribe such rules and regulations as may be necessary and
proper to carry out any of the provisions of this Act, and he may exercise any
power or authority conferred on him by any section of this Act either directly or
through such Federal agency or agencies as he may designate.

That is a very general and broad power and I wonder how it could be utilized? Could the President order that all American be vaccinated if a "cure" were suddenly discovered? Could he mandate that certain persons be evacuated to FEMA camps under certain circumstances, and would that be for someone who was unarguably infected with the virus, or could this be used against political dissidents?

I don't hate Trump. I despise that this is a major crisis which leads us into a hell which did NOT necessarily have to happen. The role of President carries a responsibility. Your assessment is right on for the US. I find it absolutely unbelievable that the US government never bothered to stockpile PPE for an event like this. No hand sanitizers ,no PPE for the citizens or healthcare providers and all they can do is brag about all the money they are willing to throw at this and all the "experts" we have at our disposal. You know what, I think I'd trade it all for a little common sense about now.

In that common sense show interview with Mike Adams that Bill posted a couple days ago, it was stated that CDC people travelled 'incognito' to Australia to conduct tests in relation to Corona virus.

Allegedly one of the tests was to try to understand why the warm weather there was not slowing down the virus.

I can't remember what the other 'test' was.

My point being, why the hell were they sneaking around the world incognito at all. Have I missed something? What were they really up to in Australia, and why such shady behaviour.

No matter what Trump does, he will be despised by the police state Dems (Biden says he wants to put military on the streets). Most of his detractors have Stockholm Syndrome, hostage to the deep state they so fervently pledge loyalty to by condemning Trump for not being an establishment-approved candidate. Over the past several days, the Department of Health and Human Services (HHS) has relocated almost 2,000 passengers from the Grand Princess cruise ship to four Department of Defense military facilities: Travis Air Force Base and Marine Corps Air Station Miramar in California, Joint Base San Antonio-Lackland, Texas, and Dobbins Air Reserve Base, Georgia. We recognize this continues to be a challenging and stressful experience for the passengers, and HHS is dedicated to providing support as we work to safely reunite passengers with family and friends.

This unprecedented response has presented significant logistical challenges that have affected passengers. During the first two days of this massive undertaking, HHS’ focused on screening passengers for symptoms, addressing any underlying health conditions, providing access to prescription medication, and getting passengers settled into their rooms. At each step of the way, plans and policies were adapted as necessary to accommodate specific problems at hand.

This is the first federal quarantine in nearly sixty years. HHS’ number one priority is the health of the passengers, the people caring for them, and those in the surrounding communities. We continue to focus on hospitality issues, such as food service and housekeeping, to improve the comfort of our guests.

Another two aircraft carrying cruise ship passengers arrived at Dobbins Air Reserve Base in Marietta early Friday morning, where almost 500 people are now in quarantine, as the state confirmed 42 people in Georgia have COVID-19.

To date, one person in Georgia has died from the new virus — a 67-year-old man who was hospitalized at Wellstar Kennestone Hospital in Marietta after testing positive on March 7. His death was announced Thursday.

Dobbins confirmed early Friday the third and fourth load of passengers from the Grand Princess, on which 21 people tested positive for the new virus, had landed at Dobbins to begin 14 days of quarantine, despite them not showing any COVID-19 symptoms to date.

Prior to arriving in Cobb County, the passengers were medically screened by the U.S. Department of Health and Human Services and the Centers for Disease Control and Prevention, which are in charge of the quarantine operation. Dobbins personnel aren’t in contact with the passengers.

The first 242 cruise ship passengers arrived at Dobbins in two contingents, landing just after midnight Wednesday and Thursday. The base did not state how many passengers arrived on the third and fourth aircraft Friday, but County Chairman Mike Boyce confirmed there were 488 passengers housed at Dobbins.

Gov. Brian Kemp said the people quarantined at Dobbins include 34 Georgians and many others from throughout the Southeast. Some of the passengers are Cobb residents.

Kemp and the Georgia Department of Public Health revealed a new website late Thursday, tracking the number of people in Georgia who have tested positive for COVID-19.

The website shows which county the confirmed cases are in and provides basic information about cases by sex and age. It is updated at midnight each day.

As of 12 a.m. Friday, there were 42 cases of COVID-19 in Georgia, within a dozen counties in and around metro Atlanta, according to the state.

In Cobb, eight people have the new virus. The same number of cases have also been confirmed in Fulton County.

The Cobb cases include a teacher from an Acworth day care center and an individual from Kincaid Elementary School.

All other Georgia counties with confirmed reports of the virus have five or fewer cases.

Throughout Georgia, almost half (48%) the cases are people aged between 18 and 59. Those aged 60+ account for 45% of Georgia cases.

The state reports 2% of COVID-19 cases are people aged 17 or younger, and in 5% of cases the age is unknown.

Almost two thirds (64%) of people in Georgia confirmed to have the virus are male, and 36% are female.

Following confirmation of the first COVID-19 death in Georgia Thursday, a flurry of organizations and institutions in Cobb and across the state announced closures and cancellations to minimize virus spread.

All public schools in Cobb are closed for at least two weeks from Monday; Kennesaw State University has canceled classes Monday and Tuesday and will hold them online beginning Wednesday; county events, town halls and programs are cancelled through March; the Cobb Chamber is suspending events and business-related travel until April 10; and courts in the county are starting to announce closures as well.

The Cobb County Board of Elections and Registration is holding a meeting at 4 p.m. Friday to determine whether to keep polling locations open during the remainder of the early voting period as initially planned.

Lawmakers are suspending the legislative session until further notice and Kemp has created four new committees to address the different components of the local impact of COVID-19.

Several terms that were foreign to most just a couple of months ago are now becoming mainstream.

Social Distancing. Congregate Settings. Sustained Community Transmission. Flatten the Curve. Prep Act.

And even proper personal hygiene for some.

I have been discussing the need for many to read and understand the complexities and pitfalls of this federal law for a few years. The PREP Act or “Public Readiness and Emergency Preparedness Act” was the product of President Bush 43 and his Health and Human Services (HHS) Agency.

The PREP Act was passed in December of 2005. Most of the emphasis for this act was born upon the federal government’s response to the Anthrax scare immediately after 9/11.

The Public Readiness and Emergency Preparedness Act (PREP Act) added new legal authorities to the Public Health Service (PHS) Act to provide liability immunity related to the manufacture, testing, development, distribution, administration and use of medical countermeasures against chemical, biological, radiological and nuclear agents of terrorism, epidemics, and pandemics. It also added authority to establish a program to compensate eligible individuals who suffer injuries from administration or use of products covered by the PREP Act’s immunity provisions. [2]

The first reading of this legislation would lend the reader to think that the act was reasonable.

Think again. Promoting the Act as being comparable to the National Vaccine Injury Compensation Program (NVICP), it is compensating persons for injuries and at the same time, sneaking freedom and liberty restrictions into our lives.

The Act would continue to be amended by legislation and by Executive Orders by Bush 43 and Obama.

The Act did create a CounterMeasures Compensation Fund and mechanism to award damages to those who suffered injury or death by any of the declared countermeasures by the Secretary of HHS.

What is not mentioned in this summary page provided by HHS are the scary and very concerning legal powers granted to the Secretary of HHS and further to the local and state health departments.

Hidden in the Act is subsection (7) under declarations by the Secretary of HHS.

(7) JUDICIAL REVIEW. – No court of the United States, or of any State, shall have subject matter jurisdiction to review, whether by mandamus or otherwise, any action by the Secretary under this subsection. [3]

Now, how do we interpret this? In the Declarations subsection, whereas the Secretary of the Department of Health and Human Services (HHS) has sole power to decide which counter measure or measures used to combat an epidemic or pandemic, the manufacturer of the said countermeasure will receive immunity from liability resulting in injury or death.

And there is NO Court system in the land that can override this provision.

There have been seven (7) declarations of Countermeasures covered by the PREP Act. Countermeasures can include vaccines, drugs, or medical devices to be used against chemical, biological, radiological, and nuclear (CBRN) agents of terrorism, epidemics, and pandemics.

The covered Countermeasures include anthrax, Ebola, Zika, and now, the Secretary of HHS has begun the process of adding Corona virus vaccines as a covered measure.

This process started in early February 2020. With a period of soliciting public comment, and waiting for the development of a vaccine, the declaration, if approved, will be ready to add the vaccine sometime in early 2021 or later.

Isolation and Quarantine Provisions
The Act clarifies that the Secretary of HHS has the authority and her designees to declare a national or regional public health emergency. With declaration comes the authority to quarantine person(s) who are deemed infected or suspected of being affected.

Those who refuse any mandatory countermeasure may also be subject to isolation or home quarantine. This provision allows state and local health authorities to isolate and quarantine suspected persons.

What is not known is anyone rejecting a countermeasure and has shown to be asymptomatic, can they or when will they be able to return to normal activity?

In many states, the Governor has sought or is seeking a public health declaration by the state to use National Guard troops.

This gets troubling for many. The first step will be using the troops to help deliver medicines and food plus providing transport to medical facilities for those who need medical care.

It is the second and third steps that might be an issue for some.

The PREP Act dovetails into a federal response designed to be enhanced by the President’s declaration of the Stafford Act which provides funding for any natural disaster and now for the first time, President Trump signed a declaration to allow funding to combat the Corona Virus pandemic.

We are witnessing the PREP Act in action for the first time nationwide since its passage in 2005.

No one really knows the extent of the law and how it will affect everyone in the United States, short term and long term. Most of the media has not even discussed the details of the PREP Act and how it will affect the general public.

Martial Law?
There is a lot of speculation that we might see martial law across all states. It has been many years since Martial Law was declared for parts of the United States. The Federal Government has used “State of Emergency” instead of martial law during Hurricane Katrina and certain sections of New Orleans, or in the case of searching for the Boston bombers.

The martial law concept in the United States is closely tied with the right of habeas corpus, which is in essence the right to a hearing on lawful imprisonment, or more broadly, the supervision of law enforcement by the judiciary.

The ability to suspend habeas corpus is related to the imposition of martial law.

Article 1, Section 9 of the US Constitution states, “The Privilege of the Writ of Habeas Corpus shall not be suspended, unless when in Cases of Rebellion or Invasion the public Safety may require it.”

The distinction must be made as clear as that between martial law and military justice: deployment of troops does not necessarily mean that the civil courts cannot function, and that is one of the keys, as the Supreme Court noted, to martial law.

In United States law, martial law is limited by several court decisions that were handed down between the American Civil War and World War II. In 1878, Congress passed the Posse Comitatus Act, which forbids military involvement in domestic law enforcement without congressional approval. [5]

So what happens to those who are injured from a countermeasure as declared by the Secretary of HHS?

CounterMeasures Injury Compensation Program
In 2010, President Obama signed into law the CounterMeasures Injury Compensation Program (CICP) to enhance the existing PREP Act compensation function.

The CICP is administered directly by the Health Resources and Services Administration (HRSA). This federal agency is also tasked with the administration of the National Vaccine Injury Compensation Program (NVICP) or Vaccine Court.

Over the course of the last couple of years, I have contacted HRSA officials to discuss some issues in the NVICP. I can usually get someone to talk with me via a phone call. When the topic turns to CICP, the tone changes and the official now states, “send me an email and I will review it.”

The CICP is very problematic in so many ways.

First, the statute of limitations is only one (1) year versus three (3) years for injury in the NVICP.

Second, the Program does not reimburse any medical expert fees or attorney fees. You are on your own, just filling out a petition form and submitting to HRSA.

Third, there is no appeals process within a court system. Can’t appeal the decision to the Federal Circuit Court of Appeals nor to the US Supreme Court.

Fourth, all decisions are NOT disclosed, so they are not subject to public inspection.

The public will not be provided on what type of countermeasures are causing what type of injury.

Several FOIA requests by journalists including several requests filed by myself over the course of the last five years, seeking documents and materials of decisions have been refused by HRSA.

Fifth, the funding source for all compensation awards is a direct appropriation from Congress. The annual budget of HHS/HRSA does not provide any detail in the annual amounts awarded as damages.

Finally, the public is not made aware of this compensation program except for the website. The NVICP is promoted on the VIS (Vaccine Information Statement) sheets that are supposed to given out with vaccines.

The CICP is not. It is unknown if the Secretary of HHS upon approval of any declaration will provide some material to the person receiving the countermeasure about the CICP.

The entire process of the enactment of the PREP Act is very fluid, changing day to day. States are responding differently. This is our country’s first chance to take the car out for a spin. Is it a well-defined European sedan or is it a jalopy?

In that common sense show interview with Mike Adams that Bill posted a couple days ago, it was stated that CDC people travelled 'incognito' to Australia to conduct tests in relation to Corona virus.

Allegedly one of the tests was to try to understand why the warm weather there was not slowing down the virus.

How did the CDC have advanced knowledge of the coronavirus pandemic before it was announced to the world? Well, we already know the CDC is a criminal front group for the vaccine industry (http://cdc.news), and we know the CDC had a hand in releasing measles at Disneyland in California in order to create mass media hysteria to push for the vaccine mandate law there, SB 277, which just happened to be pre-written by the pharmaceutical industry and ready to push through the California legislature.

Although we have no direct proof, it would be entirely consistent for the CDC to be part of a globalist program to deliberately release a deadly pandemic virus in order to push for mandatory vaccines and funnel billions of dollars into the vaccine manufacturers (which has already begun). What better way to enrich the criminal pharmaceutical companies than to watch as a global pandemic virus gets released, granting the CDC extraordinary new powers (and funding), leading directly to mandatory coronavirus vaccines (the kill switch for global depopulation).

It also just happens that this coronavirus is the perfect excuse for a global financial reset that steals money from taxpayers by mass printing trillions of new dollars to bail out wealthy corporate executives, drug companies and industrial giants.
