Object shows illuminated open area

In the Virginia video the object sways on the bottom & its very unusual... check it out.

It appears to be an open area.

It appears to be spraying or discharging something. It would be interesting to inspect the area underneath where it was seen.

the main shape is very much that of a quad copter.
