Feeling blessed beyond measure to have witnessed more than once ETs and always feel left out on the question of when disclosure happens. To many it already has, yet when sharing the paranormal experiences it sounds boastful so nowhere else on social media other than Avalon through years and the few followers on my channel have heard a few conversations .. It still seems like a no win situation, and I understand why people stay silent. Perhaps when they officially announce the different species of life in the universe, stories of paranormal sightings will end up being a story like a cool wildlife sighting.

Tried out my new bug proof shelter for sky watching and it was divine... no mosquitos and no Deet used.... wish I did it a long time ago...lol. It's been since 2017 since last filming and honestly wonder if contact can be made again. It's a different location about 7 miles from the original sighting location where things were filmed. The contact in 2009 started with no cameras and decided to try again to go empty handed and just a witness to whatever might happen without a filming mentality...

Here is a reminder of what was caught on film. This object started things off in 2010, and probably still one of the top captures. As it came overhead it actually displaced the airflow which I could hear. The sound is what alerted me and started filming.

Astrologically speaking, the whole summer and specifically the second half of June (up to the first days of July) is expected to bring a lot of ground breaking shocks (Saturn-Uranus square).

Also, consider this bit. I bet that politicians or many military experts do not understand laws of hyperspace physics.

So say you’ve got a sighting or another form of ET Contact or a blip on radar and it’s a “real deal”.

It makes me wonder if the new effort by the government is their pathetic response to the alleged communication from ETs that if the governments (especially the US gov.) don't disclose, the ETs will.
There must be a lot of infighting going on between those who want to and those who are reluctant, and those who want to create a false flag event as an excuse for more fascist controls of the public and the depopulation agenda.
But it's very interesting that Sheehan is talking about independent individuals who have made Contact (such as in the CE5 movement that Dr. Greer started), and what role they might have in this gradually evolving disclosure project.
But many of those individuals may be very reluctant, and with good reason, to come forward publicly with what they've experienced.

Once the potential is there for every human being to realize they can empower themselves and take control of there sovereignty and destiny is a win win for all. An empowered human can manifest the future and by pass current government agendas, etc. I suspect that the present UAP intelligence is well empowered as to its planned demonstrations have shown.

I believe a communications initiative may be accepted by governments, United Nations and other agencies to understand why this action has to be taken. We have had enough of this instigated intentional confusion.

There has been a presence awaiting for Mankind to contact them. I just want to encourage people to look up at the night sky as it appears that there are many craft that are showing themselves recently.

The past two nights in a row myself and my partner have seen up to 10 craft at time flying about.

I will point out that the way they fly reminds me of an animal much more than an advance d craft piloted by humans.


They look like stars that wiggle and zigzag, sometimes going fast for a few seconds.

They do not seem to have any specific planned path, a d typically stay in one general area of the sky, although I saw one last night move from the horizon to directly above me over the course of 5 minutes or so.

Last night it was extremely overcast and a full moon so there were basically 0 stars visible other than these things that were all dancing about.

I went back outside 2 hours after initially seeing them and they were still there so they are not drones.

I am very curious to hear if others are seeing this as well, I have a feeling that this is going on all over the earth right now.

My sighting in 2008 - the object having moved slowly, horizontally past my location, rotated on an axis and ascended at speed. This would have put it roughly where local megalithic stones called the Calder stones ( since moved a few hundred years ago up the road a bit) and one on it's own called robin hood stone.

What do I mean...?

The video clips are getting longer (hours not seconds or minutes) the analytics and metrics are on display around the footage to give greater analytical explanation for otherwise grainy or radar shots and they are done by naval personnel to help instill a greater buy in and to tip the persuasive argument over to converting the non believers that they really do exist and "proof" is available, concrete and should NOW be taken seriously...

But...

UAP (Phenomena) implies a non tangible non descriptive identification or loose ambiguous labelling. I think it reinforces the question - is it non terran and "manufactured" off planet - or - is it man made? Its political spin at its best. Why show vids and photos where the power, might and capability of the craft can be defined, but not other salient information. Thanks Operator, well some of us do think about it for very long time now and how can ETs intervene with the reality humans perceive as real or can they.

Talking of people who had been contacted by ETs during their life numerous times, it did not exactly harm them ANYHOW but opened unique and unaltered space of possibilities and perspectives on our understanding of maths and physics and Life in the Universe ( for the curious and eternal doubters, yes I do exist despite the homophobic attempts to “change my mind” or annihilate my presence in this life, often violent by number of individuals in this very life, starting from childhood who are essentially “allergic” to any form of intelligence that does not immediately “resonate” with theirs). Call it simple “xenophobia” for lack of better term but I’ve experienced this phenomenon of human kind since I was young.

Could be one reason why I was very introverted individual and took me long time to come out of my shell in any discipline or manner.

Sounds outlandish perhaps but the thing we discuss here do have common grounds and influence people differently , I believe.

Programmed learning and thinking “out of the box” may happen in different parts of brain.

I would like to corroborate some information here and what I’ve received from my friends who live in Uruguay.

I take it seriously too. Likewise what I have shared ( and my update with Miles Johnston right after arriving from Uruguay to Turku in Finland) is a snippet of the long difficult dialogue we had between my and their ET group.

All of them are highly evolved and consider themselves utterly benevolent though there certainly are core differences of “where we come from”

Its mission, according to the press release, was to “improve its understanding of, and gain insight into, the nature and origins of [Unidentified Aerial Phenomena] UAPs. The mission of the task force is to detect, analyze and catalog UAPs that could potentially pose a threat to U.S. national security.” The DoD noted that incursions within “training ranges or designated airspace” would be the primary focus, and since its creation, they have conducted classified briefings on the topic for The White House, the House Permanent Select Committee on Intelligence, Subcommittee on Counterterrorism, Counterintelligence, and Counterproliferation, and others. Now, a new document sheds light on what else they were doing behind the scenes. In a Freedom of Information Act (FOIA) request filed by The Black Vault, it was revealed by the response that in the first month after the establishment of the UAPTF, they initiated contact with NASA and requested that the task force brief NASA on UAPs in a secure setting. Several agencies of the U.S. government are discussing UFOs.
The Department of Defense (DoD) established the UAP Task Force (UAPTF) in August of 2020, created to "improve its understanding of, and gain insight into, the nature and origins of [Unidentified Aerial Phenomena]," and in its first month of operation, the organization held a briefing with NASA to discuss UFOs in a secure setting, according to a document obtained by a Freedom of Information Act (FOIA) request initially reported by The Black Vault (https://www.theblackvault.com/documentarchive/uap-task-force-initiated-contact-with-nasa-to-brief-them-on-ufos-but-they-wont-say-why/).
In other words, NASA was asked to discuss UFOs, in addition to its Earth- and space-based means of observing alleged sightings with the new DoD organization in a highly secure virtual meeting.
And no one knows why.
A new government organization briefed NASA on UFOs

"During the course of its work, the UAPTF has reached out to organizations across DoD, the Intelligence Community, and the U.S. government," said Susan Gough, a Pentagon spokesperson, to The Black Vault. "For security reasons, we will not detail the contributions of specific organizations to the UAPTF's work, nor the areas discussed with every organization as part of the UAPTF's investigations." Gough has remained an unswerving voice for UAP or UFO comments from the U.S. government, and made the statement after working with NASA to write a comprehensive reply. All to say Gough was speaking both for the UAPTF and NASA.


This came on the heels of and in reaction to a June 2 press conference in which NASA Administrator Bill Nelson and NASA Science Associate Administrator Thomas Zurbuchen talked about UFOs. The FOIA case (21-HQ-F-00507) requested emails sent from or received by Zurbuchen, and revealed a small pile of records, contained within was a special clarification that the public had yet to learn: Back on September 13 of last year, the Acting Associate Administrator for the Office of International Interagency Relations Mike Gold sent a "Weekly Update" email to multiple addresses, including Zurbuchen, and NASA Administrator Jim Bridenstine, and more. And the update featured Gold speaking about a forthcoming briefing "at the request of the UAPTF."
All attendees of a "secure" video teleconference were named in the document, including International Space Station (ISS) Program Manager Joel Montalbano, Former Associate Administrator for Legislative Affairs Suzanne Gillen, Director of the Export Control and Interagency Liaison Division Margaret Kieffer, and Gold. Before he worked at NASA, gold was employed by Bigelow Aerospace from 2003 to April 2016. This places him in the company when Bigelow Aerospace Advanced Space Studies (BAASS), a subsidiary of his then-employer, reportedly researched UFO sightings for the Defense Intelligence Agency (DIA). That program was called the Advanced Aerospace Weapon Systems Application Program (AAWSAP).

Verified UFO sightings could transform human science

Yes, there are a lot of acronyms. If you want to say it's intentional obfuscation, we'll neither confirm nor deny the possibility. "The list of organizations included in the UAP Report to Congress were the ones who provided specific input in the preparation of the report," said Gough in The Black Vault report. "It was not a comprehensive list of all the organizations which the UAPTF has contacted in the course of its work," implying that there may have been other parties, like NASA, who were due for inclusion in the report, as the email suggests. But the question remains, why did the nascent organization wish to brief NASA on UFOs?


The UAPTF may have desired access to data from the ISS' onboard systems, to evaluate the usefulness of its Earth observation systems for ongoing investigations of UFOs reported within the atmosphere. The Pentagon doesn't confirm this, but it didn't deny it, either: "It is worth noting... the National Aeronautics and Space Administration is an organization with broad scientific responsibilities, including atmospheric research, etc." said the statement from Gough. "Such information is vital to fully understanding the environment in which Navy aviators operate and the conditions that may have been present during any particular observation." "While these data are not specifically collected to identify UAPs or alien technosignatures (sic), they are publicly available and anyone may use them to search the atmosphere. While NASA doesn’t actively search for UAPs, if we learn of UAPs, it would open up the door to new science questions to explore. Atmospheric scientists, aerospace experts, and other scientists could all contribute to understanding the nature of the phenomenon. One of the aircrafts that reported the sighting was a Canadian military plane, flying from a base in Ontario to Cologne, Germany. The passenger flight was a KLM Royal Dutch Airlines plane flying from Boston to Amsterdam. Steffan Watkins, an aviation and shipping researcher, looked at transponder data from the two flights and saw that the military plane climbed 1,000 feet (300 meters) in altitude at the time of the sighting — possibly to avoid the object or get a closer look at it, Watkins tweeted (https://twitter.com/steffanwatkins/status/1425634941342306309).
There's a chance the UFO could have been a meteor streaking through the sky.
"Yes I know [the UFO sighting] would have been at the early stage of the Perseid meteor shower (https://www.livescience.com/how-to-watch-perseid-meteor-shower.html)," Watkins added, "but don't be a buzzkill." Unlike the U.S. defense department, Canada's Department of National Defense does not track UFO sightings, a department spokesperson told Vice. On February 9, 2021, a U.S. Customs and Border Protection (CBP) helicopter encountered what was described as a “highly modified drone (https://www.thedrive.com/the-war-zone/40724/border-patrol-helicopter-had-bizarre-encounter-with-mysterious-highly-modified-drone)” hovering in controlled airspace above Tucson, Arizona. A Tucson Police Department (TPD) helicopter was called in to aid the CBP aircraft in its pursuit of the small aircraft, but the drone, or whatever it was, was able to outrun both of them (https://www.thedrive.com/the-war-zone/40756/new-details-emerge-on-the-highly-modified-drone-that-outran-police-helicopters-over-tucson) as it flew through military airspace, deftly maneuvered around both helicopters with bizarre agility, and ultimately disappeared into cloud cover above the altitude the helicopters could safely fly. A police report previously obtained by The War Zone showed that the TPD crew described the drone (https://www.thedrive.com/the-war-zone/41223/tucson-mystery-drone-was-not-like-any-other-police-had-ever-encountered) as “very sophisticated/specialized” and “able to perform like no other UAS” they had previously encountered. Now we have the actual audio from the CBP helicopter’s interactions with air traffic controllers in Tucson during the incident, as well as audio from an after-action call between the TPD crew and the air traffic control tower.

From the conversations heard on the recordings, which The War Zone obtained from the Federal Aviation Administration (FAA) through the Freedom of Information Act (FOIA), it’s clear that all parties involved with the incident were baffled by the drone’s performance, noting that it appeared “super sophisticated” and possibly satellite-controlled. In the air traffic control (ATC) recording of the 70-minute long incident, the CBP helicopter crew member can be heard describing the drone as a “dim flashing light,” and also notes that he cannot track it while wearing night-vision goggles. In the call, the helicopter crew repeatedly identifies the drone’s location as directly above Davis-Monthan Air Force Base (https://www.thedrive.com/the-war-zone/40756/new-details-emerge-on-the-highly-modified-drone-that-outran-police-helicopters-over-tucson) or the fuel tanks just west of the base. The crew can also be heard wondering what the unmanned air vehicle’s (UAV) size might be, repeatedly stating that its high speed and impressive maneuverability made it difficult to get a decent visual identification.

Throughout the hour-long pursuit, the law enforcement aircrews can be heard saying that the mystery craft was essentially playing with them by repeatedly positioning itself directly above their helicopters’ rotors, some 1,000 feet above them. At one point (around 60:55 in the runtime of the recording below), the air traffic controller says "we filed this up as high as we can" and "we did call Washington," presumably meaning a federal office in Washington, D.C., quite possibly the FAA national headquarters (https://www.faa.gov/jobs/who_we_are/offices_locations/).

In the second recording, a phone call between Air Traffic Control tower at Tucson International Airport and the TPD helicopter crew recorded the day after the encounter, the helicopter crewman notes that the drone maintained a speed of 75 knots in a 30-knot headwind. “So you think it was a drone?” the Tucson tower employee asks during the call. “Yeah was definitely a drone,” the TPD helicopter crew member replies. “I just couldn’t tell you - I couldn’t give you its dimensions as it was moving... too sketchy for us to... I assure you it was not a quadcopter, and it was the most advanced drone we’ve dealt with over the last decade here. Its abilities were pretty incredible, um, I just - I can’t tell you exactly its size.”

The Tucson tower employee then asks if it could have been a larger UAV like an MQ-1 Predator (https://www.thedrive.com/the-war-zone/19122/usaf-officially-retires-mq-1-predator-while-mq-9-reaper-set-to-gain-air-to-air-missiles). “It’s not aircraft-sized,” the TPD helicopter crew member replied. “From what I can tell just from its position light, you know, I would have to imagine it was larger than a quadcopter, and I guarantee you it was nothing like a quadcopter from how long it was up - it has to be satellite-driven because there’s no line-of-sight, there’s no cell phone coverage that could have dealt with that, so it has to be satellite-driven, which is pretty freakin’ sophisticated.” The helicopter crew member then laments not being able to apprehend the craft, saying he really wanted to see what type of technology was aboard the drone.

Kaku has previously said he thinks it’s likely we’ll make contact with an extraterrestrial civilization within this century. However, he also believes that we should be cautious about making the first move since we may be meddling with a force that is light-years ahead of us. Disclosure was and will never be our decision. We can gather solid empirical evidence and even proof and release it to the public but that will never be enough to convince the masses. Disclosure needs to come from a respected government or an organization such as the UN or the Vatican. Even if humans speak the words of disclosure the info will be coming from extraterrestrials. According to UFO procedures obtained by VICE World News, Canada’s military refers reports of UFO sightings to a private company... and a civilian UFO researcher in Manitoba.

Canada’s government and military have forwarded UFO reports to a civilian researcher for over two decades, VICE World News has learned.

Chris Rutkowski, one of the country’s most prominent ufologists, has been covering Canadian cases for more than 30 years, but has never fully disclosed these ties.
This is also the first time current UFO procedures have been released from the Canadian air force and NORAD, the joint Canada-U.S. defence group. They show an apparent lack of official Canadian curiosity or concern with phenomena the U.S. military openly investigates (https://www.vice.com/en/article/z3e8pw/pentagon-announces-task-force-to-study-ufos) as potential national security threats.

Canada’s military says it does not typically concern itself with UFO reports, unless they represent emergencies (https://twitter.com/dsotis/status/1400817886323675137/photo/3) or “credible threats.” A defence spokesperson did disclose that “CIRVIS reports are shared with our NORAD colleagues in the U.S.”
And according to CL 213, “UFO sightings are to be referred to: Mr. Chris Rutkowski.”

‘Handshake agreement’

Often billed as the country’s foremost “UFO expert,” Rutkowski is the author of 10 books on the subject (https://www.goodreads.com/author/list/557814.Chris_A_Rutkowski) and founder of the annual Canadian UFO Survey (http://survey.canadianuforeport.com/), which has documented more than 22,000 UFO sightings since 1989. While the science writer has mentioned receiving reports from the military in his survey and speaking engagements, he’s never gone into depth about the exclusive two-decade arrangement—until now.

“I tend not to talk about my UFO research publicly but I do talk about UFOs publicly,” Rutkowski told us. “It’s a subtle distinction.”

In 1986, Rutkowski wrote a defence paper for the government (https://searchworks.stanford.edu/view/1644284). Around that time, he said he made contacts at the National Research Council of Canada, a federal agency that officially collected UFO reports from 1968 to 1995. In hindsight, he said he was “surprised” years later when he got a call from the military.

“I don’t recall the name of the person who initially phoned me more than 20 years ago,” he said. “All that was discussed on the brief phone call was a verification that I was the person that had wanted to receive UFO reports.”

A spokesperson from Canada’s Department of National Defence described it as a “handshake agreement” with “a known responsible and published researcher on UFOs.” The spokesperson confirmed UFO reports have “been passed to (Rutkowski), on occasion, in various forms since the late 1990s.”

“I have no illusions that I receive all official UFO reports,” Rutkowski said. “I receive relatively low-classified reports with no security concerns.”

Rutkowski holds science and education degrees from the University of Manitoba, which has long employed him in communications roles, and where he is donating his UFO files (https://give.umanitoba.ca/ufofiles). His latest book, Canada’s UFOs: Declassified (https://augustnightpress.blogspot.com/p/canadas-ufo-files-declassified.html), is scheduled to be released this fall.
“I didn’t start out to be ‘Canada’s UFO expert,’” Rutkowski said. “I just plugged away, trying to understand what was really going on.”

‘We do not send it to NORAD like we used to’

VICE World News first learned of CL 213 in a declassified daily log file from the Canadian air force and NORAD command centre in Winnipeg. It describes them being notified of a cargo flight that reported an “object… going between Mach 4 & 5 making constant circles” above Canada’s Northwest Territories in April 2018.
That information came from the Canadian Air Defence Sector (CADS) in North Bay, Ontario, which is alerted by Nav Canada air traffic controllers when pilots report UFOs (https://www.vice.com/en/article/z3xewj/air-canada-westjet-porter-pilots-ufo-sightings). CADS then informs the air force and NORAD in Winnipeg, and it also faxes (https://en.wikipedia.org/wiki/Fax) Transport Canada, the government’s transportation department.

Transport Canada said it began sending Rutkowski “brief emails and some reports” in December 1999, but recently stopped after it “determined that it was not an operational necessity.”

“The decision to provide Mr. Rutkowski with these reports was an informal process and was done as a courtesy to encourage Mr. Rutkowski in his research for his fiction novels,” a spokesperson said. VICE World News also learned Rutkowski has received UFO reports directly from at least five Canadian military bases.

In the case of CFB Comox in British Columbia, procedures to send Rutkowski reports were in place for at least a decade, but were cancelled this year after the base “started to receive weekly… requests on the topic of UFOs,” according to the Canadian military’s access to information office.

The old procedural document said, “We do not send it to NORAD like we used to. There is no form to fill in; just take the info and email it.”

‘Information should be available to everyone’

VICE World News was told to file access to information requests to glimpse what Rutkowski’s received from Canada’s government and military, and, so far, has only been able to independently verify six reports from CFB Comox. Two appear to have been left out of Rutkowski’s annual UFO survey, as was the 2018 “Mach 4” incident.
“I don’t have a problem with Chris getting this information,” freedom of information researcher Sean Holman (https://seanholman.com/about/) told VICE World News. “What I do have a problem with is Canadians not getting this information.”

Holman, who teaches journalism at Alberta’s Mount Royal University, said “these kinds of informal relationships used to exist fairly regularly” before Canada’s Access to Information Act came into effect in 1983. He suggested Canada create a “regularized system” to release UFO data, perhaps even formalizing Rutkowski’s gatekeeper role.
Such an approach would still be a far cry from the U.S., where the military has studied UFOs (https://www.defense.gov/Newsroom/Releases/Release/Article/2314065/establishment-of-unidentified-aerial-phenomena-task-force/) almost continuously since 2007, and where intelligence officials released a stunning report (https://www.vice.com/en/article/5db55b/pentagon-report-some-ufo-sightings-cant-be-explained-with-current-science) in June that stated (https://www.dni.gov/index.php/newsroom/reports-publications/reports-publications-2021/item/2223-preliminary-assessment-unidentified-aerial-phenomena) these phenomena “clearly pose a safety of flight issue and may pose a challenge to U.S. national security.”
Canada doesn’t seem to be as alarmed.

“If the government feels comfortable releasing this information to a private citizen, then that means that information should logically be available to everyone,” Holman said. “There’s a real opportunity here for Chris.”

Two bills in Congress could expand the UAP task force, or set up a permanent office to study sightings of these unknown objects.

Sections of two proposed intelligence appropriation bills, H.R. 4350 (https://www.congress.gov/bill/117th-congress/house-bill/4350/text) (the Fiscal Year 2022 National Defense Authorization Act in the House of Representatives) and S.2610 (https://www.congress.gov/bill/117th-congress/senate-bill/2610/text) (the FY 22 Intelligence Authorization Act in the Senate) take different approaches to expand the work of the Pentagon’s UAP Task Force.

Those hoping for a full-throated Congressional hunt for technologically advanced aliens of UFO lore may be disappointed, however. The bills appear driven more by entirely Earthly national security and safety concerns than little green men in hypersonic (https://www.inverse.com/article/52068-how-fast-can-the-avangard-travel) lozenge-shaped vessels.

In June, the UAP Task Force presented a report to Congress that covered 144 UAP sightings by military and other federal sources between 2004 and 2021. While the report found no evidence of aliens, it did note that “UAP clearly pose a safety of flight issue and may pose a challenge to U.S. national security,” and that “Some UAP many be technologies deployed by China, Russia, another nation, or non-governmental entity.”

What would the bills do? If the bill becomes law,Section 345 of S.2610 (https://www.congress.gov/bill/117th-congress/senate-bill/2610/text) would require the entire intelligence community to share any information about UAPs with the task force and the National Air and Space Intelligence Center immediately. It would then mandate classified reports about any UAP events to Congress beginning 90 days after the act's passage and quarterly from then on.

Section 1652 of H.R. 4350 (https://www.congress.gov/bill/117th-congress/house-bill/4350/text) — a provision added by Democratic Congressman Ruben Gallego of Arizona — would establish a permanent office to study UAPs within the Office of the Secretary of Defense.

If the provision remains unchanged when the bill becomes law, it will charge the new office with creating a database for recording UAP incidents and “evaluating links between unidentified aerial phenomena and adversarial foreign governments, other foreign governments, or non-state actors,” and whether the incidents pose a threat. The House bill provision would also require reports to various Congressional Committees.

Gallego’s office did not respond to Inverse’s requests for comment.

Why is Congress interested in UFOs?

After decades of official non-recognition of UAPs, 2017 saw leaked videos from naval aviators and a New York Times story (https://www.nytimes.com/2017/12/16/us/politics/pentagon-program-ufo-harry-reid.html) that brought the phenomena out of conspiracy theory and into the realm of sober national security interest. Pilots reporting seeing craft flying and maneuvering and seemingly impossible speeds near military aircraft was not a situation military brass could ignore.

In August 2020, the Pentagon (https://www.defense.gov/Newsroom/Releases/Release/Article/2314065/establishment-of-unidentified-aerial-phenomena-task-force/) created the UAP Task Force, and the Intelligence Authorization Act of 2020 mandated a report to Congress in 2021. The report, released in June, was only able to identify one of the 144 UAP sightings examined and determined it was a balloon.

The task force couldn’t explain the remaining 143 reports. And while the report concluded some of the sightings could have resulted from instrument failure or pilots making a mistake, more than half of the sightings were confirmed by multiple sensors to be real objects rather than phantoms.


What’s next?

Both the House and Senate bills have been introduced, but have yet to be voted on by their respective chambers. The House bill has passed out of committee and been placed on the Congressional calendar. If the bills pass intact, their contents will need to be reconciled between the two houses before going on to President Joseph Biden.

House NDAA Includes Permanent UFO-Studying Office Within Pentagon

Tucked into the House of Representatives’ lengthy fiscal 2022 National Defense Authorization Act proposal (https://www.govinfo.gov/content/pkg/BILLS-117hr4350rh/pdf/BILLS-117hr4350rh.pdf) lawmakers passed Thursday evening is a provision to form a permanent office under the Defense secretary, where officials would investigate government- and military-provided reports of unexplained sights in the sky.
That office would “carry out, on a department-wide basis, the mission currently performed by the Unidentified Aerial Phenomenon Task Force,” according to a less-than-five-page section in the House’s NDAA, which was put forth (https://rubengallego.house.gov/media-center/press-releases/rep-gallego-statement-house-ndaa-passage) by Rep. Ruben Gallego, D-Ariz., a Marine Corps combat veteran.

The U.S. government has a rocky history (https://www.nytimes.com/2021/06/24/us/politics/ufo-report-us-pentagon.html) of grappling with “flying saucers” and other mysterious water and aircraft. Pre-dated by the hush-hush Advanced Aerial Threat Identification Program in the mid-aughts, the Defense Department’s UAP Task Force was formed (https://www.nextgov.com/podcasts/2021/03/critical-update-lets-talk-about-ufos/172536/) more recently after mounting public pressure, and the release and authentication of videos depicting Navy pilots engaging with what appeared to be UFOs. An unclassified, 9-page preliminary assessment on the UAPTF released (https://www.nextgov.com/emerging-tech/2021/06/experts-assess-unexplained-governments-recent-ufo-report/175025/) by the Office of the Director of National Intelligence in June confirmed that more than 140 reports of UAP-associated observations originated from government sources in recent years—80 of which were further validated via multiple sensors.

There’s a long path ahead, but if the NDAA ultimately passes with the current House UAP provision, its text would mandate a new office to be established and the modern task force to be terminated by the secretary.

Specifically, officials within that hub would develop a means to synchronize and standardize the collection and analysis of such incidents across federal departments, search for links between these occurrences and foreign governments, evaluate how much of a threat the sightings pose, work with U.S. allies to assess the origins of UAPs and more, the text notes. Starting Dec. 31, 2022 and annually through 2026, the Defense secretary would be required to supply multiple Congressional committees with reports on such phenomenon. Among other topics, those materials would need to include analyses of relevant data collected through geospatial, signals and human intelligence, details of any notable patterns in sightings, and evaluations of health-related effects on people who encountered UAPs. Many of these recommendations were alluded to in that preliminary document from the task force.

The Senate Armed Services Committee’s version (https://www.armed-services.senate.gov/imo/media/doc/FY22%20NDAA_full.pdf) of the NDAA released (https://www.armed-services.senate.gov/press-releases/reed-and-inhofe-file-fiscal-year-2022-national-defense-authorization-act) Wednesday does not incorporate an inclusion that would mandate this new office within DOD. However, there is now growing academic and civilian scientific initiatives in UAP/UFOs. These recent initiatives may surpass any government establishment to determine scientifically the UAP issue. In addition, funding has already taken place for some of these academic and civilian UAP projects.

The establishment of a small OSD UAP office is unlikely to accomplish much. Only the most senior OSD staff have much leverage with the services and agencies and then only when they are clearly acting at the behest of the Secretary.

The situation is difficult enough vis-á-vis the military services, but an OSD staffer’s influence with the intelligence agencies is even more tenuous since these organizations report to the Director of National Intelligence (DNI) as well as the Secretary of Defense.

Indeed, it is often difficult for even the Secretary of Defense to implement change across the department. How would a small OSD office develop, implement and manage a multi-service and multi agency collection program? Or initiate a contract to develop new algorithms for strategic radar systems to enable them to identify UAPs? Who would perform the UAP data analysis and identify the collection priorities? If the current UAP Task Force established by the Secretary of Defense is insufficient, what reason is there to believe a small OSD office would do any better? If it only had one or two personnel, like the original UAP Task Force, it would have a nearly full plate simply attending coordination meetings, reviewing the latest incident reports and briefing members of Congress and senior Executive Branch officials.

This situation may be planned to ease off society interest in UAP. However, the academic and civilian UAP projects may surpass any government efforts in resolving the UAP issue.

Unfortunately, the public may not know the level of secrecy of the UAP issue from the US government. Luiz Elizondo at the recent San Marino UFO Symposium 12th Sept 2021 signalled that there are not only debris but ‘ET craft’ in the possession of the US government but also the Russian government. This was not recorded by the press at the symposium. The US and Russian governments have retrieved ‘ET craft’ but the ramifications for society may be too dramatic if officially announced.

During an appearance this week at the University of Virginia, NASA boss Bill Nelson made some eyebrow-raising remarks about a possible connection between military sightings of unidentified flying objects (https://futurism.com/ufo-report-released) and the search for alien life.

“I’ve talked to those pilots and they know they saw something, and their radars locked on to it,” Nelson told the crowd (https://news.virginia.edu/content/space-jam-former-senator-talks-aliens-asteroids-and-star-trek-larry-sabato) at the university, which is where he got his law degree. “And they don’t know what is. And we don’t know what it is. We hope it’s not an adversary here on Earth that has that kind of technology.”

That’s an interesting analysis on its own. But look what he said next, when he started directly speculating about the search for life beyond Earth:

“But it’s something,” Nelson added during the wide-ranging event. “And so this is a mission that we’re constantly looking, ‘Who is out there?’ Who are we?’ How did we get here? How did we become as we are? How did we develop? How did we civilize? And are those same conditions out there in a universe that has billions of other suns and billions of other galaxies?’ It’s so large I can’t conceive it.”

Provocatively, Nelson even went on to conjecture that alien civilizations could be found in a parallel universe.

“Now there are even theories that there might be other universes,” Nelson added. “And if that’s the case, who am I to say planet Earth is the only location of a life form that is civilized and organized like ours?”

Obviously, Nelson isn’t claiming to have any specific information, and in all likelihood he was just having some fun during a public appearance. It’s also not Nelson’s first time opining (https://futurism.com/the-byte/head-nasa-believes-aliens) that there’s almost certainly alien life out there somewhere.

In much the same vein, former CIA Director James Woolsey, a longtime UFO skeptic, recently signaled openness (https://www.dailymail.co.uk/news/article-9439137/Former-CIA-chief-says-hopes-friendly-dealing-creatures-exist.html) to the possibility that such encounters have otherworldly explanations.

John Ratcliffe (https://thehill.com/people/john-ratcliffe), former President Trump (https://thehill.com/people/donald-trump)’s director of national intelligence (https://www.theguardian.com/us-news/2020/may/21/john-ratcliffe-trump-director-of-national-intelligence), is particularly vocal (https://www.theguardian.com/us-news/2021/mar/22/us-government-ufo-report-sightings) about UFOs.

In a series of interviews (https://video.foxnews.com/v/6242779113001), Ratcliffe ruled out secret U.S. technology (https://www.yahoo.com/now/ufos-display-tech-us-doesn-195700134.html) and cited “high confidence (https://video.foxnews.com/v/6257693060001)” intelligence assessments to eliminate foreign adversaries as possible explanations for the most compelling UFO encounters. According to the former head of U.S. intelligence, some UFOs exhibit “technologies that we don’t have and, frankly, that we are not capable of defending against.”

Like Ratcliffe, Sen. Mitt Romney (https://thehill.com/people/willard-mitt-romney) (R-Utah) ruled out (https://www.cnn.com/videos/politics/2021/06/27/sotu-romney-on-ufos.cnn) foreign powers or highly classified American technology, leaving few explanations for the phenomena.

By now, readers should be sufficiently convinced that this topic transcends America’s deepest political fault lines.

Perhaps more importantly, Luis Elizondo, former director of a Pentagon unit that analyzed military encounters with UFOs, has suggested (https://www.washingtonpost.com/washington-post-live/2021/06/08/transcript-ufos-national-security-with-luis-elizondo-former-director-advanced-aerospace-threat-identification-program/) that the most compelling incidents have extraterrestrial explanations. Ditto for Christopher Mellon (https://futurism.com/former-official-ufo-report-alien-hypothesis), the top civilian military intelligence official during the Clinton and second Bush administrations. As surprising as these developments may seem, a holistic view of the phenomenon suggests that history is repeating itself.

But the sheer volume of UFO reports – and the deluge of public queries that followed – spooked America’s defense planners.

Officials grew concerned (https://www.latimes.com/archives/la-xpm-1997-aug-04-mn-19285-story.html) that future mass UFO sightings would again overwhelm intelligence and communications channels (https://www.nytimes.com/1952/08/01/archives/-flying-saucer-queries-hamper-air-force-work.html). In response to these Cold War fears, the CIA convened a panel of scientists (https://www.cia.gov/readingroom/docs/CIA-RDP81R00560R000100030026-1.pdf) to assess the UFO phenomenon. Over the course of two days, the scientists, who – critically – were “not given access (http://www.cufos.org/books/The_UFO_Experience.pdf#page=216) to the truly puzzling [UFO] cases,” recommended a sweeping government effort to “debunk” UFO sightings.

Fearing another flood of UFO reports, the CIA-convened panel reasoned that a “debunking” campaign would decrease (https://www.cia.gov/readingroom/docs/CIA-RDP81R00560R000100030026-1.pdf#page=24) “public interest in ‘flying saucers’” and reduce Americans’ “susceptibility to clever hostile propaganda.”

Indeed, the U.S. Air Force’s two decade-long project (https://www.nytimes.com/2019/01/15/arts/television/project-blue-book-history-true-story.html) to investigate UFO reports morphed (http://www.cufos.org/books/The_UFO_Experience.pdf#page=234) into a determined effort to discredit UFO sightings and witnesses (https://www.youtube.com/watch?v=6YYkjYAxT44), no matter how credible. According to James McDonald, one of the world’s leading atmospheric physicists (https://physics.princeton.edu/~mcdonald/Family/James/661006_tucson_daily_citizen_oct_6_1966.pdf), the Air Force began applying “meteorologically, chemically and optically absurd” explanations (http://kirkmcd.princeton.edu/JEMcDonald/mcdonald_hcsa_68.pdf#page=41) to the most compelling UFO sightings (http://www.cufos.org/books/The_UFO_Experience.pdf#page=132).

Vice Admiral Roscoe Hillenkoetter (https://www.cia.gov/readingroom/docs/CIA-RDP68-00046R000200090025-2.pdf), the first director of the CIA, summarized (https://www.nytimes.com/1960/02/28/archives/air-forge-order-on-saucers-cited-pamphlet-by-the-inspector-general.html) the situation: “Through official secrecy and ridicule, many citizens are led to believe [UFOs] are nonsense. … Behind the scenes,” however, “high-ranking Air Force officers are soberly concerned…”

Unsurprisingly, the Air Force’s campaign to “debunk” UFO sightings at all costs fueled widespread perceptions of a government coverup, creating fertile ground for an array of exotic (and enduring) conspiracy theories. People are more likely to take reported sightings seriously when the government is doing so.

24/7 Tempo has identified the zip codes with the most UFO sightings, based on data provided by Cheryl Costa and Linda Miller, authors of “UFO Sightings Desk Reference: United States of America 2001-2020. The 85001 zip code, which is in Phoenix, Arizona, tops our list, with 1,374 sightings from 2001 to 2020. That’s substantially higher than the No. 2 zip code, 89101, which is in the Las Vegas, Nevada metro area and which had 970 sightings.

Both are in desert regions with good visibility and a substantial volume of civilian and military overflights that might account for some sightings. No more sweeping sightings of unidentified flying objects under the rug.
That’s what Sen. Martin Heinrich and a few other senators are hoping for. The bipartisan group last week introduced an amendment to the Defense Authorization Act that would create an office tasked with collecting and reporting data related to unidentified aerial phenomena, or UAPs – essentially, UFOs.

Sen. Martin Heinrich The Anomaly Surveillance and Resolution Office would be part of the Department of Defense and work in coordination with the Department of National Intelligence, according to officials in Heinrich’s office.

The office would establish a reporting process to collect UFO-related data from across the Defense Department and intelligence agencies, develop intelligence collection plans and science plans and produce an unclassified annual report and briefings to Congress. The amendment would also create an advisory committee to oversee the office.

An amendment creating the office is being proposed as an addition to the Defense Authorization Act for the coming fiscal year, which is being debated by Congress.

“The American people deserve transparency when it comes to UAPs – especially given the national security implications,” Heinrich said in a statement to the Journal. “To do that, we need to elevate this issue within our defense and intelligence agencies so they have the mandate to focus not only on what is happening in our skies, but also on relaying these findings to the American people. By creating this new office within the Department of Defense, we start taking a critical, unified approach to collecting and reporting UAP data, ending the previous cycle of sweeping these sightings under the rug.”

Sen. Kirsten Gillibrand, D-N.Y, sponsored the amendment, and Heinrich and Sens. Marco Rubio, R-Fla., Lindsey Graham, R-S.C., and Roy Blunt, R-Mo., are cosponsoring it. Gillibrand said in an interview with Politico that she didn’t expect any opposition to the proposal, which also calls for research into any health effects or materials connected with the sightings. A similar amendment was included in the same bill that cleared the House.

Douglas Johnson, a contributing researcher for The Scientific Coalition for UAP studies, said the coalition is supporting the amendment, which he said marked a significant moment for UFO research.

“This has never happened before. Congress has never proposed mandating the executive branch to address the phenomena,” he said. “We think it’s significant Congress is taking this step and we think it is necessary.”

The amendment isn’t the first time Heinrich has expressed an interest in UFOs.

A member of the Senate Intelligence Committee, Heinrich supported a provision in the Intelligence Authorization Act for Fiscal Year 2021 that calls on the UAP Task Force and the Office of Naval Intelligence to standardize the collection and reporting on UAP data.

New Mexico’s senior senator has also expressed an interest in trying to learn more about strange sightings in several interviews.

In May, he was approached while walking alone by a videographer for TMZ, who asked Heinrich about UFOs and aliens.

Heinrich said he was intrigued by news reports that included government videos and interviews with retired Navy pilots who recalled encountering what they thought were strange, possibly otherworldly aircraft, and that he wanted to get to the bottom of the sightings.

The tabloid news outlet asked Heinrich what would be more alarming: if the apparent aircraft belonged to a foreign government, or to aliens?
“Oh, option B. Much bigger thing to worry about,” Heinrich said.

“If there is a foreign government that had these kinds of capabilities, I think we would see other indications of advanced technology,” he continued. “I cannot imagine that what has been described or shown in some of the videos belongs to any government I’m aware of.”

In time we may have to deal with global contact. However, fundamental elements are still missing like consciousness and the larger reality due to our conditioning. However, citizens initiatives are already starting democratized approaches to contact without government agendas.

It would require global participation for first public contact, thinking about how we are to effectively communicate and understand each other, what new methods would be more suitable, etc, are crucial issues that should not escape from. Otherwise, it would be repeating what is expected in classic terms.

Research and understanding of UAP supports Citizens Initiatives:

Citizens initiatives may assist society by trying to provide a simplifying view. For example, presenting possible common denominators underlying the complexity of hypotheses about the origin of the intelligences behind the UFO/UAP phenomenon. So, what might several hypotheses as per the origin of the UAP-related extraterrestrial / NH have in common?

Exploring the different aspects of this reality:

Whether they are coming from other spacetime regions of our physical universe limited by General Relativity cones, or they are "us (or others) from the future" (and, perhaps, even from the past but, still, more technologically advanced). Or from other possible timelines interfacing with ours. Or whether they are other (human, ET or hybrid) civilizations sharing the Earth with us living within adapted environments inside the crust of the Earth. Or if they can be considered "physical" but, nonetheless, their exterior material forms may be less materially dense than ours. Or if they are beings from other physical universes coming to ours and perhaps cohering-vibrating so energetically intensely and high with respect to us that we may mistake them as "non-physical". Even if some or all can at will operate in a completely non-physical realm such as ghosts that (under some still unknown inter-reality physics of qualitatively and ontologically distinct realms) can materialize. Or if they can use the non-physical to modify physical probabilities (another hypothesis) or instead of travelling by warping spacetime and/or producing traversable wormholes, they simply acquire the vibration and associated coordinates to dematerialize and re-materialize in various regions of spacetime...or "all of the above", what do all these (and other unlisted) hypotheses have in common? How can we simplify this complex list?

RESONANCE – a key factor:

A common factor (more fundamental and superseding the various hypotheses) would be RESONANCE. That when they (their exterior material forms) are able to RESONATE sufficiently with our physical parameters, we can partially or completely interface with them. Our physical bodysuits, so to speak, would be able to DECODE and interpret their information patterns and our subjective minds would be able to understand and interpret the "anomalous" experiential interface to a greater or lesser degree. If the resonance is partial, we may see them moving at "anomalous" hyper-fast speeds because of a different temporal rate of causal events between them and us. As a French contactee Eric Julien stated, a faster temporal (more temporal units) might also inversely relate to a larger spatial volume. Thus, the inside of their craft may be vaster than how we perceive them from the outside. And. according to physicist Hal Puthoff, a modified spacetime bubble around a UAP (or, rather, vehicle) may speed up the craft's movements with respect to us observing outside a near-field. It may also speed up electromagnetic frequencies, for example turning visible light into dangerous X rays.

Besides RESONANCE as a unifying/simplifying factor or idea, there may be other factors or ideas worth thinking about. For instance, to overcome rigid classical spacetime limitations many UAP entities minds may be able to experience a broader sense of time...their experience of the present may be broader, perhaps including more of the past and - especially - of the future...as essentially Luis Elizondo speculated during a MUFON interview. After hearing of a number of sightings of mysterious objects in the sky by naval and air force officers Gillibrand said it's time to figure out what and where these things are from.

She said the aircraft have surprising capabilities, so she’s asking the Department of Defense to compile previous and future sightings with national security in mind.

“We’ve had a number of sightings by Navy pilots and Air Force pilots of things that cannot be explained. Aircraft that do things that we are unfamiliar with,” said Gillibrand. “If it is knowable, meaning, it's Russian or Chinese aircrafts, we need to know what it is, what the capabilities are and how to defend against that. If it is unknowable, we also need to know about that.”

If passed, the measure would add layers of oversight and public discourse on these sightings creating an “aerial and transmedium advisory committee.” Experts from NASA, FAA, and various universities would serve on the committee.

The senator also said she’d like to make it easier for military members who see these objects to come forward. Gillibrand said that some officers have faced retaliation for acknowledging these craft which she said is inappropriate.

“That should never happen,” continued Gillibrand. “We need our service members to put for data and information when they see it, especially if it's unusual.”
Negotiations on the NDAA are expected to pick up after Thanksgiving.

A provision buried deep in the $770 billion annual defense bill that the US Senate passed on Wednesday calls for the creation of a new agency to investigate reports of UFO sightings.

Under Section 1683 of the National Defense Authorization Act for fiscal 2022, Defense Secretary Lloyd Austin and National Intelligence Director Avril Haines have to establish an “office, organizational structure, and authorities to address unidentified aerial phenomena” within 180 days of when President Biden signs the bill into law.

Among its duties, the new agency will “evaluate links between unidentified aerial phenomena and adversarial foreign governments, other foreign governments, or nonstate actors” and “the threat that such incidents present to the United States.”

In June, a government report on UFO sightings said there was no “single explanation” for 140 incidents reported by military personnel since 2004 but deemed them a threat to flight safety and a potential threat to national security.

Last month, the Pentagon quietly announced it had formed the Airborne Object Identification and Management Synchronization Group to oversee UFO investigations, which critics attacked as an attempt to limit transparency on the subject.

Many easily gave up dogmas included in the veneration of Mother Mary when Henry the VIII gave up the Vatican. The social group would not go away and had to continue. Adaptation was possible. In some cases, syncretism - like in Colonial Peru- took place because enough native American cultural leaders were allowed to continue.
