Anomaly spotted over D.C.

I saw this video (linked below) tonight on Twitter. Someone I know pretty well on Twitter checked out the live cam feed soon after the video was posted and she was able to see it but not very clearly (see below). The video is much clearer and brighter and quite a trip.

Not sure of what to make of it. Maybe aliens were abducting the current occupant of the WH sound stage. (I can dream, can't I?)

Update: I can see it now on the webcam's still frame but when it plays it's covered with date and time.

How many Local News-papers & Local TV-stations has Washington D.C. and how many of them have their own website available for everyone to see? ... Maybe we can email them ... Anyone?
