I first saw this video in about 1987 when I was a Baha'i. The speaker was speaking at a Baha'i gathering of indigenous people in Alaska although, if I remember correctly, the speaker was a student or professor from the Seattle area at the time. The original film is owned and copyrighted by the Alaska National Assembly of the Bahai's of the United States and is seldom shown in it's entirety on the web. The beginning of the film shows the context for the speech. Toward the end of the film he speaks of the People of Baha. Neither are shown with these clips.
