According to ✈️Flightradar24, the Embraer Legacy jet carrying the #Telegram founder from 🇦🇿Baku suddenly changed its flight path while flying over the French city of Reims.
The jet turned south around 7:10 p.m. local time, about 20 minutes before the scheduled landing. Interestingly, five minutes later, the plane returned to its original course toward Paris Le Bourget Airport.
It is likely that French authorities and air traffic controllers forced the pilots to do this, although another theory suggests the Embraer didn’t have enough fuel to leave France.

I doubt that Russia uses a random messenger service similar to every other random chat or message system preloaded onto any new cell phone for serious military intelligence... Is there some sort of proof that Russia is using something generally as unsecured as that for such valuable and important information?

“It is absurd to claim that a platform or its owner are responsible for abuse of that platform,” the statement published on the official Telegram channel said.
“Telegram abides by EU laws, including the Digital Services Act — its moderation is within industry standards and constantly improving. Telegram CEO Pavel Durov has nothing to hide and travels frequently in Europe,” the channel said.

Durov won’t bend to Western governments like Zuckerberg, that’s why he faces charges - scholar
"The French justice system has deliberately twisted the spirit of the law to formulate excessive charges against Durov. It is clear that this is a pretext," Jacques Sapir, director of studies at the School for Advanced Studies in the Social Sciences (EHESS) in Paris, told Sputnik.
The charges brought by the French authorities against Pavel Durov stem from his refusal to censor his Telegram instant messaging service, according to the pundit. Sapir contends that it is unjust to accuse the Telegram founder of complicity in terrorism, drug trafficking, and child pornography - particularly in light of the content that permeates other social networks.
"His case is similar to all the measures that are currently being taken in Western countries that are infringing on freedom of expression," he said.
Sapir suggests that the main difference between Durov and Mark Zuckerberg, whose Instagram "has a massive child exploitation problem", is that Zuckerberg censors free speech and apparently provided Western governments with a backdoor access to user data, as Elon Musk implied on August 25.
"This is one more step, after the long prosecutions against Julian Assange and those against Snowden, in a long list of attacks on freedom of expression in Western countries," Sapir said.
According to the pundit, what should be regarded as mere administrative offenses are being reclassified as serious crimes based on dubious motives and reasoning. Consequently, he stated, social networks are now facing criminalization.
The French scholar believes this trend will further elevate the significance of social networks that originate outside the Western world and may uphold freedom of expression.

Paris prosecutor’s office to make statement on Durov’s detention on Monday
A press statement will be issued tomorrow
PARIS, August 25. /TASS/. The Paris prosecutor’s office will make a statement on the detention of Telegram messenger founder Pavel Durov on Monday, August 26, a spokesman for the prosecutor’s office told TASS.
"A press statement will be issued tomorrow," he said when asked to clarify the causes for Durov’s detention and his current status.
The LCI television channel reported earlier that Durov had been arrested at Le Bourget Airport late on August 24. He has been placed in custody and may soon be brought to court, the TF1 television channel said. According to TF1, Durov might be charged with terrorism, drug trafficking, fraud, money laundering and child pornography.
Currently, entire information about Durov’s detention is coming from the French media while official agencies are keeping silent. Both the French interior and justice ministries refused from commenting on the case either to TASS or to Western media. The Paris police department said that they know nothing about this case. The Russian embassy in Paris said it had demanded that the French authorities observe Durov’s rights but Paris is dodging cooperation on this matter.

I'm with you here. I very much doubt it too. Information is shared through verified channels, as an additional press resource: actual information gathering/intel etc.. won't use internet based platforms. For field ops a whole different range of resources will be utilised.
In WW2, confirmed by an elderly chap I once had an unexpected chat with at a bus stop, who'd found highly sensitive information in a garbage bin at the back of the defence facility he worked at way back then, told me that the documents he found detailed alternative radio channels unknown to usual service personnel, for their comms.
So, however they are conducting SIGINT these days, it won't be via Telegram.

Overall, this is a failure on the part of the EU, and it was surely orchestrated by the US. France and the EU can say goodbye to high-tech millionaires coming to their soil. As for freedom of speech, it's not even worth discussing. Everybody saw it now.
However, I have no doubt that Telegram will become even more popular very soon. Will Durov betray us all? Unlikely. He has always stood by his principles. But as it is being said, time will tell.

A few months ago, foreign hackers managed to break into a computer linked to Israel's Justice Ministry. Tens of thousands of classified files and sensitive emails were leaked. Links allowing anyone to download the breached files were published on Telegram, the popular instant messaging app. However, they soon began to disappear. One by one, the hacker's Telegram channels were taken down, their users deleted and posts that shared the download links gone.
Since October 7, Israel has faced an unprecedented onslaught of cyber-attacks: accounts of officials and key figures from Israel's security establishment, servers of private firms, military and defense contractors, municipalities, hospitals and even government ministries and key bodies they interact with were all targeted, if not successfully hacked, in a seemingly endless string of attacks, the full extent of which has not yet been made public.

Many of the hackers present themselves as pro-Palestinian forces, but are often fronts for Iran's semi-official cyber-intelligence hackers. Usually, their goals are to collect information, attack infrastructure and disrupt different services. However, they are also interested in what is termed "perception hacking" and psychological warfare, in this case intended to embarrass Israel, the so-called cyber nation.
Sources say the true extent of the damage to Israel's security and economy caused by these leaks is not yet fully known, not even to those in charge of dealing with the issue in Israel. They say that despite massive investment in defensive cybersecurity measures, the scale of the leaks is likely the most severe in Israel's history – "an unprecedented looting of gigabytes upon gigabytes of information of all sorts."
Local cyber security experts explain that many times, the surfacing of hacked materials is just the public crescendo of a clandestine hack that began some time ago.
After their intelligence value is maxed out, or their operation is caught, the hackers shift gears and begin very loudly trying to publicize the stolen digital goods. Their goal: cause financial and reputational damages to Israel and Israeli firms, especially those who work with the military or state.
In other words, after the hacks come the leaks. Accordingly, once hacked, Israel works to prevent the leak and try to minimize its spread, and thus try to mitigate the long term damage caused by its online existence.
According to a number of people knowledgeable on the matter, Israel is waging a digital war on a number of fronts to try to stem the seemingly endless leak of its information. These efforts include monitoring the web and social media sites for leaks and using legal take-down requests to tech firms like Google, Amazon, Meta and even Telegram, to have them removed or blocked.
In some cases, the policy proves quite successful. Websites hosted by Western firms have been taken down for providing a home for digital loot flagged by Israeli authorities. Recently, a number of accounts were taken down by Telegram after posting links to hacked materials, including the hackers' own official channels, but also that of a well-known leaks website that frequently works with journalists and has recently started hosting leaked Israeli data.
However, critics say the efficacy of the policy, which also includes the use of local gag orders and censorship, is of limited value and poses a number of risks and ethical dilemmas. Though it helps quell some of the spread of what officials say is "information intended to harm Israel," it does so only partially.
Moreover, it has sparked a cat-and-mouse game with hackers who, dead set on leaking their goods online, have shifted to more advanced technological means to create websites that cannot be taken down.
"From October 7 and continuously since then, up till this very day, we've seen a concerted effort of cyber-attacks, some directly linked or attributed to enemy states and terrorist organizations, to conduct 'perception attacks' in the form of publishing leaks," says Haim Wismonsky, the director of the cyber unit in the Israeli State Prosecutor's Office, which is part of the Justice Ministry and is the body charged with filing the actual requests to tech firms.
"The publication of these leaks is intended to cause a scare, inspire a public panic and create the sense that we are exposed and penetrable, but they are also aimed at causing economic damage if not actually endangering the lives of those people whose personal details are included in their leaks," Wismonsky explained to Haaretz.
The policy and the way it is deployed makes Israel unique. Many countries, including the U.S., usually take criminal or legal steps against leakers, foreign and local, but will make peace with the leak's existence online. Israel, on the other hand, uses tech firm's internal rules to get them to take down the hacked goods on its behalf – and thus prevent the leaked data from reaching the public or journalists, both in Israel and abroad.
Platforms, even those considered hostile to government requests like Telegram, have rules in place intended to defend them against the legal ramifications of their users' conduct. These can include anything from take down requests due to copyright infringement, or legal claims of libel.
Hacked materials fall under a broad category of stolen goods, so the same policies in place to prevent the spread of files for illegally downloading movies or television series can also be used to take down hacked materials stolen from Israeli servers without consent.
In recent months, for example, Israeli requests flagging violations of Telegram's terms of use have led to at least 10 takedowns of hacker groups' users and channels. Many times, it's the same hacker group who, undeterred, have opened a new channel and posted new links to the same leak.
Telegram has proved a massive challenge for Israel since the start of the war. While many tech firms have streamlined mechanisms through which states can reach out to them, Telegram is considered the least cooperative of them all.
More than that, while many social media platforms have invested heavily in moderation, allowing people and organizations to help monitor content – for example, the removal of antisemitic content or posts inciting terrorism or even the removal of videos from the October 7 massacre – Telegram has not. States and users alike have a single email address to which they can send their grievances.
Telegram emerged at the start of the war as a key platform utilized by Hamas' information warfare against Israel, one Israel was unable to properly address, lacking both monitoring capabilities and an understanding of the platform.
Concerned by the wave of pro-Hamas content, which included videos from the actual attack as well as a constant stream of propaganda materials, Israelis in the high-tech industry tried late in 2023 to reach Telegram's founder, Pavel Durov.
Though they successfully contacted Durov, who lives in the UAE, he was unreceptive to these private requests to improve moderation on the platform. Though a few pages linked directly to Hamas' military wing were locally blocked at a later stage, the private initiative failed to gain any real traction with the app's founder.
Sources explain that Google or Meta will take down a page if it is shown to be directly linked to Hamas and Amazon will remove a website for hosting terrorist materials. On Telegram, content cannot be taken down with such arguments. Only clearly stolen goods will be taken down, making content claims the only effective route for Israel's legal authorities. The data speaks for itself: According to official numbers provided by Israel, the Justice Ministry has sent Facebook over 40,000 successful requests to remove "illegal content." These are not pro-or-anti-Israel posts, but rather content that is illegal by Western standards. Even TikTok has taken down over 20,000 posts flagged by Israel. On Telegram, that number is just over 1,300.

After the initial leak from the Justice Ministry breach was published in April, officials at the office and in Israel's National Cyber Directorate tried to downplay its significance. "These are just old documents from an outdated system and no ministry network was actually penetrated." The data itself however, reveals the personal details of senior Israeli officials and contains sensitive documents and email exchanges, including those about classified subjects and information that cannot be published for legal reasons.
At the time, Israeli officials said that a gag order had been placed on the leak and the investigation into it, but also on "the publication of any information" derived from it. "A number of Telegram channels that published the documents were also taken down, and work on this front continues," the cyber body said at the time.
The digital world can be divided into three levels: the open internet, also known as the open web – or any website that can be found via a Google search; the deep web, or online content that requires a log in to be viewed, like social media platforms or large groups on messaging apps; and the infamous "dark web," the internet's underbelly where hackers and drug dealers communicate through browsers unknown to the public and not easily accessible.
Israel focuses its efforts on the first two, the open web and the deep web, with the goal of limiting exposure more than actually succeeding in removing the hack from the entire internet. However, more and more, hackers have found new and technologically bulletproof ways to keep their goods online, including in the open web.
As revealed by Haaretz, decentralized websites that use non-Western infrastructure started to appear with the first leaks by Iranian hackers earlier this year.
For example, Cyber Courts, a website dedicated to hosting the files of any anti-Israel hacking group, was found by Ari Ben Ami, founder of Telemetry Data Labs, a firm that focuses on Telegram and has tracked hack-and-leaks operations for Haaretz, to use decentralized websites. These, he says, that have since become all the rage in hack-and-leak operations and allow hackers to place to store the leaks.
"One of the main issues that Iranian operators seem to face is hosting," Ben Ami explains.
"These difficulties aren't unique to Iran, Russia faces similar difficulties and utilizes bulletproof hosting providers that also support cybercrime," he says.
In fact, the Iranians are using Russian providers not beholden to Western legal standards. Somewhat in line with its influence goals, Ben Ami notes that one of the Russian hosting sites the Iranian hackers utilize was recently exposed as a key hosting provider for the Russian Doppelganger campaign, in which websites across the world were forged using AI.
He further explains that hackers have started making use of decentralized "onion domains" that "make it significantly harder for government agencies to identify the domain host, thus making a takedown from the provider significantly more difficult."
Just this week, another known Iranian hacker group posted a new leak on such a website. It claimed to have hacked a mid-sized private Israeli defense contractor and is threatening to leak its data on a new website is set up that uses the same type of technology behind cryptocurrencies like Bitcoin.

Hackers have hit French government websites with Distributed Denial-of-Service (DDoS) attacks in support of detained telegram founder and CEO Pavel Durov.
The targets of the attacks included government platforms, public service portals, an online doctor's appointment system and non-governmental websites such as the Institute of Social Sciences and Politics and the daily newspaper La Voix du Nord. The arrest of Telegram Founder-CEO, Pavel Durov by the deranged EU-French government on Saturday is ringing a lot of alarm bells for anyone who cares about the internet and Freedom of Speech – and really, for anyone with a pulse, who doesn’t want our civilization to descend into total barbarism.
The Russian government is reportedly working to free Telegram Founder, Pavel Durov from custody in France, with the Russian embassy in Paris accusing French authorities of “refusing to cooperate” and of “blocking” Russian embassy officials in Paris from visiting with him.
Tore Maras posted this impromptu video late on Saturday night from the street in DC, responding to and adding to the comments of former State Department official, Mike Benz in the video that I posted yesterday, about what can be done to defend Durov and our First Amendment Rights, where Benz advised:
“The House Foreign Affairs Committee could subpoena or could demand, as part of its Oversight, all communications between the US Embassy in Paris – that is, the State Department’s branch in France – for their communications with prosecutors or government officials about Pavel’s arrest, prior to the arrest.
“Because I believe the State Department is, at the very least – if not outright pushing – [is] participating in this political prosecution.”
Tore reminds us that any and all US Citizens can file Freedom of Information Act (FOIA) requests for all of the communications between the following US Government agencies and the French government and law enforcement: 1). US State Department; 2). French Embassy in Washington, DC and Consulate New York; 3). Department of Homeland Security (DHS); 4). Federal Bureau of Investigation (FBI); 5). Nina Jankowicz – the former head the short-lived DHS’ Disinformation Governance Board. Particularly, any communications she may have had with Alexandra Chalupa.
We should also add to this list, the Foreign Malign Influence Center, at the Office of the Director of National Intelligence (DNI), to where the Disinformation Governance Board has reportedly been re-located.
Tore discloses here that all of these unprecedented, off-the-charts US Government censorship “Boards” and “Misinfo” agencies have their origins in the Obama administration’s war on Ukraine, involving the former Inspector General of the NSA, Robert Storch (currently, the Inspector General of the Department of Defense), as well as Storch’s wife, Sara Lord, who she says was working with journalists and fighting “disinformation” in Ukraine, back in 2013.

I saw the post of Mike Benz asking, telling people that, “Hey, you know, you should be finding all the communications at the State Department in France…
Now, Mike Benz is partially correct. There are definitely communications between the State Department and…the American Embassy in France, and another thing is, the French Embassy within the United States.
FOIA Requests should be going out to every single…State Department agency, but also we need to hit DHS, their misinformation agency. Now, here’s a little tidbit:
What people don’t know is that this Misinformation Group was actually created in Ukraine, when we were going after them. This is actually what the job of IG [Inspector General] of the NSA, former IG of the NSA, Storch, Robert Storch’s wife, actually set up in Ukraine. She was working with journalists and fighting “disinformation”.
In fact, the Chalupa sisters were heading that, with Jankowicz back in 2013. I know, because I was working on it too, but not on their project, but actually garnering the information they have and how we can stymie communications, you know, for whatever we were planning. So, this has been going on for a very long time, this “disinformation” campaign…
So, here’s the thing. There’s multiple agencies that are most likely involved in this.
Now, for sure, it’s the State Department. So, Hat-Tip to Mike Benz for calling that out. Obviously, the group that he was in [the Twitter/X space, from which Benz was booted?], many of them in there, are really scared of what’s happening, right now – and I should say they should be. They should be!

I would also urge you to file the same to DHS and the FBI, because they would have to be collaborating. They were probably in the loop, just to reinforce the case that France has.

Ok, I’ll wade in with a few of my own paranoid meanderings. IMO, the Wiki reference is true and Telegram is nothing more than an unrestricted Facebook-style data-mine. Don’t get me wrong: I still use it like everybody else, but I always assume this is the case. It’s the “you don’t get nuffin’ for nuffin’” principle. If someone wants a truly private service, they will need to pay for it, and handsomely too.
This whole debacle smells to me of an operation attempting to validate, to the freedom-loving community that use the service, someone with very questionable associates and history.
But hey, I’m just a paranoid freak. What would I know?

MACRON SET UP TELEGRAM CEO AT US DEEP STATE’S BEHEST – WALL STREET ANALYST
France has been laying a trap Telegram founder Pavel Durov for some time, Wall Street analyst and investigative journalist Charles Ortel told Sputnik.
He did not rule out that granting Durov French citizenship was part of the plan. "It looks very much like a trap," Ortel said.
The plot to entrap Durov could have been initiated by Macron either at the behest of the US "deep state" or as part of the French president's attempt to "curry favor" with its leaders, the Wall Street analyst argued.
"Deep state 'globalism' is a fundamentally flawed construct that enriches a tiny minority of connected insiders, and impoverishes the balance of the world," Ortel said. "Forums such as Telegram pose threats to educating the deluded (perhaps willingly) mass audience that will, in the end, bring corrupt actors, including those in the deep state, to account."
"The Democrat plan for the 2024 election is a flagrant assault on Democracy and the Constitution,” Wall Street analyst Charles Ortel told Sputnik. “Kamala Harris and Tim Walz have been selected without receiving a single vote in any primary."
"They refuse to provide detailed policy prescriptions for their 'Administration.' They refuse to take real interviews to explain their backgrounds and plans," the analyst added.
Ortel believes that "they and their handlers are trying to chill investigative inquiry, run out the clock avoiding the press, and then attempt to steal an election."
The deep state would need almost complete control of the media and social platforms like it had in 2020, when it banned and isolated Donald Trump and his supporters for "election denial", the analyst said.
Reports emerged in spring 2024 that key US federal agencies, including the FBI and Cybersecurity and Infrastructure Security Agency (CISA), resumed discussions with Big Tech firms like Microsoft, Google and Meta* on "foreign propaganda" and "disinformation removal."
But in contrast to 2020, there are at least two "wild cards" now: Pavel Durov's Telegram and Elon Musk's X (formerly Twitter). That is why Durov was arrested in France, Ortel said, adding that he expects similar "sabotage" against Musk before the election.
"Chief beneficiaries in the American political class are running scared – the Obamas, the Clintons, the Bidens and the Bushes – so they are playing every possible dirty trick," the analyst said.
Ortel's concerns are shared by a majority of US voters. A July survey by Rasmussen Reports found that 62% of likely voters fear this year's election could be marred by fraud.

Benz claimed that Telegram was the "main channel" when the US was "essentially orchestrating a color revolution in Belarus" in 2020.
"The National Endowment for Democracy (NED) was actually paying the main administrators of the Telegram channels that orchestrated these riots," he said, calling the NE D "one of the most prolific CIA departments in the arsenal."
The practice is part of a long-running campaign by the US, UK and other NATO partners to gain political control over former Soviet Union territories and their resources, according to Benz.
He concluded that Telegram was "the favorite of the CIA and the State Department" for political operations worldwide because of its nearly billion users and the ease with which they can be directed to the necessary channels for recruitment.

The girlfriend of Telegram founder Pavel Durov, Yulia Vavilova, may be an agent of the Israeli intelligence service Mossad.
Israel has repeatedly noted that Hamas terrorists keep in touch and coordinate their actions through Telegram. Vavilova deliberately marked geolocation on her social media while traveling with the entrepreneur allegedly so special services could track him. The Pavel Durov saga is a gift that will keep on giving for a long time to come. This is what hot information war is all about. So let’s attempt to connect several loose ends.
A high-level Russian analyst makes the case that Durov’s arrest is connected with “anti-French protests in its former colonies, withdrawal from its traditional 'sphere of influence' where Telegram infrastructure was used to push anti-colonial and anti-Macronist narratives”.
Add to it an “attempt to influence narratives on Ukraine both in Russian and the international media field, which is highly dependent on Telegram infrastructure.”
Paris is indeed desperate to make itself relevant when it comes to psy ops and influencing/special warfare in Ukraine.
However, as the analyst notes, the French don’t have the tech means to accomplish it. So this may have led to Macron deciding to “exercise a personal pressure campaign against Durov himself. French authorities must be rather desperate in trying to keep their heads in the game of global politics. And Telegram today is (his italics) global politics.”
Paris was just waiting for a big break. When the pilot of Durov’s Embraer private jet submitted his flight plan, there was no warrant for his arrest in France. Only when the jet was on its way to Le Bourget, Paris filed the warrant in haste. Durov was clueless all along.
In a nutshell: Paris got a fateful heads up he was flying into France – could have been via Durov’s Dubai-based, post-obsessive, social climbing girlfriend – and laid out the trap in a flash.
There’s a myth that the FSB in the past asked Durov for Telegram’s encryption keys. False. The FSB wanted Telegram to provide top access on investigations of serious crimes, on a case-by-case basis. That’s an enormous difference compared to what the US Government does with Meta or Twitter/X via their totally open backdoors.
Durov though got drunk on NATOstan’s “freedom and democracy” propaganda, rebuffed Russia, and left.
And that brings us to President Putin.
Putin had better things to do than to meet Durov in Baku, and the Kremlin has gone on the record to deny the meeting. Durov was doing a tour of Central Asia and the Caucasus, they happened to cross their paths in Azerbaijan.
There’s one thing that Putin never tolerates: betrayal of Russia. And that applies to the letter to Durov.
When Durov went to the US, the Americans, predictably, demanded Telegram’s backdoors to surveil everybody. So he set up shop in Dubai and later applied for French citizenship.
Durov became a French citizen only 3 years ago – significantly, before the launch of the SMO - via a special “eminent foreigner” program set up by the Ministry of Foreign Affairs. Very few are eligible; only a “French-speaking foreigner who contributes through their eminent action to the influence of France and the prosperity of its international economic relations”.
Well, no “eminent action” was enough to keep him away from a French slammer.
How to Get Those Keys
The European Commission (EC) in Brussels can be summarily described as a notorious bunch of EUrocrat cowards and/or psychopaths cheerfully praising “our values”.
Predictably, the EC refuses to comment on Durov’s arrest, saying it's a "national investigation".
An "investigation" which happens to have been “encouraged” by the US Deep State, carried out since July 8 by vassal Macronist police, to the benefit of NATO and... the European Commission itself.
The charges against Durov revealed by France’s Prosecutor of the Republic should be destroyed in court by any crack legal team. Essentially, the claims are that Durov himself is responsible for those abusing Telegram. He is “complicit” of every misdeed under the sun – from organized fraud to drug-trafficking – all the way to a hazy accusation of providing encrypted services without a “certified declaration”.
The accusations about Telegram’s lack of moderation are false. For instance, Telegram actively censors correspondence inside the EU; EU residents cannot access countless chats and channels. Moreover, Telegram is not concerned by the recent, hardcore neo-Orwellian EU law against mega social networks, because it harbors less than 45 million European users a day.

Telegram maintains its own servers around the world, and routing goes via Amazon, Cloudfare and Google. Since the start of Telegram, US intel/surveillance has the means to easily block it - if they feel like it.
The EU is a different ball game. So here we have Brussels, via Paris, trying to acquire at least some control over Telegram – and social networks in general. A crucial reminder – which could be billed under the Pathetic Tech department: Europe has no (italics mine) social networks.
Hence the non-stop threats against Twitter/X and the neo-Orwellian Digital Services Act over the responsibility of platforms in terms of content, which applies to all of them, and not only Telegram.
The EU and France desperately want what the hegemonic power already has, in droves: access to everything, right here, right now, with no legal documentation whatsoever.
The key question now is: will they get it by applying pressure over Pavel Durov? There’s no evidence he has Telegram’s encryption keys. What if they got the wrong guy?
Nikolai Durov, Pavels’ ultra-discreet brother, is the prime genius architect of Telegram: math master, two PhDs, gold medals in the International Mathematical Olympiad. The French would rather cut a deal – thus the extended interrogation: but that would imply breaking Pavel so he would influence Nikolai to hand over those fabled keys.
Why Now? And Who Profits?
Predictably, Durov’s interrogation goes on with zero transparence. France is an excruciatingly secretive society, prone to absolute silence on serious matters, nerve-wracking slow, punctuated by rare formal declarations. It’s all about procedure – and the bureaucracy is stultifying.
Yet French bureaucracy may have given a precious hint on what really bothers them. They simply cannot accept that anyone uses – or provides – the means of “obfuscation” in terms of financial transactions, bypassing censorship and bypassing surveillance.
So this may go way beyond the obsession to get some or all of Telegram’s encryption keys. The French bureaucratic apparatus wants to go no holds barred to suppress any possibility of any bypassing – while retaining the power to punish anyone.
If the saga goes on and on, leading to a trial and eventually a 20-year prison sentence, that means Durov would not be broken facing the bureaucratic apparatus, and he will always remain “an accomplice”.
Hardly likely. Bye bye to unlimited glitz and glamour, in exchange for a daily stale baguette in a French gaol?
Two more inevitable questions. Why now? Because the EU needs it, badly. And who profits? The leading candidates are the “esprit de corps” of ultra-regimented French bureaucracy and their Franco-European oligarch connections. Envy is also in the cards. Durov is Russian, an outsider, and Telegram – with a billion users worldwide – is a resounding success.
Anything can happen further on down the road – including the blocking of Telegram in France and the EU. The Global Majority could not care less. Meanwhile, multitudes marvel at how a narcissist tech globalist could be so naïve to believe that liberal totalitarianism would ever protect his freedom.

Last month I got interviewed by police for 4 days after arriving in Paris. I was told I may be personally responsible for other people’s illegal use of Telegram, because the French authorities didn’t receive responses from Telegram.
This was surprising for several reasons:
1. Telegram has an official representative in the EU that accepts and replies to EU requests. Its email address has been publicly available for anyone in the EU who googles “Telegram EU address for law enforcement”.
2. The French authorities had numerous ways to reach me to request assistance. As a French citizen, I was a frequent guest at the French consulate in Dubai. A while ago, when asked, I personally helped them establish a hotline with Telegram to deal with the threat of terrorism in France.
3. If a country is unhappy with an internet service, the established practice is to start a legal action against the service itself. Using laws from the pre-smartphone era to charge a CEO with crimes committed by third parties on the platform he manages is a misguided approach. Building technology is hard enough as it is. No innovator will ever build new tools if they know they can be personally held responsible for potential abuse of those tools.
Establishing the right balance between privacy and security is not easy. You have to reconcile privacy laws with law enforcement requirements, and local laws with EU laws. You have to take into account technological limitations. As a platform, you want your processes to be consistent globally, while also ensuring they are not abused in countries with weak rule of law. We’ve been committed to engaging with regulators to find the right balance. Yes, we stand by our principles: our experience is shaped by our mission to protect our users in authoritarian regimes. But we’ve always been open to dialogue.
Sometimes we can’t agree with a country’s regulator on the right balance between privacy and security. In those cases, we are ready to leave that country. We've done it many times. When Russia demanded we hand over “encryption keys” to enable surveillance, we refused — and Telegram got banned in Russia. When Iran demanded we block channels of peaceful protesters, we refused — and Telegram got banned in Iran. We are prepared to leave markets that aren’t compatible with our principles, because we are not doing this for money. We are driven by the intention to bring good and defend the basic rights of people, particularly in places where these rights are violated.
All of that does not mean Telegram is perfect. Even the fact that authorities could be confused by where to send requests is something that we should improve. But the claims in some media that Telegram is some sort of anarchic paradise are absolutely untrue. We take down millions of harmful posts and channels every day. We publish daily transparency reports (like this or this ). We have direct hotlines with NGOs to process urgent moderation requests faster.
However, we hear voices saying that it’s not enough. Telegram’s abrupt increase in user count to 950M caused growing pains that made it easier for criminals to abuse our platform. That’s why I made it my personal goal to ensure we significantly improve things in this regard. We’ve already started that process internally, and I will share more details on our progress with you very soon.

Pavel Durov's Wiki page (https://simple.wikipedia.org/wiki/Pavel_Durov), reference #11 clearly states he was a member of the World Economic Forum Young Global Leaders class of 2017. The WayBack machine only goes back to 2019 making it difficult to verify whether this is true or false. Thoughts?
Ok, I’ll wade in with a few of my own paranoid meanderings. IMO, the Wiki reference is true and Telegram is nothing more than an unrestricted Facebook-style data-mine. Don’t get me wrong: I still use it like everybody else, but I always assume this is the case. It’s the “you don’t get nuffin’ for nuffin’” principle. If someone wants a truly private service, they will need to pay for it, and handsomely too.
This whole debacle smells to me of an operation attempting to validate, to the freedom-loving community that use the service, someone with very questionable associates and history.
But hey, I’m just a paranoid freak. What would I know?
