Just hours after last weekend’s ouster of Ukrainian president Viktor Yanukovych, one of Pierre Omidyar’s newest hires at national security blog “The Intercept,” was already digging for the truth.

Marcy Wheeler, who is the new site’s “senior policy analyst,” speculated that the Ukraine revolution was likely a “coup” engineered by “deep” forces on behalf of “Pax Americana”:

“There’s quite a bit of evidence of coup-ness. Q is how many levels deep interference from both sides is.”

These are serious claims. So serious that I decided to investigate them. And what I found was shocking.

Wheeler is partly correct. Pando has confirmed that the American government – in the form of the US Agency for International Development (USAID) – played a major role in funding opposition groups prior to the revolution. Moreover, a large percentage of the rest of the funding to those same groups came from a US billionaire who has previously worked closely with US government agencies to further his own business interests. This was by no means a US-backed “coup,” but clear evidence shows that US investment was a force multiplier for many of the groups involved in overthrowing Yanukovych.

But that’s not the shocking part.

What’s shocking is the name of the billionaire who co-invested with the US government (or as Wheeler put it: the “dark deep force” acting on behalf of “Pax Americana”).

Step out of the shadows…. Wheeler’s boss, Pierre Omidyar.

Yes, in the annals of independent media, this might be the strangest twist ever: According to financial disclosures and reports seen by Pando, the founder and publisher of Glenn Greenwald’s government-bashing blog,“The Intercept,” co-invested with the US government to help fund regime change in Ukraine.

When the revolution came to Ukraine, neo-fascists played a front-center role in overthrowing the country’s president. But the real political power rests with Ukraine’s pro-western neoliberals. Political figures like Oleh Rybachuk, long a favorite of the State Department, DC neocons, EU, and NATO—and the right-hand man to Orange Revolution leader Viktor Yushchenko.

Last December, the Financial Times wrote that Rybachuk’s “New Citizen” NGO campaign “played a big role in getting the protest up and running.”

New Citizen, along with the rest of Rybachuk’s interlocking network of western-backed NGOs and campaigns— “Center UA” (also spelled “Centre UA”), “Chesno,” and “Stop Censorship” to name a few — grew their power by targeting pro-Yanukovych politicians with a well-coordinated anti-corruption campaign that built its strength in Ukraine’s regions, before massing in Kiev last autumn.

The efforts of the NGOs were so successful that the Ukraine government was accused of employing dirty tricks to shut them down. In early February, the groups were the subject of a massive money laundering investigation by the economics division of Ukraine’s Interior Ministry in what many denounced as a politically motivated move.

Fortunately the groups had the strength – which is to say, money – to survive those attacks and continue pushing for regime change in Ukraine. The source of that money?

According to the Kyiv Post, Pierrie Omidyar’s Omidyar Network (part of the Omidyar Group which owns First Look Media and the Intercept) provided 36% of “Center UA”’s $500,000 budget in 2012— nearly $200,000. USAID provided 54% of “Center UA”’s budget for 2012. Other funders included the US government-backed National Endowment for Democracy.

In 2011, Omidyar Network gave $335,000 to “New Citizen,” one of the anti-Yanukovych “projects” managed through the Rybachuk-chaired NGO “Center UA.” At the time, Omidyar Network boasted that its investment in “New Citizen” would help “shape public policy” in Ukraine:

What really seems to be weirding people out here is the shock realization that USAID — the nice, humanitarian, democracy-promoting arm of American idealism — also engages in sleazy regime-change and subversion. The sorts of nefarious covert activities folks normally associate with the CIA.

Not that this is news to PandoDaily readers, of course: Earlier this year, we broke the story about USAID co-investing with Omidyar Network in Ukraine NGOs that organized and led the Maidan revolution in Kiev, resulting in the overthrow of President Viktor Yanukovych. That revolution hasn’t turned out so well — thanks to the “success” of the USAID-Omidyar-funded revolution, there’s talk of the West going to war with nuclear-armed Russia, Ukraine is losing entire chunks of territory like the proverbial leper on a waterslide, Kiev is run by a coalition of costume-party fascists and a handful of billionaire Mafia dons—and Vladimir Putin has never been more popular, or more tyrannical.

Given USAID’s “success” in Ukraine, perhaps we should be thankful that ZunZuneo failed as miserably and comically as it did.

For me, there wasn’t anything all that surprising about the recent USAID revelations. I spent over a decade in Russia and the former Soviet Union, and witnessed for myself the good, bad and ugly that USAID funded—mostly the bad and the ugly. I assumed that most reporters already understood what USAID gets up to overseas, often alongside private nonprofits like those run by Soros, Gates, Rockefeller, Ford and more recently, Omidyar.

The truth is, USAID’s role in a covert ops and subversion should be common knowledge—it’s not like the record is that hard to find. Either USAID has developed those Men In Black memory-zappers, or else—maybe we don’t want to remember.

This selective amnesia doesn’t do anyone else any good however, so I figured it might be useful to offer a brief look back at some of USAID’s darkest, ugliest moments. It's important to note that not everything USAID does is patently evil — in fact, there are many programs that could even be described as good. But USAID, as with any agency of American power, is fully capable of and will continue to be an instrument of geopolitical and corporate force.

With an annual budget exceeding $50 billion and activities in over 100 countries, USAID has repeatedly been linked to intelligence activities. Former USAID Director John Gilligan once admitted the agency was “infiltrated from top to bottom with CIA people,” explaining that “the idea was to plant operatives in every kind of activity we had overseas: government, volunteer, religious, every kind.”

In 2013, a U.S. cable published by WikiLeaks outlined the U.S. strategy to undermine Venezuela’s government through USAID by "penetrating Chavez’s political base," "dividing Chavismo," and "isolating Chavez internationally."

In 2014, the Associated Press revealed that USAID funded the creation of a Twitter-like platform intended to incite a rebellion in Cuba.

USAID funding has been linked to coups in Haiti, Ukraine, Egypt, and other nations.

From 2009 to 2019, USAID partnered with EcoHealth Alliance on the PREDICT program, which identified 1,200 new viruses, trained 5,000 people globally in disease detection, and enhanced 60 research labs.

This partnership provided the CIA with a direct channel for embedding human assets within biological research facilities worldwide in exchange for funding and technology transfers.

In 2022, Dr. Andrew Huff, a former Vice President at EcoHealth Alliance, publicly revealed Dr. Peter Daszak’s alleged ties to the CIA.

The core issue?

The CIA lied to the American public about COVID-19’s origins because acknowledging the truth would expose its likely role in funneling taxpayer money through USAID to finance gain-of-function research at the Wuhan lab.

These are extraordinary times, and I mean that in every literal and historical sense I can muster.

Trump has started a revolution, it’s underway, and I am 100% here for it.

The short story is this is seismic. None of us have lived through what’s unfolding. Trump’s team is operating as if they are battling an internal foe that has taken over America and which seeks its destruction. If this is the case, then my view is they have correctly diagnosed the disease.

Things are breaking very quickly, but fortunately drinking from a firehose is my specialty. As I did during Covid, I will do my best to both catalog and explain the enormous impacts of what we’re currently experiencing.

Consider the issues we faced that nobody seemed to know what to do about, or how to even begin fixing.

The US has the least healthy, shortest-lived population out of every developed country.
The US spends the most, by roughly a factor of 2x more than all other developed countries on its health care, more accurately called sickcare.
US public high school students test out extremely poorly compared to other developed countries in math and reading.
The US government taxes heavily yet still slips $2 trillion deeper in the hole every year, and is more than $36 trillion debt.
Every year on an accrual basis the Social Security and Medicare/caid liabilities expand by many trillions and now total somewhere north of $200 trillion.
In other words, the US is broke, stupid, and fat. And it was getting worse with every passing year.

This is what the last election was actually about. A majority of people said, “Enough!” and voted for real change. Along the way the people who like the system exactly the way it is got nervous about Trump’s chances and tried to kill him in Butler PA on July 13th, 2024.

They missed.

And now the wrecking crew has arrived and is dismantling that sordid, pathetic, anti-American deep state apparatus. That’s what’s actually happening right now. You are living through an extraordinary time.

It’s going to be quite chaotic, possibly very expensive, and may well be have to go through an extensive period of dismantling before we can even begin to rebuild and repair all that has to be torn down.

Let’s consider the case of just the USAID entity. Started by Executive Order by John F. Kennedy, the idea was to dedicate some US funds to helping other countries get ahead. As with all things run by the US government, this noble beginning quickly morphed into a murky amalgam of CIA-run color revolutions, extensive funding of shadowy NGOs with bland names but dark objectives, and the usual fare of DC insider kickbacks and grifts.’

I’m sure it managed to do some helpful things too, but it mainly operated in stick vs carrot mode as it enforced US interests abroad.

A simple idea became a 10,000-person organization with a $40 billion budget.

Enter Trump and Elon Musk. This is the most astonishing of all possible headlines and stories to wake up to:

WASHINGTON—The U.S. Agency for International Development closed its headquarters to agency personnel on Monday following moves by Elon Musk’s Department of Government Efficiency to exert control over the foreign-aid organization.



An email to USAID personnel said that the move was taken by “Agency leadership.” The message said that replies should be directed to an email address that appears to be associated with Gavin Kliger, whose LinkedIn profile identifies him as a special adviser to the director of the Office of Personnel Management and who works for DOGE.

“At the direction of Agency leadership, the USAID headquarters at the Ronald Reagan building in Washington, D.C. will be closed to Agency personnel on Monday, February 3, 2025,” the email states.

Kliger and DOGE didn’t immediately respond to requests for comment.

Boom!

If you are worried that there’s fraud in an accounting department, you have security march in, and tell everyone to stand up and leave the room because you don’t want to give the fraudsters the chance to clean the files. This is Trump & Elon’s way of saying that they think there’s some real dirt here which they want exposed.

Okay, that means it’s Game On!

The Deep State has been identified and USAID was like the left ventricle of that beating rotten heart.

Continuing with the WSJ article above, nobody was willing to go on record so the WSJ fell back on the old “unnamed officials” mode of weak-assed journalism that we’ve all grown to hate:

“It’s a coup,” said a current USAID official. It was unclear when, if ever, the agency would be up and running again, the official added.

From my perspective, the coup happened when JFK was shot and nobody was held to account, and ever since it’s been one long unbroken string of DC swamp creatures doing unspeakable things for fun and profit.

So, yes, there’s been a coup, but it’s not the one the “unnamed official” is complaining about.

As a reminder, the government is supposed to serve THE PUBLIC and be both responsible and accountable to the public. The USAID folks are aghast that suddenly the public might take a peek at what they’ve actually been up to.

The early results are not pretty.

USAID gave money lavishly to support violent mobs all over the globe, in this case Mike Benz revealing that Africa was a routine target:

I will bet a large pile of money that we’re going to discover that somehow USAID money flowed into these riots. That’s a pretty safe bet given all the other things we’ve already learned including the fact that a FOIA document dump in August of 2024 revealed that USAID has been a hot bed of funding child sex trafficking, labor abuse, and social media threats:

From the same WSJ article already linked above, we have this totally appropriate quote by Elon Musk:

Musk said earlier Monday that Trump agreed with him that USAID should be closed, telling a live audience on his social-media site, X, that he “went over it with him in detail and he agreed that we should shut it down.”

Musk, during that same appearance, said that the administration was closing the agency because “as we dug into USAID, it became apparent that what we have here is not an apple with a worm in it, but we have actually just a ball of worms.”

“There is no apple. And when there is no apple, you just got to basically get rid of the whole thing, that’s why it has to go, it’s beyond repair,” he said

There is no apple. There is only a ball of worms.

In the real world, sometimes it’s just way faster and cheaper to start over. You don’t try and make something that is beyond repair better by pouring more into it. You have to burn it down and start over.

So if I were a USAID staffer, I’d be spiffing up my C.V. while thinking of Elon’s first arrival in the Twitter lobby after purchasing it:

Do we really doubt that the man who wrestled Twitter back from being an overt tool of Deep State censorship and ended up firing 80% of the existing staff while keeping the whole thing running smoothly is going to be any different while tearing apart USAID?

This is exactly what a majority of people voted for in 2024.

Kind of weird, right? You’d think something that was blamed for killing 1,000,000 Americans would somehow make your radar screen, but not old Liz Warren! No sir!

She’s worried that Elon might poke around in the USAID pile and discover that some of her pet disbursement schemes come under public scrutiny.

There’s a LOT more to unpack here, but the point is this. There’s a revolution underway and Trump is running it, and various odious DC swamp creatures are now scurrying like cockroaches after the kitchen light has been flicked on.

The Covid debacle ties back to 2014 which, coincidentally, is the year to which Team Biden backdated Fauci and Hunter’s pardons. That’s the same year, again coincidentally, that USAID began funneling money to Wuhan and Ukraine’s biolabs opened up.

It’s a ball of worms, and it’s about to have an entire box of salt dumped on it.

All of which is to ask, have you planted a garden? By which I mean are you ready? Because this is going to get really bumpy. The economy and financial systems may well crash or seize up.

And that’s if things go well. If the neocon/Deep State raccoons feel like they need to detonate something to survive, trust me, they will. That’s the wild card in all this, and why I continually beg, plead, and cajole people to consider taking steps to build their personal resilience.

For years, USAID has positioned itself as a humanitarian organization. In reality, it has been a tool for covert influence operations, regime change, and digital warfare. Now, thanks to an investigation published in Forbes Ukraine, we have confirmation that USAID directly funded the same groups that waged an online campaign against us and other independent voices.

USAID’s Digital Warfare Against Dissenters

According to Forbes Ukraine, USAID was the primary financial backer of Ukraine’s Ministry of Digital Transformation (MDT)—a government agency overseeing cyber operations and information warfare. The funding was supposed to support Ukraine’s digital infrastructure and propaganda war against Russia. But there’s another side to this funding......

This same ministry has direct ties to doxxing, harassment, and censorship operations against critics of the Ukrainian government—including U.S. citizens.

One of the key figures in this scandal is Ivan Volkov, a Senior Project Leader at Ukraine’s Ministry of Digital Transformation. Volkov isn’t just some bureaucrat—he’s the founder of the “Digital Forces of Ukraine” Discord group, a hub where NAFO trolls organized mass-reporting campaigns, online harassment, and doxxing of independent journalists and analysts.

For years, people have asked: who funds NAFO’s targeted campaigns? Who organizes these waves of censorship and threats against dissenting voices?

We knew the answer, now we have the admission: the U.S. government itself—through USAID—was financially supporting a Ukrainian government operation that engaged in censorship, intimidation, and doxxing.

And American citizens one of the primary targets.

In the spring of 2023, a Ukrainian group calling itself the Unintelligence Agency doxxed every single member of DD Geopolitics, revealing our personal information and putting us in incredible mortal danger.

This was not an organic attack—it was part of a coordinated effort funded by U.S. taxpayer money.

🔴 USAID-funded operatives in Ukraine actively worked to expose and endanger U.S. citizens for simply reporting on the war from a different perspective.

Who in Washington Approved This?

It is illegal for the U.S. government to target its own citizens in propaganda and intelligence operations. Yet, through USAID, American tax dollars were funneled into an operation that did exactly that.

This raises serious legal and ethical questions:
• Why was a U.S. agency funding a foreign operation that targeted American citizens?
• Who in Washington approved these funds?
• Why has there been zero accountability for USAID’s role in these attacks?

Now, with USAID suspending some contracts, Ukraine’s Ministry of Digital Transformation is scrambling to find a new sponsor—but the damage is already done. The U.S. played a direct role in funding digital information warfare, and it’s time to ask: who in Washington approved this?

DD Geopolitics was directly targeted by a U.S.-funded operation. The U.S. government used taxpayer money to fund online harassment, doxxing, and censorship against its own citizens.

This scandal should be front-page news, yet the mainstream media remains silent.

The question is: who will be held accountable?
The answer? Likely no one.

I wonder how much of this funding can be recovered and what will be done about the criminal waste of money. Is it criminal though, or just totally negligent? And is negligence a crime? I guess it depends how much has been personally raked off within each transaction. Once the government's over the shock - and it must be a real shock, even though the waste has been suspected, it'll be interesting to see what happens next.

A 2006 archived USAID website proudly claims the agency "supported" revolutions in Ukraine, Georgia, Lebanon, and Kyrgyzstan.

USAID funded and trained thousands of journalists, lawyers, judges, and election workers, conducted polls questioning election legitimacy, published reports alleging fraud, and helped oversee new elections, among other initiatives.

"Many people watched in wonder as the multicolored revolutions took place—the Orange Revolution in Ukraine, the Rose in Georgia, the Cedar in Lebanon, the Tulip in Kyrgyzstan... Few realized that for years, the United States and other countries and organizations had been supporting this homegrown desire for democracy."

"When the Orange Revolution began, 29-year-old television anchorman Andriy Shevchenko was news director of Channel 5, the only regional independent TV network. "At 2:30 a.m. Monday, after the second round of elections, strange results came from the election commission,” said Shevchenko. “Yushchenko left the commission building and said, ‘We don’t trust the results.’ He asked people to come to the Maidan Nezalezhnosti [Independence Square] in the morning. At the station, we realized we would not go to sleep that night, and we kept coverage of the square for 15 days nonstop."

"The first days, we were the only channel covering it. Then other channels followed.” Soon, hundreds of thousands would leave their homes and villages to join mass demonstrations."

"People were fed up with corruption, election fraud, and the slide back to authoritarian rule, which the independent press was reporting,” said Shevchenko, one of 2,000 Ukrainian journalists trained over the past decade. Last week, we learned from the Associated Press that USAID (United States Agency for International Development) — the government agency which manages billions in overseas “humanitarian” aid programs — plotted to overthrow Cuba’s communist regime via a covertly-funded fake Twitter platform.

The idea was to get Cuba’s youth to sign up for ZunZuneo (Cuban slang for the sound hummingbirds make—get it?) without anyone knowing about USAID’s involvement, get the kids hooked on pointless tweeting, collect all sorts of data on the users, and then rile them into an anti-regime rage — a “Cuban Spring” revolution.

Presumably the US government had been studying Twitter’s ability to supercharge its users with outrage vapors here in the Free World, where legions of credulous idiots spend their waking hours chasing the outrage dragon. It was only a matter of time before some DC spooks and Northern Virginia contractors would see the angles.

Of course, the ZunZuneo plan failed. ZunZuneo collapsed, a bunch of money went missing (likely into the coffers of the Castro regime’s state-controlled telecoms firm, or so they say), and the Communist Cuban menace still threatens the Free World’s slick underbelly.

What really seems to be weirding people out here is the shock realization that USAID — the nice, humanitarian, democracy-promoting arm of American idealism — also engages in sleazy regime-change and subversion. The sorts of nefarious covert activities folks normally associate with the CIA.

Not that this is news to PandoDaily readers, of course: Earlier this year, we broke the story about USAID co-investing with Omidyar Network in Ukraine NGOs that organized and led the Maidan revolution in Kiev, resulting in the overthrow of President Viktor Yanukovych. That revolution hasn’t turned out so well — thanks to the “success” of the USAID-Omidyar-funded revolution, there’s talk of the West going to war with nuclear-armed Russia, Ukraine is losing entire chunks of territory like the proverbial leper on a waterslide, Kiev is run by a coalition of costume-party fascists and a handful of billionaire Mafia dons—and Vladimir Putin has never been more popular, or more tyrannical.

Given USAID’s “success” in Ukraine, perhaps we should be thankful that ZunZuneo failed as miserably and comically as it did.

For me, there wasn’t anything all that surprising about the recent USAID revelations. I spent over a decade in Russia and the former Soviet Union, and witnessed for myself the good, bad and ugly that USAID funded—mostly the bad and the ugly. I assumed that most reporters already understood what USAID gets up to overseas, often alongside private nonprofits like those run by Soros, Gates, Rockefeller, Ford and more recently, Omidyar.

The truth is, USAID’s role in a covert ops and subversion should be common knowledge—it’s not like the record is that hard to find. Either USAID has developed those Men In Black memory-zappers, or else—maybe we don’t want to remember.

This selective amnesia doesn’t do anyone else any good however, so I figured it might be useful to offer a brief look back at some of USAID’s darkest, ugliest moments. It's important to note that not everything USAID does is patently evil — in fact, there are many programs that could even be described as good. But USAID, as with any agency of American power, is fully capable of and will continue to be an instrument of geopolitical and corporate force.

As Big Tech becomes increasingly intertwined with USAID’s missions around the world — particularly as USAID’s programs and language merge with the lexicon and interests of Silicon Valley (such as "Global Development Lab," USAID's new "DARPA-like" research arm) — now’s a good time to refresh our memories about USAID’s dark past.

I should warn you: some of what follows is horrifying.

1. Dan Mitrione and The Office of Public Safety (OPS):

“The precise pain, in the precise place, in the precise amount to achieve the desired effect.” —Dan Mitrione, USAID official
Of the many dark-red blotches in USAID’s record, none compares to the agency’s Office of Public Safety (OPS) program — and its most notorious official, Dan Mitrione.

Brief background: After the end of World War Two, America emerged as the de facto inheritor of the Europeans’ empires, a role America quickly grew to enjoy. The Marshall Plan offered an imperial blueprint on how America’s dominant wealth and aid could manipulate the internal political futures of our Allies like France and Italy, where American aid was key in keeping Communists from taking power.

USAID grew out of programs like the Marshall Plan, but the agency itself wasn’t established until 1961 under President Kennedy. Under Kennedy’s reorganization, a police training program set up under President Eisenhower, the Office of Public Safety (OPS), was placed under USAID’s authority. The OPS had been set up in 1957 to train friendly overseas police forces how to be more professional, more democratic, less corrupt, more like us — but in reality, the OPS was essentially a CIA proxy, headed by an agent named Byron Engle, its ranks covertly sprinkled with CIA spooks in hotspots across the globe.

Former New York Times correspondent A. J. Langguth wrote that the “the two primary functions” of the USAID police training program were to allow the CIA to “plant men with local police in sensitive places around the world,” and to bring to the United States “prime candidates for enrollment as CIA employees.” [“Police Program is Called CIA Cover,” New York Times, May 7, 1978]

Dan Mitrione wasn’t a CIA man himself. Mitrione was a small-town cop and a family man from Richmond, Indiana, who joined the FBI, and was sent to Brazil in the early 1960s under USAID’s Office of Public Safety to train the fledging democratic government’s police force. A few years later, in 1964, a US-backed coup overthrew Brazil’s democratically-elected president Joao Goulart, and installed a right-wing military dictatorship that ruled for the next two decades, with largesse from USAID’s coffers, and vital training and equipment supplied by USAID officials like Mitrione.

By the end of the 1960s, when Mitrione left for Uruguay, USAID had trained over 100,000 of Brazil’s police in the dark arts of rule-by-terror; another 600 Brazilian police were brought to the US for special USAID training in explosives and interrogation techniques.

Brazil’s military dictatorship murdered or disappeared hundreds of dissidents, and tortured and jailed thousands more. Among those tortured: a Marxist student named Dilma Rousseff, arrested in 1970 and subjected to beatings to her face that distorted her dental ridge, and electrical shocks from car batteries, resulting in the hemorrhaging of her uterus. Today, Rousseff is Brazil's president — and she's not too happy about the NSA tapping her phones.

The junta also murdered one ex-president in a staged car accident in 1976. Another ex-president who allegedly died of a heart attack in 1978 is now believed to have been poisoned.

With Brazil successfully pacified, in 1969 Dan Mitrione was transferred to a new hotspot: Uruguay, which was reeling under the increasingly popular left-wing Tupamaro rebels. After taking his post as the new head of USAID's police training mission in Uruguay, Mitrione secured a house in the capital Montevideo, and personally soundproofed the cellar. Mitrione thoroughly tested the sound-proofing by blasting Hawaiian music from a stereo in the cellar, and standing out on the street to listen; and later, by having one of his trainees fire a pistol inside his soundproofed cellar while Mitrione stood at different points on his neighborhood street.

Once satisfied, Mitrione began teaching human anatomy and the human nervous system to the elite Uruguayan police officials hand-picked by USAID for counter-insurgency training in America. Then — according to a CIA double-agent secretly working for Cuba, Manuel Hevia, and corroborated by journalist A. J. Langguth — Mitrione began performing gruesome live torture demonstrations on homeless beggars plucked off the streets of Montevideo. Four of Mitrione's human guinea pigs were tortured to death, including one woman — according to Hevia, testing on street beggars was something Mitrione learned to do while training Brazil's police.

In Langguth's book about Mitrione and USAID's torture programs, "Hidden Terrors," he quotes Hevia's eyewitness account of Mitrione's live torture demonstrations:

"As subjects for the first testing, they took beggars, known in Uruguay as bichicones, from the outskirts of Montevideo, along with a woman from the border with Brazil. There was no interrogation, only a demonstration of the different voltages on the different parts of the human body, together with the uses of a drug to induce vomiting — I don't know why or for what — and another chemical substance.
"The four of them died."
Mitrione taught local police specialized forms of electroshock torture, introducing wires so thin they could fit between the teeth and gums. He also demonstrated drugs that induced violent vomiting fits, and advised on psychological tortures, such as playing tapes of a woman and child screaming in a room next to the interrogation room, and telling the detainee those are his wife and child. And it was all done under the aegis of USAID.

Hevia eventually wrote about his experiences with the CIA, and gave few interviews about his experience serving as a Cuban double-agent inside the CIA, an assignment that brought him face to face working with Mitrione. In a 1978 New York Times article, Hevia is quoted saying,

“If you ask me whether any American official participated in torture, I’d say yes, Dan Mitrione participated. If you ask me whether there were interrogations, I’d say no, because the unfortunate beggars who were being tortured had no way of answering because they were asked no questions. They were merely guinea pigs to show the effect of electric shock on different parts of the human body.”
Hevia made a point of not blaming Mitrione, who was “only carrying out policy.” But Hevia was clearly bothered by Mitrione’s cold, technocratic approach:

“The special horror of the course was its academic, almost clinical atmosphere. Mitrione was a perfectionist. He was coldly efficient, he insisted on economy of effort....A premature death, he would say, meant that the technique failed.”
In 1979, the Times’ A. J. Langguth, who had resisted believing witnesses’ testimony about Mitrione’s torture sessions until then, described in a wrenching Times article, "Torture's Teachers," how he was finally forced to accept the awful truth after he was able to corroborate Manuel Hevia’s story:

We can read the accusations, even examine the evidence and find it irrefutable. But, in our hearts, we cannot believe that Americans have gone abroad to spread the use of torture.
Mr. Mitrione has become notorious throughout Latin America. But few men ever had the chance to sit with him and discuss his rationale for torture. Mr. Hevia had once.
Now, reading Mr. Hevia’s version, which I believe to be accurate, I see that I too had resisted acknowledging how drastically a man’s career can deform him. I was aware that Mr. Mitrione knew of the tortures and condoned them. That was bad enough. I could not believe even worse of a family man. A Midwesterner. An American.
Langguth — today professor emeritus at USC’s Annenberg J-school — quotes directly from Mitrione’s own words:

“When you receive a subject, the first thing to do is determine his physical state, his degree of resistance, through a medical examination. A premature death means a failure by the technician.
“Another important thing to know is exactly how far you can go given the political situation and the personality of the prisoner. It is very important to know beforehand whether we have the luxury of letting the subject die . . .
“Before all else, you must be efficient. You must cause only the damage that is strictly necessary, not a bit more. We must control our tempers in any case. You have to act with the efficiency and cleanliness of a surgeon and with the perfection of an artist . . .”
Mitrione took over the USAID police training program in Uruguay in 1969, and within months, the country was racked by allegations of widespread torture and police abuses. In 1970, Uruguay’s Senate opened an investigation and heard testimony from tortured men and women who’d been subjected to electrocutions, genital mutilation and psychological torture.

As things heated up in 1970, Hevia was recalled back to Havana to end his years working as a Cuban mole inside the CIA. Before leaving Uruguay, Hevia had one final meeting with Mitrione:

“The last time I talked to Mitrione was in his home one evening over drinks. He said that he considered interrogation to be a complex art. First you have to soften up the detainee with blows and the usual abuse. The objective was to humiliate the victim, separating him from reality, making him feel defenseless. No questions, just blows and insults. Then just silent blows.”
In August 1970, Tupamaro rebels kidnapped Mitrione and demanded the release of 150 Tupamaro rebels in exchange for freeing him. Publicly, the Nixon Administration’s position was not to negotiate with terrorists. Ten days after Mitrione was kidnapped, his dead body was discovered in the trunk of a car.

Recently declassified cables show that behind the scenes, the Nixon Administration pushed hard to free Mitrione, not through negotiation, but through threats of terror. Nixon's people pushed their Uruguayan counterparts to threaten to kill not only the Tupamaros prisoners in their custody, but also to hunt down the prisoners' relatives and kill them too. As reported in the National Security Archives, after Mitrione’s body was discovered, Uruguayan authorities did exactly as Nixon’s people demanded:

The nine documents posted today by the National Security Archive contain evidence that the Government of Uruguay unleashed death squads activity in the wake of Mitrione’s execution, and that the United States was aware of these extra-judicial operations.

2. Other Offices of Public Safety (OPS’s)

“At one time, many AID field offices were infiltrated from top to bottom with CIA people. The idea was to plant operatives in every kind of activity we had overseas, government, volunteer, religious, every kind.” —John Gilligan, director of USAID under Jimmy Carter [quoted in William Blum’s book “Killing Hope”]
Multiply Dan Mitrione’s story by all the other Dan Mitrione’s working in all the other USAID Offices of Public Safety that we rarely hear about, and you start to get a sense of how small USAID’s failed Twitter revolution in Cuba is by the agency's standards.

A few more examples of other USAID police training ventures through the Office of Public Safety:

— The Vietnam War: USAID trained police and ran civilian jails. USAID also participated in the “soft” side of the Phoenix Program — funding the failed “Land to the Tillers” program granting peasants small plots of land, a program that has a poor track record, but serves some important foreign policy/propaganda purpose every time it’s rolled out because it remains one of the most enduring boondoggles in the USAID kit.

-- Laos: In 1967, USAID Co-funded with the CIA a suspected private opium airliner, Xieng Khouang Air Transport. Later, as the CIA-backed Hmong were under attack from Lao Marxist rebels and North Vietnamese forces, USAID forcibly resettled Hmong families in the line of their advance to protect the pro-US government in Vientaine. According to Albert McCoy’s classic investigative book, “The Politics of Heroin,”

“Knowing that the Hmong fought better when their families were threatened, USAID ... seemed intent on keeping them in the area for a final, bloody stand against the North Vietnamese and Pathet Lao...Since USAID decided where the rice was dropped, the Hmong had no choice but to stand and fight.”
—Guatemala: By 1970, USAID trained over 30,000 Guatemalan police to suppress local leftists, according to William Blum’s book “Killing Hope.” Just over a decade later, Guatemalan death squads under US-backed dictator Rios Montt unleashed a genocide on the Mayan peasants.

According to Victoria Sanford's "Buried Secrets: Truth and Human Rights in Guatemala," USAID programs supported the death squads as they carried out the genocide:

Though the U.S. Agency for International Development (AID) claimed complete dissociation from the army’s security operations (which were veiled in development language) in fact AID provided several million dollars to the army’s rural security.
...During the Guatemalan army’s successive campaigns of genocide against the Maya, international aid continued to flow into Guatemala. Whether by design or through willful ignorance, U.S. AID, U.S. Food for Peace, UN WFP, private voluntary organizations (now called NGOs—nongovernmental organizations), and the countries of Israel and Taiwan provided financial, technical, and material support to the Guatemalan army.
—El Salvador: According to NYU historian Greg Grandin, in El Salvador, where 75,000 were killed between 1979 and 1992,

“[I]n the early 1960s agents from the State Department, Green Berets, CIA, and USAID organized two paramilitary groups that would become the backbone of that country’s death squad system.”
In the brief window between Watergate and the Church Committee, Democratic Sen. James Abourezk managed to shut USAID’s police training program down. Which meant that from then on, USAID would have to be a tad more subtle.

3. Haiti:

After populist left-wing candidate Jean-Bertrand Aristide won the first democratic elections in Haiti in 1990, USAID and the National Endowment for Democracy began pouring funds into opposition groups opposed to Aristide. Noam Chomsky writes:

Aid for “democracy promotion” sharply increased, directed to antigovernment, probusiness groups, mainly through the US Agency for International Development (USAID), also the National Endowment for Democracy and AIFLD (the AFL-CIO affiliate with a notorious antilabor record throughout the Third World). One of the closest observers of Haiti, Amy Wilentz, wrote that USAID’s huge “Democracy Enhancement” project was “specifically designed to fund those sectors of the Haitian political spectrum where opposition to the Aristide government could be encouraged.”
A few months later, in 1991, Aristide was overthrown in a coup.

4. Peru mass-sterilization:

In the early 1990s, Alberto Fujimori won Peru’s presidency, and quickly imposed harsh shock therapy measures that impoverished millions. Peru’s impoverished masses weren’t responding to shock therapy the way Fujimori and the neoliberal consensus thought they should. So Fujimori — currently in prison for crimes against humanity — decided the only way to cut poverty among the indigenous population was to cut the number of poor indigenous people. Literally.

Between 1996-98, the Fujimori regime forcibly mass-sterilized some 300,000 women, mostly indigenous peoples in the Andes and Amazon regions. Fujimori’s mass forced-sterilization program is one of only two such national programs known since the end of World War Two. And yes, it received enthusiastic funding from USAID, which donated $35 million to the program.

5. Russia:

There were many ways to transform Russia in the 1990s, but thanks to funding from USAID, the path chosen was the most brutal and disastrous of all: Shock therapy, mass privatization, and the mass impoverishment of 150 million people. As Janine Wedel and my former eXile partner Matt Taibbi documented, USAID funding and support empowered a single “clan” from St. Petersburg led by Anatoly Chubais, who oversaw the complete destruction of Russia’s social welfare system, and the handing over of lucrative assets to a tiny handful of oligarchs.

Under Chubais’ stewardship, Russia’s economic output declined some 60% in the 1990s, while the average Russian male life expectancy plummeted from 68 years to 56 years. Russia’s population went into a freefall, Russia’s worst death-to-birth ratio at any time in the 20th Century — which is amazing when you think that USAID’s privatization program had to compete with the ravages Hitler, Dzerzhinsky and Stalin wreaked on Russia.

USAID funded Chubais through public-private organizations and a Harvard program that was so patently corrupt, Harvard and its program directors including economist Andrei Shleifer were sued by the US Department of Justice for "conspiring to defraud" the US government (not to mention Russians). USAID also paid public relations giant Burson-Marsteller to sell the disastrous voucher program to the Russian public, in a mass media advertising blitz that promoted Chubais’ political party on the eve of parliamentary elections. It was this USAID funded privatization, and the USAID-backed Russia “democrats,” which soured Russians on market capitalism and democracy (renamed “dermokratsia” or “****ocracy” in Russian).

Since Putin came to power and American influence waned, USAID and other privately-funded NGOs have focused on exposing widespread corruption and election fraud—areas that were of little interest to the same aid groups in the Yeltsin era.

6. Palestine:

With federal funding paused to USAID, pro-Western media outlets from Ukraine to Nicaragua are panhandling for donations, and a multi-billion dollar regime change apparatus is in panic mode.

Among the flurry of executive orders issued by President Donald Trump in the first days of his administration, perhaps the most consequential to date is one titled, “reevaluating and realigning US foreign aid.”

Under this order, a 90-day pause was instantly enforced on all US foreign development assistance across the globe – excepting, of course, the largest recipients of US aid in Israel and Egypt. For now, the order forbids the disbursement of federal funding for any “non-governmental organizations, international organizations, and contractors” charged with delivering US “aid” programs overseas.

Within days, hundreds of “internal contractors” at the US Agency for International Development (USAID) were placed on unpaid leave or outright fired, as a direct result of the Executive Order. Washington Post contributor John Hudson has reported organization officials brand Trump’s directives on “foreign development assistance” a “shock and awe approach,” which has left them reeling, uncertain of their futures. One nameless USAID apparatchik told him, “they even removed all the pictures in our offices of aid programs,” as accompanying photographs attested.

While the Trump administration’s purge sent shockwaves through Washington’s international development corps and the Beltway Bandits which feed at its trough, the sudden severing of USAID money has sparked panic overseas. From Latin America to Eastern Europe, the US has pumped billions into NGO’s and media outlets to fuel color revolutions and assorted regime change operations, all in the name of “democracy promotion.”

Now, as the global apparatus of soft American power trumpeted by President George H.W. Bush as “a thousand points of light” goes dark, supposedly independent media outfits from Ukraine to Nicaragua are fretting about their future and panhandling for donations on their websites.

US-backed media and opposition face extinction in Ukraine

Since the collapse of the Soviet Union, the US has pumped billions into Ukraine to create and propel a fervently anti-Russian opposition. As former State Department Assistant Secretary for Eastern European Affairs Victoria Nuland remarked to an oil industry-sponsored meeting in Kiev in 2009, “we’ve invested $5 billion to assist Ukraine” to “build democratic skills and institutions” allowing it to “achieve European independence.”

The US flooded Ukrainian civil society with grants on the eve of the 2014 Maidan coup, birthing a network of pro-Western media outlets almost overnight. Among them was Hromadske, a liberal broadcasting entity which pushed for the overthrow of President Victor Yanukovych and rallied for the subsequent war with pro-Russian separatists in the country’s east – including through the glorification of Nazis who fought the Soviet Red Army during World War II.

With Trump’s executive order cutting off USAID programs, Hromadske has suddenly been severed from its financial tube. So too have the top Ukrainian media outlets which emerged in the wake of the Maidan coup, including Ukrinform, Internews, and a signatory of the Poynter-run International Fact Checking Network called VoxUkraine.

The Ministry of Culture and Strategic Communications and the Service of the Deputy Prime Minister for European and Euro-Atlantic Integration, both created to propagandize for war against Russia, are also among USAID funding recipients now starving for cash.

Ukrainian President Volodomyr Zelensky took to Twitter/X to whine that “critically important programs” wholly dependent on “US support” were now “suspended” as a result of Trump’s executive order. He promised that “certain key initiatives” would “be financed through our internal resources,” while begging for donations from Kiev’s “European partners” to be “intensified.”

Given Ukraine’s near-total economic destruction since its proxy war against Russia erupted in February 2022, and complete reliance on USAID to pay the salaries of state employees, it is uncertain how the country’s “internal resources” can possibly be used to even vaguely offset its sudden deficit. Already, major Ukrainian media outlets are pleading for financial support from their readers just to keep their lights on.

According to Kiev’s foreign-funded Institute of Mass Information, around 90% of the country’s media is “dependent on American grants.”

Contra 2.0 gravy train paused in Nicaragua

Similar bleating has emanated from US-financed organizations in Nicaragua, where since the re-election of popular leftist Sandinista Front in 2006, Washington has pumped tens of millions of dollars into right-wing media outlets and opposition groups.

In tandem, these foreign-funded fifth columnists routinely disseminate disinformation, while inciting violence against the government and its supporters, and influencing Western media reporting on the country.

As The Grayzone reported, a USAID-funded Nicaraguan opposition outlet called 100% Noticias led a campaign of violent incitement throughout 2018, when a failed US-backed coup attempt left hundreds dead in the country. While the outlet repeatedly featured calls for the murder of President Daniel Ortega, its director, Miguel Mora, told The Grayone’s Max Blumenthal he wished for a US military intervention of the country to topple the elected government. When the Nicaraguan government finally shuttered the station and prosecuted Mora, Washington responded with accusations of repression and threats of heavy sanctions.

On January 21, an anti-Sandinista “news” operations called Nicaragua Investiga warned that Trump’s order “threatens to deal a severe blow” to the country and its anti-Ortega crusade, “which depends heavily on the financial and technical support provided by agencies” such as USAID. This backing, the outlet declared, was a “fundamental pillar” in the Nicaraguan right-wing’s efforts to undermine and depose the anti-imperialist President.

“Civil society organisations that rely on this assistance would be forced to reduce or cease their activities,” Nicaragua Investiga warned. The outlet further lamented that “uncertainty reigns over how and when assistance will be restored, and whether organizations critical of Daniel Ortega’s regime that still survive outside the country will be able to maintain their operations.”

Not coincidentally, Nicaragua Investiga was among the local outlets which largely depended on US government grants for their existence.

Has the US balked at balkanizing the Balkans?

Across the West Balkans, USAID, self-avowed CIA front the National Endowment for Democracy, George Soros’ Open Society Foundations and the panoply of NGOs and media outlets have infiltrated every conceivable sphere of public life. Following the 1992 – 1995 civil war, Bosnia and Herzegovina was methodically transformed into a de facto EU and US colony, with all basic functions of the state hijacked by foreign interests.

Some concern about the imperial project found its way into mainstream media at the time. The New York Times warned in 1998 that US domination of Bosnia “raised troubling questions about how the state will work without continued infusions of outside aid and direct international supervision.” A senior foreign government advisor angsted over Washington’s lack of exit strategy in the country, or any plan to end “Bosnia’s culture of dependency.” Today, at least 25,600 Western-funded NGOs are active in Sarajevo.

The pause in “foreign development assistance” has placed countless jobs and beneficiary organizations at risk of permanent erasure across the Balkans. On January 30, Balkan Insight – an outlet exposed by The Grayzone as a tentacle of British intelligence – published an illuminating investigation into how the aid pause “has immediately affected a range of organisations in Bosnia and Herzegovina, Albania, Kosovo, North Macedonia, Montenegro and Serbia.”

From 2020 until the end of 2024, Washington has funnelled a staggering $1.7 billion into the West Balkans, “supporting civil society organisations and state institutions and projects ranging from human rights and media to energy efficiency,” with next to no demonstrable social benefit. Now, “all projects have been halted…until the evaluation period is over.” Expenses up until January 27 will be covered, “while everything after that has to be stopped.” Already, layoffs and huge pay cuts have been enacted at recipient entities.

Nameless NGO workers consulted by Balkan Insight fretted that the US financing freeze would not be temporary. One source speculated the Executive Order could be “just a soft way of cutting these funds permanently.” The outlet noted Washington “has supported thousands of activities” in the region, and “the precise number of affected projects” remains “unknown”. When reporters contacted local USAID offices seeking clarity on the cuts, they were redirected in every instance to the agency’s Washington headquarters.

USAID base camp “responded by sending a link to its press release” on the funding pause. “President Trump stated clearly that the US is no longer going to blindly dole out money with no return for the American people,” it bluntly declared. “Reviewing and realigning foreign assistance on behalf of hardworking taxpayers is not just the right thing to do, it is a moral imperative.” Evidently, the new administration is not remotely concerned that entire sectors of local economies in the Balkans have been effectively shuttered.

Even in Albania – a doggedly pro-US country with an influential DC lobby – 30 Washington-subsidized projects have been suspended, including bankrolling of “courts, prosecutor’s offices and the ministries of Defence, Education and Sports, and Finance.” In Macedonia – where “most” US funding is distributed via USAID and NED – $72 million allocated to 22 projects is “now on hold.” Six wider regional USAID-backed initiatives in the Balkans, which also covers Macedonia, “worth some $140 million”, are likewise mothballed. In local terms, these sums are monumental.

My guess is... never. The legacy media finds itself in a very "delicate" pickle--as they would essentially be outing themselves as much as the NGOs--being that USAID by some shady connection likely funded and subsidized their very operations. What really seems to be weirding people out here is the shock realization that USAID — the nice, humanitarian, democracy-promoting arm of American idealism — also engages in sleazy regime-change and subversion. The sorts of nefarious covert activities folks normally associate with the CIA.

Not that this is news to PandoDaily readers, of course: Earlier this year, we broke the story about USAID co-investing with Omidyar Network in Ukraine NGOs that organized and led the Maidan revolution in Kiev, resulting in the overthrow of President Viktor Yanukovych. That revolution hasn’t turned out so well — thanks to the “success” of the USAID-Omidyar-funded revolution, there’s talk of the West going to war with nuclear-armed Russia, Ukraine is losing entire chunks of territory like the proverbial leper on a waterslide, Kiev is run by a coalition of costume-party fascists and a handful of billionaire Mafia dons—and Vladimir Putin has never been more popular, or more tyrannical.

Given USAID’s “success” in Ukraine, perhaps we should be thankful that ZunZuneo failed as miserably and comically as it did.

For me, there wasn’t anything all that surprising about the recent USAID revelations. I spent over a decade in Russia and the former Soviet Union, and witnessed for myself the good, bad and ugly that USAID funded—mostly the bad and the ugly. I assumed that most reporters already understood what USAID gets up to overseas, often alongside private nonprofits like those run by Soros, Gates, Rockefeller, Ford and more recently, Omidyar.

The truth is, USAID’s role in a covert ops and subversion should be common knowledge—it’s not like the record is that hard to find. Either USAID has developed those Men In Black memory-zappers, or else—maybe we don’t want to remember.

This selective amnesia doesn’t do anyone else any good however, so I figured it might be useful to offer a brief look back at some of USAID’s darkest, ugliest moments. It's important to note that not everything USAID does is patently evil — in fact, there are many programs that could even be described as good. But USAID, as with any agency of American power, is fully capable of and will continue to be an instrument of geopolitical and corporate force.

The irony is, the conspirators who have pilfered and laundered taxpayer money all these years to enrich themselves, and to advance sinister social engineering programs designed to weaken the democratic republic and free society (if not destroy it completely), make Bernie Madoff look like St. Anthony of Padua. Let's also put this in perspective. It's not just taxpayer dollars being spent, as the lion's share of tax revenue goes directly to service the Federal Reserve debt. It's also the printing of money, without abandon, at interest, and shuffled off to USAID, among other slush funds, which has eroded the purchasing power of the average citizen by 99%. At this rate we will all be slaves, no matter what our respective economic statuses happen to be.

Put simply: This is nothing short of robbing the people and using the spoils to destroy free society. And it's been like taking candy from a baby, as only 1 out of 100 have recognized this scam for what it is.

Now, the official who asked not to be named for fear of retribution, said it's "hard to stomach" what President Trump has done to disband the agency whose work so impressed the first lady.

"It's very disturbing and clearly it's all politics," the official said. "Until you see [the work of USAID] firsthand, it's very difficult to understand and explain. You leave a different person."

And the first lady isn't the only Trump who has stood behind USAID's work.

In 2019 then-President Trump signed a memorandum launching a new "Women's Global Development and Prosperity" Initiative aimed at empowering women in the developing world. The $50 million fund, known as W-GDP, was developed to be distributed by USAID with an ambitious goal of empowering 50 million women in developing countries by 2025.

The initiative was led by the president's daughter and then senior adviser, Ivanka Trump.

Ivanka Trump told ABC News at the time the initiative was not only seen as an opportunity to provide economic assistance to women in the developing world, but also related to national security.

"We know there's a correlation between gender inequality and conflict, there's tremendous amounts of research. There's a reason today, the president signed WGDP as a national security presidential memorandum," she said in an interview with ABC News. "It is in our domestic security interests to empower women"

"Our goal is to empower women to help their home countries become self-reliant and to allow a lot families -- millions of families throughout the world -- to become self-reliant, and also in the United States, very importantly," then-President Trump said during a ceremony to formally launch the W-GDP.

In 2018, Ivanka Trump embarked on her own visit to Africa, where she met with women cocoa farmers who received support from a $2 million USAID-funded project meant to support female entrepreneurs across the continent. At a coffee shop in Ethiopia, she announced a loan backed by USAID for a coffee business owned by women.

ABC News has requested comment from a representative for Ivanka Trump.

The second Trump administration has worked to undermine those sorts of investments. In his first days in office, President Trump has made a priority of curbing diversity-related initiatives in government, crystallized in an executive order he signed on his first day of office, taking aim at federal funding for diversity, equity and inclusion (DEI) initiatives.

The Trump administration said this week that it would place all USAID direct-hire employees on administrative leave starting Friday, except for core leadership and "mission-critical" staff, according to an email sent to employees and a message posted on the agency's website.

Melania Trump partnered with the agency on her 2018 trip to Ghana, Malawi, Kenya and Egypt.

In Malawi, the first lady promoted USAID's national reading program, which was donating on Trump's behalf 1.4 million textbooks to the more than 5,600 primary schools in the poverty-stricken nation.

'I am so proud of the work this administration is doing through USAID and others,' the first lady said at the time, 'and look forward to the opportunity to take the message of my Be Best campaign to many of the countries, and children, throughout Africa.'

In his first term, Trump heavily cut funding for the aid agency but it still found money to invest into his family's government ventures.

Ivanka Trump used USAID for her program to promote women in business, claiming 12 million women around the world had been helped by it.

She travelled with the agency to Colombia in September 2019 to run a workshop for women entrepreneurs.

That same year, she also used over $11,000 from the agency to buy video recording and reproducing equipment for a White House event, its records show.

Meanwhile, USAID was one of the first agencies to name an ambassador to Melania Trump's Be Best initiative.

When Melania Trump first announced her signature program in May 2018, she asked government agencies to name a liaison to her group. USAID immediately did so.

At her one-year anniversary celebration in May, Melania acknowledged the agency and thanked it for naming the first Be Best ambassador.

'For the first time in history, the United States Agency for International Development has appointed a Be Best ambassador,' she said.

'On this one year anniversary of my initiative, I call on all of our partner agencies to appoint a be best ambassador who will serve as a liaison between my office and their respective agency to better highlight and promote the programs and services offered to parents and children on behalf of the US government,' she added.

Its Washington D.C. office is closed and employees were either put on leave or told to work from home.

Trump has said of the agency: 'It's been run by a bunch of radical lunatics, and we're getting them out.'

He also claims it 'had to be corrupt' to approve certain initiatives.

The president has berated the agency for its spending practices, including having a subscription to Politico Pro, a service that tracks legislation and other government news.

And his press secretary, Karoline Leavitt, gave a blistering account of USAID's spending. Speaking to reporters at the White House last week, she held up a sheet of paper giving details of the astonishing ways in which taxpayers' money had been doled out.

I've heard for years that the biggest reason the postal service cannot account for large sums of money each year is because of a back door 'someone' uses whenever they want as their pocketbook! ABC News has requested comment from a representative for Ivanka Trump.

The second Trump administration has worked to undermine those sorts of investments. In his first days in office, President Trump has made a priority of curbing diversity-related initiatives in government, crystallized in an executive order he signed on his first day of office, taking aim at federal funding for diversity, equity and inclusion (DEI) initiatives.

The Trump administration said this week that it would place all USAID direct-hire employees on administrative leave starting Friday, except for core leadership and "mission-critical" staff, according to an email sent to employees and a message posted on the agency's website.

Melania and Ivanka Trump used thousands of dollars from USAID to fund pet projects during Trump's first term it's been revealed as the agency's spending comes under scrutiny from the president.

The president has gone scorched-earth against the USAID this week, berating its use of tax-payer dollars and saying it had to be 'corrupt' in its spending.

But despite Donald's disdain for the aid agency, it has maintained close ties with his wife and daughter for years by investing in their government ventures.

USAID helped fund Melania Trump's Be Best program and Ivanka Trump's Women's Global Development and Prosperity Initiative during the first Trump term.

And each woman traveled with the agency on separate trips to Africa, where they praised the investments it was making on the continent.

Ivanka Trump travelled with then-USAID administrator Mark Green to Africa in April 2019, where they met with women entrepreneurs in Ethiopia and rural cocoa farmers on the Ivory Coast.

USAID oversaw $265 million per year in spending Ivanka Trump's women's business initiative and an associated antipoverty program.

Melania Trump partnered with the agency on her 2018 trip to Ghana, Malawi, Kenya and Egypt.

In Malawi, the first lady promoted USAID's national reading program, which was donating on Trump's behalf 1.4 million textbooks to the more than 5,600 primary schools in the poverty-stricken nation.

'I am so proud of the work this administration is doing through USAID and others,' the first lady said at the time, 'and look forward to the opportunity to take the message of my Be Best campaign to many of the countries, and children, throughout Africa.'

In his first term, Trump heavily cut funding for the aid agency but it still found money to invest into his family's government ventures.

Ivanka Trump used USAID for her program to promote women in business, claiming 12 million women around the world had been helped by it.

She travelled with the agency to Colombia in September 2019 to run a workshop for women entrepreneurs.

That same year, she also used over $11,000 from the agency to buy video recording and reproducing equipment for a White House event, its records show.

Meanwhile, USAID was one of the first agencies to name an ambassador to Melania Trump's Be Best initiative.

When Melania Trump first announced her signature program in May 2018, she asked government agencies to name a liaison to her group. USAID immediately did so.

At her one-year anniversary celebration in May, Melania acknowledged the agency and thanked it for naming the first Be Best ambassador.

'For the first time in history, the United States Agency for International Development has appointed a Be Best ambassador,' she said.

'On this one year anniversary of my initiative, I call on all of our partner agencies to appoint a be best ambassador who will serve as a liaison between my office and their respective agency to better highlight and promote the programs and services offered to parents and children on behalf of the US government,' she added.

Donald Trump was sitting in the audience listening.

Neither the East Wing, the West Wing, nor Ivanka Trump's office responded to DailyMail.com's request for comment.

USAID delivers billions of dollars in humanitarian aid overseas.

The Trump administration is threatening to shut it down or bring the independent agency under the umbrella of the State Department.

Secretary of State Marco Rubio is now acting director of the agency it's been announced this week.

Hundreds of USAID contractors were placed on unpaid leave and some were terminated. Elon Musk, who is running Trump's Department of Government Efficiency or DOGE program, said the agency would be eliminated.

Its Washington D.C. office is closed and employees were either put on leave or told to work from home.

Trump has said of the agency: 'It's been run by a bunch of radical lunatics, and we're getting them out.'

He also claims it 'had to be corrupt' to approve certain initiatives.

The president has berated the agency for its spending practices, including having a subscription to Politico Pro, a service that tracks legislation and other government news.

And his press secretary, Karoline Leavitt, gave a blistering account of USAID's spending. Speaking to reporters at the White House last week, she held up a sheet of paper giving details of the astonishing ways in which taxpayers' money had been doled out.

That TDS kind of surprise we get from those we used to see as smart savi people worth taking a lead from seems, intuitively to me, like grafted apple trees.

How the British Recruited Soros

Young Soros was recruited through the London School of Economics (LSE). There, he was molded into a weapon of British “soft power.”

About that "Anglo-Saxon Plot"
Rees-Mogg’s extravagant praise of George Soros aroused suspicions on the Continent of an “Anglo-Saxon plot.” Further suspicions arose when J.P. Morgan & Co. and its offshoot Morgan Stanley were found to be complicit in breaking the pound.
While nominally American, these banks had strong historical ties to Britain. J.P. Morgan’s core business had always been acting as a front for British investors in America. U.S. railroads and other industries were largely built on British capital, uch of it disbursed through Morgan banks.

Junius S. Morgan—J.P.’s father—started the family business in 1854, moving into the London offices of Peabody, Morgan & Co. and remaining in England for the next 23 years. The Morgan family’s ties to Britain are deep. In the run-up to Black Wednesday, J.P. Morgan & Co. aggressively shorted the British pound. Meanwhile, its sister bank Morgan Stanley provided massive loans to Soros, enabling him to do the same.

Allegations of an “Anglo-Saxon plot” do not seem farfetched, in view of these facts.

It seems likely that Soros and other foreign speculators merely provided cover for what was, in effect, a British economic warfare operation against its own central bank.

How the British Recruited Soros
As Roger Cohen noted in The New York Times, George Soros is not an “Anglo-Saxon.” So how did he get mixed up in this Anglo-Saxon plot?

Young Soros was recruited through the London School of Economics (LSE). There, he was molded into a weapon of British “soft power.”

In an earlier article “How the British Sold Globalism to America,” I explained how Britain uses “soft power” (seduction and cooptation) to build influence networks in other countries.

Britain considers herself to be “the world’s leading soft power,” according to the UK’s 2015 Strategic Defence and Security Review.

The British owe their number-one status, in large part, to their aggressive recruitment of foreign students to UK universities, an endeavor which is deemed a national security priority, overseen by the British Council, an arm of the Foreign Office.

The 2015 Strategic Defence and Security Review notes that, “1.8 million overseas students receive a British education each year” and that “More than a quarter of current world leaders have studied in the UK.”

After graduation, these UK alumni are closely watched by the British Foreign Office.

According to a 2013 UK government white paper, those alumni who seem headed for high places are encouraged to seek “greater engagement” with fellow UK alumni, for the purpose of forming “a network of people in positions of influence around the world who can promote British foreign policy goals…”

Popper’s 1945 masterwork, The Open Society and Its Enemies, is a philosophical defense of imperialism, specifically of British liberal imperialism, as espoused by LSE’s founders.

As I don't yet know how much military activity has been successful under ground, I can't form a reliable working assumption about their true current status.

Judicial Watch found that USAID directly funneled $5 million to a OSF branch in Macedonia. The watchdog group filed a 2017 Freedom of Information Act (FOIA) lawsuit against USAID to obtain records relating to USAID’s contributions to Soros in Macedonia (Judicial Watch v. U.S. Department of State and the U.S. Agency for International Development). The group accused the agency of working to destabilize Macedonia in a move promoted by then-President Obama, whose own mother was actually employed by USAID.

I'm beginning to get irritated by the "Musk restored free speech" mantra. He didn't.

He somehow managed to identify from the total banned, a favoured profile of allowable returns. An army recruitment office comes to my mind.

Those who's friends or favourites got back on are crowing about the saint of free speech restoration. Those who have NOT got their accounts back are sick of the chorus.

From what I can tell, as a none X member, the allowed returnees were the legacy-nationalists, for want of a better name to call them. The truly progressives for individual spiritual sovereignty types, the original underground selfless truthers (again for want of a better name to call them) were ignored. According to the group's own records, the Anti-Corruption Action Center began receiving funding from USAID the same year the Maidan Revolution overthrew Ukraine’s elected, Russian-friendly President Viktor Yanukovych. That inspector general’s report also determined that USAID grants were being insufficiently monitored.

In one egregious example, a Syrian national was charged by the Justice Department last year (https://www.justice.gov/usao-dc/pr/syrian-national-charged-diverting-9-million-us-funded-humanitarian-assistance-terrorist) for diverting more than $9 million worth of humanitarian aid paid for by USAID to a designated terrorist group affiliated with Al-Qaeda in Iraq.

The suspect, Mahmoud Al Hafyan (https://highlandcountypress.com/news/billions-questioned-usaid-spending-millions-us-taxpayers-dollars-went-fund-terrorism#gsc.tab=0), was the head of a Syrian nongovernmental organization that employed 160 individuals and was awarded $122 million by USAID between January 2015 and November 2018, according to the Justice Department. That money was designated to pay for food kits for Syrian refugees fleeing conflict zones.

During this contract, the Justice Department alleges Al Hafyan worked with co-conspirators to funnel “millions” in food kits on the black market to the Al-Nusra Front, a local Al-Qaeda affiliate in Syria that is also designated a terrorist organization by the United States.
