It's kind of unclear whether witnesses like Jason Sands are legit. Jake Barbara seems sincere and others vouch for him, so can't rule him out.

The one who seems most credible and strikes me, intuitively, as being most trustworthy is Lt. Col. Dr. John Blitch. The wildest rumor he heard while working in the program was that crashed vehicles had been found with both NHI bodies and human 'body parts.' Coulthart Interview below.

Seriously now, how can you ignore something like this? If this information turns out to be true, we’re clearly talking about something way more serious than just sci-fi rumors. I saw on this law firm’s site (https://federal-lawyer.com/whistleblower-lawyers/securities/) that they talk about cases where whistleblowers can get protection and even rewards, especially in sensitive areas like security or finance

As these testimonies, if valid, may possibly help explain and tie together missing elements in the historical time line, so for that reason are being included.
