Section 7.1: "Personal systems are not permitted at Antarctic stations and USAP vessels where NSF provides personal broadband communications access to the internet. This supports management of the RF spectrum environment."
RF Spectrum Management Requirements: All such devices require pre-approval, compatibility coordination, and a favorable assessment by the USAP Spectrum Manager to ensure no harmful interference. Unauthorized use is subject to sanctions under the USAP Code of Conduct.

Here is some more info.
The Antarctic Treaty System (ATS) regulates satellite devices primarily through the lenses of environmental protection, peaceful use, and scientific cooperation. All activities, including the installation and use of satellite equipment, must comply with the Protocol on Environmental Protection to the Antarctic Treaty (Madrid Protocol)
.
Key Rules on Satellite Devices:
• Environmental Approval and Impact Assessment: All equipment, including satellite ground stations and communication dishes, requires environmental approval and authorization from the relevant national authority before being brought into the Antarctic Treaty Area (south of 60°S).
• Purpose Restriction: Equipment must be used for peaceful purposes, such as scientific research, monitoring, or logistics (e.g., weather, communication, navigation).
• Mandatory Reporting: Information regarding the introduction of equipment, including satellite terminals, must be included in the annual exchange of information between Contracting Parties.
• Compliance with Environmental Protocol: Satellite equipment must be installed and operated to minimize impacts on the Antarctic environment, including flora and fauna.
• Specific Vessel Requirements: Fishing vessels operating in the Convention on the Conservation of Antarctic Marine Living Resources (CCAMLR) area are required to have a satellite-linked Vessel Monitoring System (VMS) that reports position at least every four hours to a land-based monitoring centre.
• Scientific and Operational Use: Satellite communication systems (e.g., VSAT, mobile satellite services) are essential for safety and research, and are authorized for use at research stations, in field camps, and on vessels.
