From your second posted video, an excerpt from the 1985 James Bond movie, A View to A Kill, the heroine (Tanya Roberts) says to Bond (Roger Moore), regarding the villain Zoran's plan to flood his oil wells with sea water and trigger earthquakes along two major fault lines in California:

Hmmm. So, when IS the peak of the spring tide?

First, it surprised me to learn that "spring tide" is not connected in any way with spring, the season.

A spring tide occurs when the moon is in its second and fourth quarters, more commonly known as the new and full moon phases respectively.

Spring tides stand in contrast to, and consecutively follow, neap tides which occur during the first and third quarters of the moon.

A spring tide is not connected in any way with the season known as spring.

Next, what is the date of the peak spring tide closest to the planned FEMA disaster exercise in May 2011 (unfortunately, no exact date given)?

Why not ask FEMA directly?

D.4.4.2.2.3 Tide Predictions
The astronomic component of the observed tide gage record is considered to be well-known in principle, consisting of the summation of 37 tidal constituents that are simply sinusoidal components with established periods, and with site-dependent amplitudes and phases. These constituents are available for most gage locations from the NOAA site, <http://www.co-ops.nos.noaa.gov/data_res.html>.

The NOAA website also provides tide predictions for any date in the past or future, limited however to one year of predictions at a time. Note that these predictions are computed using the currently adopted values of the 37 tidal constituents for the site.

FEMA refers us to the aptly named NOAA (Noah) website. Let's start at 2011 Water Level Tidal Predictions (http://co-ops.nos.noaa.gov/tides11/), then narrow the search to the state of Louisiana (http://co-ops.nos.noaa.gov/tides11/tab2ec4.html#108), the closest coastal state to the New Madrid fault. I happened to choose Grand Bay (http://co-ops.nos.noaa.gov/get_predictions.shtml?year=2011&stn=0551+South%20Pass&secstn=Grand+Bay&thh=%2B2&thm=54&tlh=%2B2&tlm=56&hh=*1.08&hl=*1.08&footnote=), though not being a local resident, there may be some more optimal location. Here are the peak (not necessarily spring) tides for April and May:

May 16-20? What a coincidence! See my earlier post in this thread here (http://projectavalon.net/forum4/showthread.php?14542-Swarms-in-America-the-Craton-plate-is-moving&p=148818&viewfull=1#post148818) (post #2), and havf8's comments about this event here (http://projectavalon.net/forum4/showthread.php?10782-Congresswoman-Shot&p=161849&viewfull=1#post161849) (at the end of the post).

As havf8 says, if the quake arrives before the FEMA exercise, everyone will think it was natural and absolve the Federal Govt of any blame.

I particularly like their term "play"...
