From about 12:40 Glen Greenwell starts talking about anonymous hacking HBGary, a company that has been exposed trying to develop a way of smearing critiques of some of the large banks and government. Bank of America hired HBGary to smear/discredit campaigns defending wiki leaks.
Also HBGary are bidding to provide the air force with computer software in a bid to flood forums with an army of fake virtual people, to infiltrate and discredit.
I have paraphrase this out of the video I think the info regarding the army of fake virtual people comes from raw story... Any one know more about these storys?!.

when told to target high-profile individuals such as Sens. John McCain (R-AZ), Joe Lieberman (I-CT), Al Franken (D-MN), Carl Levin (D-MI) and even Adm. Mike Mullen -- one unit resisted, citing federal law that information warfare not be used against Americans.

One use that's confirmed, however, is the manipulation of social media through the use of fake online "personas" managed by the military. Raw Story recently reported that the US Air Force had solicited private sector vendors for something called "persona management software." Such a technology would allow single individuals to command virtual armies of fake, digital "people" across numerous social media portals.
These "personas" were to have detailed, fictionalized backgrounds, to make them believable to outside observers, and a sophisticated identity protection service was to back them up, preventing suspicious readers from uncovering the real person behind the account. They even worked out ways to game geolocating services, so these "personas" could be virtually inserted anywhere in the world, providing ostensibly live commentary on real events, even while the operator was not really present

Mystery bidder
While data security firm HBGary Federal was among the contract's bidders listed on a government website, the job was ultimately awarded to a firm that did not appear on the FedBizOpps.gov page of interested vendors.

Why Is the Government Creating an Army of Fake People on the Internet?
This site has the answers apparently-
The U.S. government recently offered private intelligence companies contracts to create special software to it help manage a number of “fake” profiles on social media websites.
The contract opportunity (PDF) — posted last summer atFedBizOpps.gov — actually calls for the development of an “Online Persona Management Service” for the U.S. Air Force, a software that would help a single user manage a variety of distinct fake profiles online. According to the contract proposal, the software could be deployed in Iraq and Afghanistan, but there is no guarantee it would not be used domestically as well.
