Apparently captured near Rome, Italy by Russian tourists in early 2010, this is amazing footage that was taken.

It looks like lanterns (http://www.chineselanterncompany.com/) to me, but the odd movement of the "smaller" lights is interesting though.

Yes, "Laterns" dont move this way. And the bigger part is far too big & bright for a "Latern".

Again a latern does not shine that bright, the size of the object is far too big and there are those little spheres flying around.

the size of the object is far too big ...
How are you determining the size of the object?

There is no frame of reference here, the camera is shot in one direction the whole time, all less than a minute, its also difficult to determine anything shot on a dark background at night. There is no way to tell how big, how close, or how far this object actually is.
