This is inspired by Richard Dolan's 10 minute briefing on the UFO cover-up and also by the need to present the big picture on what is going on in a manageable form.
The Briefing consists of 7 levels which are intended to be modular, each building upon the last. There is a deliberate symmetry in the call to action/crisis/emergenceof Level 1 and Level 7.
This is called “the Briefing” in an attempt to give the information a structure and an identity, so that it is clear that this is REAL. Presenting facts is not sufficient, we need an alternative paradigm.
I am also inspired by the way that Bryce Zabel described how he pitched Dark Skies by using a real briefing document left on the desk of the TV producers.
I know “the Briefing” sounds a bit clichéd, happy to hear any better description or name for it.
The purpose of the Briefing is not to give you all the information that is out there, but to shift the recipient into a new way of thinking about the world. Once you are in the new paradigm, you can research all the facts you need. One of the assumptions here is that the problem is not the problem, the problem is the limited way of thinking about the problem (see Level 7 for more on this).
In my experience, giving the Briefing verbally takes 2-3 hours given time for discussion and general info-shock. That's one of the reasons it is broken down into 7 sections. Of course this is an arbitrary number but it is also a spiritual one ;)
There is also “the Taboo” which is an issue that is relevant throughout. It is the ideas which may not be spoken, such as that our government lies to us and that many so-called “facts” are nothing of the sort. I am still looking for the right word – it is “taboo idea”, basically - not a forbidden behaviour but a prohibited thought which cannot even be expressed. One of the purposes of the Briefing is to break down the Taboo. So you may not be able to introduce the Taboo at the start. Or, it may be a good starting place.
It is the idea that many of the so-called “facts” are simply the emperor’s new clothes. If anyone can coin a phrase better than “taboo idea”, I would appreciate it. It is like the “elephant in the room”, but more forbidden and less elephantine. That is, the idea itself may not be that important, but the fact that it is forbidden, and the energy going into the taboo, is important.
The “elephant in the room” can be debated, and can be controversial, but the “taboo idea” cannot. Once it is debated, it ceases to be a taboo idea. A taboo idea – in its most basic form - is simply a statement that a widely known and accepted fact is incorrect. Or it could be a specific taboo idea, such as intervention theory (introduced in Level 3). “Everything you know about history is wrong” as Lloyd Pye said, is also a taboo idea, and is correct, but does not have the same impact as each of the component parts of this idea (such as intervention theory).

A fnord is something which cannot be perceived directly, and which gives rise to anxiety and prevents rational thought – it is disinformation. A key taboo idea is that the government does not lie to the people. However it is easy to prove the contrary (and this can be done in order to break the Taboo):
Two specific examples: 1) Gulf of Tonkin incident used to justify Vietnam War escalation and 2) post 9/11 air quality in New York – EPA and others lied that there was no danger to human health.
Specific taboo ideas include of course most if not all of the ideas discussed in the Briefing.
The material set out below is essentially speaking notes. It assumes that the person giving the briefing knows enough about the relevant material to explain it. It is not a polished document. Writing it up into a full writing briefing note would take a lot of time which unfortunately I don't have (if anyone thinks they would like to do this, let me know). But it is google friendly, and it is helpful to have an iphone or similar with you so for example you can google “japanese underwater pyramids” and see that these are clearly not natural structures.
There is not much that is original material in the Briefing. The originality lies in the approach and the structure (hopefully!). Also, there is a huge amount of stuff that is not mentioned, including 9/11, JFK, HAARP, the Georgia Guidestones, chemtrails, the Archons, DNA, etc. This is mainly to try and keep things focussed, but also because (for example) I think that the truth about 9/11 will be one of the more difficult things to deal with. Free energy is much more likely to be acceptable to break open the existing paradigm.
I totally understand that people will have different views on this. Deciding what material to include and what to exclude is quite tricky. At the end of the day this is informational triage. And as noted above, the point is not to provide all the information, but to shift the paradigm so that all the information can be researched, considered and accepted/rejected based on a wider frame of reference.
Astute readers will also note that there is not much mention of the year that starts soon after the end of this current one ;)
This is because I have not found any compelling evidence that 2012 is any different from the years before or after it – IMHO all the current years are part of an extraordinary intensification and transformation process unlikely any other seen on this planet (or perhaps any other). But I may include more stuff about 2012 after I have read David Wilcock's new book due out in August.
Also there is not much in the way of prediction. This is because the purpose of the Briefing is to see the NOW in a different way. What the future holds is probably the subject of The Second Briefing ;)
Also, the Briefing does not spell out what the new paradigm looks like. This is partly because many people have done this already and partly because the purpose of the Briefing is not to give anyone a new worldview. It is to liberate you from the old worldview! But there are some hints on the new worldview in Level 7.
It is very important to respect free will and the essential oneness of all beings in giving the Briefing. It must be freely received (like the red pill in the Matrix). If they are not interested, or resist the Taboo, Level 1 or 2, etc, be graceful and accept that they are not receptive to this information.
Also, unlike the Matrix, we are not in an apparent position of power as Morpheus was. We are all spiritual beings having a human experience and having any specific knowledge does not make us any better or worse than anyone else.
This is a rough first draft of the Briefing. Any comments, thoughts, amendments, suggestions, etc, gratefully received.
I am not a high frequency poster, though, so please don't expect a prompt response! However, I will read everything on this thread. I know it’s Mercury retrograde right now, which is why this is being released in beta ;)
My modest hope is that the Briefing will be refined, go viral and be widely used to uplift the consciousness on this planet (and maybe others). But in the first place, I hope to get a number of responses to this post in excess of zero.
Level 1 – Prologue – humanity as adolescent
The present time.
Relevance of current multiple, converging crises – economic, environmental, etc
Everything going exponential – population, number of published books, number of internet connections, computing power, etc.
Humans as individuals are intelligent, rational, forward thinking, etc, but collectively are impulsive, rash, immature, not thinking about the consequences, unwilling to compromise, expanding without limit and on an unsustainable basis, constantly invading and fighting wars, forgetting history and repeating it, etc.
Every civilisation goes through this phase – either mature or destroy itself. But now the stakes are much higher, because we are a global civilisation and because we have just started to be a space-faring civilisation.
Problems include “lock in”, where inappropriate solutions are maintained and reinforced simply because it is too difficult to change. Like the QWERTY keyboard, the MSDOS operating system or the adoption of boiling water nuclear reactors over molten salt reactors because boiling water reactors were able to provide material for nuclear weapons.
Another huge problem is the sunk cost problem (cases in point: car dependent suburbs and Concorde) and especially the psychological difficulty in being able to admit to sunk costs (this is currently politically “impossible”).
Another problem is that the “modern” response to a problem is to add an additional layer of complexity to solve the problem. But often this simply serves to maintain the problem at a “manageable” rather than actually solving it. The costs of this approach are very high (see the history of the Soviet Union for how this works out). Dmitry Orlov is very good on this issue.
The situation is made worse by the fact by the mismanangement of governments and ruling elites (that’s putting it mildly, and does not involve conspiracy theory as that is conventionally understood) – see for example the excellent work of Charles Hugh Smith or many of the articles on Zero Hedge.
This all means that it is more likely that severe economic/social/etc dislocation will have to occur before change is possible, and in such a crisis scenario it is just as likely to be used as a pretext for non-reforming “reform” (see Naomi Klein’s Disaster Capitalism).
What is needed – initially – is to move away from the current paradigm. This doesn’t mean that the new paradigm will solve all of our problems, but it will put us in a much better position than the current one to do so.
Our sense of “normality” is that things are more or less the same from one day to the next and from one year to the next. But in fact, what is happening is exponential change. We look at things in a synchronic manner but what is required is a diachronic analysis, taking into account change. All that is certain is that everything that was “accepted thinking” in the past has always been proven wrong. Why should we think that current “accepted thinking” would be any different?
For example, in January 1905, more than a year after the Wrights had first flown, Scientific American carried an article ridiculing the 'alleged' flights that the Wrights claimed to have made. Without a trace of irony, the magazine gave as its main reason for not believing the Wrights the fact that the American press had failed to write anything about them. (www.sces.info/skeptics.html). Richard Milton is very good on why conventional science is wrong on many issues.

Level 2 – forgotten history (I)
This is lot of history which is not widely known. Working hypothesis, an ancient world wide sea faring advanced civilisation existed on Earth – and likely Mars – and has since been destroyed.
All civilisations have flood myths. Look at the ruins which exist out at sea offshore Japan, India and elsewhere which would have been above water during the ice age over 10,000 years ago but are now flooded and forgotten.
See also the ancient maps of Atlantis and the cocaine found in Egyptian mummies, evidence of this civilisation.
And don’t even get me started on the Pyramids and other megaliths. Built with sticks and ropes? Hardly!
So this means that we are a civilisation suffering from not only amnesia, but also post traumatic stress disorder! No wonder we are in all the trouble we are in (see Barbara Hand Clow, Catastrophobia). We are unconsciously repeating past trauma that we have not yet processed.
Note: If Mars seems like too much of a stretch, just stick with Atlantis (!)

Intelligently controlled flying objects are in our skies, and the government is very interested in this subject. They have shut down nuclear bases.
Although it started before nuclear weapons were first denotated (e.g. foo fighters, Battle of Los Angeles 1942), clearly the invention of nuclear weapons is a very clear signal that we have reached a certain level of technology (like the invention of the warp drive in Star Trek).

“End of antibiotics” and drug resistant bugs – just look into colloidal silver, the Zapper, etc.
Peak oil – solutions already available – John Searl, Andrea Rossi’s Energy Catalyser.
Many health problems – natural healing, herbs, homeopathy offer solutions
Pollution and ill-health – the power of water – Masaru Emoto has shown the ability of consciousness to positively affect water, and the human body is 80% water.

There is more and more evidence that the current paradigm is outmoded, the issue is to be able to see this evidence - not only the obvious problems mentioned in Level 1.
What do we need to do now?

So this means that we are a civilisation suffering from not only amnesia, but also post traumatic stress disorder! No wonder we are in all the trouble we are in (see Barbara Hand Clow, Catastrophobia). We are unconsciously repeating past trauma that we have not yet processed.

Level 4 - UFOs
Intelligently controlled flying objects are in our skies, and the government is very interested in this subject. They have shut down nuclear bases.
Although it started before nuclear weapons were first denotated (e.g. foo fighters, Battle of Los Angeles 1942), clearly the invention of nuclear weapons is a very clear signal that we have reached a certain level of technology (like the invention of the warp drive in Star Trek).
There is plenty of documented evidence.
Depending on timing, you can start with Cordell Hunt and go through the history, or just hit the highlights like Tehran 1976 and the Phoenix Lights.
Then talk about the abduction stuff.

The wisdom and power of so-called spiritual masters is the birthright of all of humanity. We have devolved and have forgotten that we have devolved. Yet, we are capable of much more than we normally consider possible.
Level 7 – the present time

Secrets getting harder to keep – the development of the internet, Wikileaks, Project Camelot, information becoming freely available, you only have to search for it (before it was very hard to find out the truth even if you wanted to).
What is going on? Clearly not what we have been told is going on! The widespread feeling of acceleration.
Many so called “problems” are a function of limited thinking:
“End of antibiotics” and drug resistant bugs – just look into colloidal silver, the Zapper, etc.
Peak oil – solutions already available – John Searl, Andrea Rossi’s Energy Catalyser.
Many health problems – natural healing, herbs, homeopathy offer solutions
Pollution and ill-health – the power of water – Masaru Emoto has shown the ability of consciousness to positively affect water, and the human body is 80% water.

There is more and more evidence that the current paradigm is outmoded, the issue is to be able to see this evidence - not only the obvious problems mentioned in Level 1.
What do we need to do now?
For starters:
Wake up – heal – meditate – remember – and stay awake!
And in general, increase the level of your consciousness and help humanity to do the same. The more we raise our consciousness, the easier it is for others to do so.
