Dr. Zahi Hawass seems to have a very Machiavellian attitude towards the truth because he has a history of lying about things if it serves his purposes. In this case, he most likely lied to the public back then about the existence of those caves and tunnels to deter archaeologists and investigators who are not affiliated with his government from searching for and exploring those caves.
