The details are a little bit "mirky" -- but I promise you this: whatever the relationship between the Fed and the Treasury, the Fed has the upper hand and the Treasury assumes the role of the servant. There is also no real reason to believe that the testimony is fully accurate and not misleading in some way.

My personal feeling is, whatever the truth is, it is far worse than even the skeptics dare to fathom.
