When a TV meteorologist says "Temperatures will be ten degrees above normal" The word "Normal" Has a specific meaning. Every 10 years NOAA re-calculates the "Normal" temps for the USA based on the prior 30-year averages. The new normals have just been released, based on the 30 year period 1980-2010. Hotter is the new normal. With hotter weather comes more extreme weather. They have a climate tab which demonstrates this trend quite starkly. If you've never used weatherspark, I can't recommend it enough (Though it is flash-only) Makes all the other weather sites look like relics from another era.

I have read scientist talk about where these devices are that count the temperature and its really obvious lie. I mean 10-20 years ago they were in forests and now they are almost in the middle of cities. OFC there will be a raise in temp just by that. If you add what weatherspark says " we have many outages so data isnt constant" this can be sooo easily manipulated to show anything they want.
