This is pretty weird... and the dude touches it and puts his hand inside! I'd be interested to monitor his health over the next year and see if he has any reaction!
Anyway I'd like to hear what people think it is...
Something related to HAARP?
Intelligent entity disguised as a cloud?
Bio weapon?
Just a cloud? :confused:
I can't even think of any possible explanations really!!

It doesn't look like a cloud, but more like some kind of foamy materials. The guy is too calm for such a strange thing and his buddy doesn't look surprised at all.

I don't think it looks like a cloud but it seems less dense than foam.
I think it's some kind of ufo that has altered its appearance.

Considering this period of humanities term on Gaia, now imbued with our prospective genocide and the potential for profit within the corporate military, industrial and pharmaceutical complex we have a wealth of potential lines of inquiry.
So the cloud floats aimlessly in the breeze, its soft and porus; could it be a derivative material such as "airogel" used by space development scientists?
Found in the UAE; how many other American genocidal corporations other than Haliburton are there in the region?
Appears harmless in this form (apparently) yet how would this material perform if doped with a deadly virus and distributed in its fibre form into the atmosphere?

Qatar’s won the right to host the 2022 World Cup finals.The small Middle Eastern country beat bids from Australia, the United States and 2004 World Cup co-hosts Japan and South Korea. A Qatar-based engineering teacher has unveiled a design of an artificial cloud to shade and cool the open playgrounds to be used during the 2022 World Cup in Doha.
When FIFA announced few months ago that Qatar will host the 2022 World Cup football tournament, experts slammed the world’s football governing body for choosing Qatar as the host because the climate of the Middle Eastern nation is too hot to play an energy-sapping game like football.
The engineering department at Qatar University, headed by Dr. Saul Abdul Ghani, recently announced the addition of an artificial cloud-like shade for the stadium.
The cloud is said to be made up of a hundred percent light carbonic materials and has four engines that run on solar power. It can also be positioned to hover anywhere over the stadium via a remote control.
“Artificial cloud will move by remote control, made of 100 per cent light carbonic materials, fuelled by four solar-powered engines and it will fly high to protect direct and indirect sun rays to control temperatures at the open playgrounds,” he told the local Arabic media.
Abdul Ghani said the initial model of the cloud cost $500,000 but the cost will decrease upon launching commercial models which could also be used at beaches and car parkings by using the mobile phone.

He's just describing what the thing is doing and what he's doing, which not necessary since one can see what is happening, it's over dramatic, he also says glory to god quite few times, which is not unusual in the Arabic world.

it looks like foam, if you notice it starts virtually on the ground and then gets airborne. Also when it gets caught on the fence it appears to unwind as a large section flaps about which suggests it has been skimmed off some type of process.

At first I thought it was a ufo camouflaged in a cloud, but then the cloud didn't dissipate when it left. I'm thinking an unusual lifeform, or a hoax. No one acted as though it was scary, so I'm thinking hoax. Nice one, though....

It´s spume. I´ve seen this kind of spume clouds flying from a very polluted river once. Once, São Paulo was flooded by this kind of spume, that came from its highly chemically polluted Tietê river.

I dunno RMorgan, looks different to me. They are all small in that video and the other was a huge one. Also they are flying in the wind but the other seems to be floating more on its own.

They can form big clusters, like every kind of spume. They appear to be flying because the wind is faster. If the wind was slower, they would appear to float.
I assure you, there are 100 rational possibilities for this before any one can come up with a conclusion that´s is a UFO, a fake cloud controlled by an AI, ET´s slobber, and this kind of things...

That first video is clearly not spume. They zoom in on the thing, it's made of mist. Those clearly aren't bubbles.
I'm leaning towards the fake cloud thing (http://thetechjournal.com/off-topic/qatar-2022-world-cup-stadium-getting-artificial-cloud-shade.xhtml) reported, however I'm surprised in reporting about such a thing that they wouldn't include any video or pictures, especially if it cost 500,000 to build.
