According to the Wall street journal, FEMA Administrator Craig Fugate uses a "Waffle House Index" To help him determine how destructive a hurricane has been to an area.

I was watching my NYC buddies freak out on Facebook about this Hurricaine. They were putting duck tape on their windows and filling their bathtubs with water. Then nothing happened so they turned on the Media saying they were freaking people out for nothing. They love drama the New Yorkers.
The impression I got when I visited is that NYC is a reality show like The Truman Show and everyone who lives there has a part. Very weird place. I'd love to live there for a year.

Better that they did something (prepare) rather than nothing.
Back when we had the floods there were so many people that did nothing!! They kept a generator going which powerd the lobby area. You wouldent believe how many people crammed into there just to charge their mobile phones. One guy bought down an electric stove and an extension cord - cooked outside with it plugged into the inside power.
