If you have the original file saved on your computer, the decryption key is:
"ACollectionOfDiplomaticHistorySince_1966_ToThe_PresentDay#" (minus quotes)
Decryption software:
http://www.aescrypt.com/download.html (open source, safe download)
If you don't have original file downloaded, you can download the now decrypted file here (torrent):
https://thepiratebay.org/torrent/6644050/ (personally unverified as I had the original file downloaded, but this file matches the one I extracted in size and type)
Happy hunting
** Here's a tip about opening CSV files. CSV is a non-standard Comma-Separated simple document. It can be opened by software such as excel or notepad. Unfortunately most software have a hard time opening files this large.
If you use excel or notepad, you can use a CSV splitter and split the file up into pieces. You can use the following software to split after every 50,000 rows which should work fine in excel, etc.

Something interesting was brought to my attention that I hadn't paid attention to. The release of the password happened today...on 9/1/11. Coincidence?

Here are some random example tidbits from the document...
Talks as soon as possible.
Conservative Chosun Ilbo carried an inside-page report entitled
\"Obama\'s Northeast Asia Trip Winds Down in Korea.\" It said:
\"President Obama has been on a tour of Japan, China and the ROK,
apparently with a different agenda in each country. In Japan,
although it was his first stop, there was tension over hopes in
Tokyo to reduce the presence of U.S. troops. In China, Obama was
all charm, skipping lightly over unpleasant issues like human rights
and Tibet. What happens in the ROK remains to be seen.\"
9. (U) Billboards and other propaganda continue to
highlight the importance of small families, and certainly in
urban areas the lesson has largely been learned. Anecdotal
evidence indicates that average family size in rural areas,
as well as in mountainous ethnic minority areas is also
decreasing, although not as sharply as in more expensive
urban settings. Embassy in subsequent reporting from Hanoi
and provincial travels will follow the success of
implementation of the ordinance and relevant decrees,
particularly to see whether fines continue to be assessed in
violation of state policy and whether civil servants in
particular face administrative punishment, or face loss of
promotions and other benefits, when they exceed these
\"healthy\" prescriptive norms.

Be carefull with that particular rabbit hole. It could be fake/disinfo or laced with malware. Uncensored cables.csv and password was leaked by mainstream media earlier this year not by wikileaks. Wikileaks provided this file to mainstream media. Not to general public. The file was just uploaded to torrent tracker yesterday. It could be false flag attack to give the excuse to strangle free flow of information on internet. Yes I know it sounds paranoid ;) But this is my 5th attempt at posting this mesage ;) Four previous resulted in connection dropped ;)

My version of the file was the old password protected one that was released originally about a year ago. It seems my version and the one in that torrent are the same.
Also, I am not the most tech saavy person around - but I think it would be quite difficult to hide malware/spyware/etc inside a CSV.
As far as false flag - well it was released on the odd date of 9/1/11 so anything is possible! ;)

This file is a 1.61 GB wall of text... different bits of information are going to come out in different places. I've been reading as much as I could but haven't seen anything interesting myself yet.

I'v just said to be carefull :) Everything what comes from MM is suspected for manipulation. Size of files can be easilly adjusted to match desired value. Certain words could be changed here and there to make false impression on readers. If you open laced files with software known for being riddled with security holes you have big chance of being infected with csv file ;) If you can burry malware in jpg files why not in csv? Have you decrypted your old file with that password from torrent tracker?

I don't disagree with you. I am just trying to be transparent with my process.
Yes - I used that password to decrypt my old file. Thanks :)

Some more text from the doc
BLIX AND ELBARADEI, SUBMITTED TO THE SECURITY COUNCIL ON 27 JANUARY 2003, SUBSTANTIATED IRAQ'S DECLARATIONS AND CONSEQUENTLY CONFIRMED THAT THE REPORTS OF PRESIDENT BUSH AND PRIME MINISTER BLAIR WERE DEVOID OF TRUTH AND HAD BEEN DRAFTED IN ORDER TO DISTORT THE PICTURE OF IRAQ AND CREATE PRETEXTS FOR AGGRESSION AGAINST IRAQ AND AGAINST THE REGION AS A WHOLE.
...
WE REQUEST THE GOVERNMENT OF THE UNITED STATES, THROUGH YOU, TO SUBMIT IMMEDIATELY ITS ALLEGED EVIDENCE TO THE TECHNICAL COMMITTEE ENTRUSTED BY THE UNITED NATIONS WITH VERIFYING SUCH ALLEGATIONS...
IN THIS CONNECTION, WE CAUTION AGAINST USING THE GENERAL ASSEMBLY OR THE SECURITY COUNCIL AS FORUMS FOR SPREADING FALSE ACCUSATIONS AND FABRICATED EVIDENCE IN OPEN DISREGARD FOR THE MECHANISMS PRESCRIBED BY THE SECURITY COUNCIL
this one is going to stir up some trouble!:
¶6. WHAT REALLY DISTINGUISHES SYRIA, HOWEVER, IS ITS
CANDID ASSESSMENT THAT TERRORISM IS COST EFFECTIVE.
IN PART, THIS IS A FUNCTION OF THE DETERRENTS TO ANY
DIRECT MILITARY ACTION POSED BY SUPERIOR ISRAELI FORCES
OR ARAB OPINION. SYRIA IS ALSO NOT THE FIRST REGIME
TO HAVE DISCOVERED THAT ONE EFFECTIVE WAY OF DEALING
WITH POLITICAL OPPOSITION IS TO EXTINGUISH IT. ANOTHER
FACTOR WHICH WE CANNOT ASSESS PRECISELY IS THE EXTENT
AND NATURE OF SOVIET SUPPORT FOR TERRORIST ACTIVITIES
WHICH MAY BE DIRECTED FROM SYRIA. FOR EXAMPLE, IT IS
NOT FAR FETCHED TO CONCEIVE OF A SOVIET ROLE IN PROMOTING
INSURGENT ACTIVITIES INVOLVING THE KURDS AGAINST TURKEY
OR TERRORIST ACTIVITIES INVOLVING OTHER GROUPS AGAINST
EUROPEAN TARGETS. (THE SOVIETS HERE STOUTLY MAINTAIN
THEIR OPPOSITION TO, AND NON-INVOLVEMENT IN, ANY SUCH
ACTIVITIES.)
