THE defence alliance between the US and Australia is to be significantly beefed up as more American ships, aircraft and troops move from North Asia to the southern hemisphere to be based locally at joint military facilities.

New US Defence Secretary Leon Panetta said yesterday that enhancement of the relationship between the alliance partners was intended to send a "very clear signal" to the Asia-Pacific region.

Mr Panetta was speaking in San Francisco after a high-level ministerial meeting, known as Ausmin, that marked the 60th anniversary of the signing of the ANZUS treaty in the same city.

"We've done exchanges, we've had exercises together," he said. "That is something we've done pretty much in the past. The goal here is to strengthen that relationship as best we can to send a clear signal to the Asia-Pacific region that the US and Australia are going to continue to work together to make very clear to those that would threaten us that we are going to stick together."

The Ausmin talks yesterday, which included cyber terrorism as part of the alliance pact for the first time, were hosted by US Secretary of State Hillary Clinton and attended by Mr Panetta, Foreign Minister Kevin Rudd and Defence Minister Stephen Smith.

None of the political leaders openly referred to China as a possible threat in the region, instead referring to their desire for positive engagement through economic and defence ties.

But security experts have pinpointed China as a likely source of recent cyber attacks on US commercial sites and some government agencies. It has been agreed that any cyber warfare launched on the US or Australia will activate the ANZUS treaty in future.

Australia will also host more US troops and military hardware at jointly run bases on its soil, although Mr Smith stressed at the conclusion of yesterday's talks that negotiations were continuing about the planned expansion.

Mr Rudd said the alliance partners had reviewed their engagement across the Asia-Pacific region, mindful that it would be the "centre of gravity" for economic growth and global security for the next half-century.

He drew attention to the statement in the joint communique issued after the talks that recognised cyber space played a growing role in national security. "Like terrorism, it's a battleground that is fought unconventionally, often without a known enemy," he said.

"That is why it is critical that this become a formal part of our alliance deliberations and committed co-operation in the event of such attack in the future."

Mrs Clinton said after the meeting that the US and Australia were committed to working together to seize the opportunities of a "fast-changing Asia-Pacific" region.

We turn on china and we can kiss our butts goodbye, lemme tell you that lol.

US will probably come to give us "aid" on teh condition they can setup a few oil rigs in the outback where applicable. heh.


It would be nice seeing all aussie products in teh supermarket instead of everything made in china.... but giving china the finger while smiling and saying we dare you - isnt going to go about this the right way.


That would probably cripple our economy - and - there's also a high chance alot of people whom immigrated from china will be mistreated, or stand up for their home country when stuff gets buisy.


Come to think of it if china stopped exporting we'd all be screwd, no?

A large share of the new US military presence in Australia is going to be on the Western Seaboard. Garden Island (near rockingham in WA) may very well become, in the near future, the largest US naval base outside of the US.....

wow its final happening , saw a quick 10second clip on abc and that was it , where was our right to protest against this , herd nothing about it then bam all of a sudden the deal is done , defiantly corruption going on here. Soon they will start to flag sites with free thinking and shut them down or heavy monitor them, lets hope their to late in trying to silence us and let them know that we aren't easily sweep ed away.

I would have thought preventing morons such as those pictured from trying to stuff a pineapple up the @rse of a sleeping dragon would be a much more effective approach... but thats just me.

How interesting, not a word on main stream radio of TV...a friend saw it on SBS news.

So, it will be in WA.. didn't WA recently say it was going to be a separate country..lol...
China is not going to like this.... we might have to get manufacturing going again in Oz...

I don't think the aussies were complaining back in 1942/1943 when the yank's took Guadalcanal and saved our arses from the japanese.

(Think that was not there intent, I have proof period money printed for australia by the japanese).

WA Premier Colin Barnett and NDRC chairman Zhang Ping formalise the agreement in Beijing yesterday.

THE level of Chinese investment in West Australian resources projects will be decided during bilateral talks between government officials in a major policy shift formalised under a historic business pact signed in Beijing last night.

WA Premier Colin Barnett hailed the trade and investment agreement he signed with China's peak economic planning body, the National Development and Reform Commission, as a "new era" in relations between Beijing and his state.
He claimed China was forging closer links with WA because it was "offended" by Gillard government policies, including the mining tax, carbon tax and foreign investment restrictions.

It is the first time that China has entered into such a pact with a state or provincial government anywhere in the world, and it reflects the fact that 70 per cent of national exports to China are from WA and 80 per cent of Chinese investment in Australia is in the resource-rich state.

In an exclusive interview with The Weekend Australian, Mr Barnett said the deal paved the way for formal talks aimed at minimising tensions over business dealings between China and Australia, while establishing the nature and level of Chinese investment in WA's resources industry and other major sectors.

He said the talks would boost Chinese state-owned investment in WA because Beijing's policymakers were looking for endorsements for their decisions from foreign governments.

"This means that on all major projects, there is now a direct and formal government relationship between China and WA," Mr Barnett said.

"I think it is an extraordinary step for China to be signing an agreement like this with a state government."

It was unclear last night how major resources companies would react to Mr Barnett's plan for the state government to become centrally involved in deciding which projects should be made available to Chinese investors and the appropriate level of investment.

However, the memorandum of understanding points out that both the WA government and NDRC are able to nominate companies to participate in an investment roundtable before or after formal government talks.

Mr Barnett said the agreement would boost WA's push to establish a "separate identity" to Canberra in its relations with Beijing.

"They (the Chinese) feel they haven't been treated as well as they could have been, and I think they are drawing a contrast between the relationship they've got with the state government compared to the federal government," he said.

"There is no doubt the (mining tax) in particular, and the carbon tax to a lesser extent, have offended our trading partners and so I am distinguishing Western Australia.

"This raises the relationship between Western Australia and China to a new level."

Mr Barnett said he wanted to ensure China was able to take minority stakes in major resources projects and infrastructure developments, pointing out that China was offended after being largely left out of the troubled $5.9 billion Oakajee port and rail project in Western Australia's Mid-West region.

China has invested heavily in the Mid-West's iron ore mines, but lost a tender to build a rail and port network, which has stalled after major cost blowouts.

Mr Barnett nominated Western Australia's swag of multi-billion-dollar liquefied natural gas projects as being suitable for Chinese investment.

The Premier has been a staunch defender of Chinese investment in Australia. He travelled to Beijing in 2009 amid the fallout from the corruption case involving former Rio Tinto executive Stern Hu and Beijing's anger over the proposed iron ore merger between BHP Billiton and Rio Tinto.

Mr Barnett said the signing of the deal -- which was initiated by the NDRC and was under negotiation for 12 months -- reflected China's past "mistake" in viewing Australia as akin to a developing nation.

"The sorts of policies that China has used in Africa or South America or Central Asia, where they simply go in and build everything, does not apply here," he said. "I think China has now realised that and is looking at developing a more sophisticated relationship with what is a sophisticated country."

Mr Barnett denied he was attempting to create his own foreign policy, but made no apology for aggressively pursuing closer economic relationships with major trading partners.

"Western Australia's economic development is not focused on what happens in Canberra. It is focused on what's happens in Asia," he said. "We don't have a foreign policy, but we do have what I would call an international policy and it is centred around business -- mainly resources, but we hope to extend that into education, health and the like."

The MOU signed last night establishes a China-Western Australia investment facilitation working group, which will bring WA and Chinese officials together annually to discuss key issues.

The agreement covers sectors including resources, resources-related technologies, energy, agriculture, machinery, chemicals and infrastructure. It is expected to be extended to include resources-related education and training in the future.

It will also allow for alliances and joint ventures to be formed between Chinese engineering construction and design companies with local firms, in a bid to boost local content on major projects.

The NDRC oversees China's economic system and formulates development policy, including China's approach to overseas investment markets, and approves major infrastructure projects.

It reports directly to China's highest executive body, the State Council of the People's Republic of China.
