I didn't follow the maths, but if correct, then the author's got a point: very plausible and applicable.

With such an application there would not only be a localized mantle-crustal tide but if above ocean, there would also be a local high-tide... Japan of March 11 comes to mind of course but, also, the hair-raising mini tsunami that occurred near Plymouth this year with no earthquake recorded.
