The World Bank and IMF are proposing global carbon taxes on aviation and ship fuels in developed economies - including Australia - to help reduce carbon dioxide emissions, according to a draft proposal seen by AFP on Friday.

The proposal suggests an international charge on aviation and maritime bunker fuels of $US25 per ton of CO2, which it said would "reduce CO2 emissions from each sector by around five to 10 per cent".

Such a charge, if implemented well, could also bring in $A256.86 billion in taxes in 2020, according to the report, which focuses on how funds to fight climate change can be mobilised.

The report recommends the plan for the 23-country strong "Annex II Countries" of the UN Climate Change Convention, including most developed economies.

The report stressed the difficulty of co-ordinating such a global tax, especially for bunker fuel, which ship operators can easily source in countries that would not be covered by any such agreement.

The same report also urged governments to remove subsidies for fossil fuels in the Annex II countries, which it said were worth about $US40 billion to $US60 billion a year in 2005-2010.

(23 countries and separately the European Union.)

Den sjette april, 1941, vart Hellas og Jugoslavia okkupert av Hitler. Kort tid etter tvang Tyskland den greske nasjonalbanken til å gi dei eit rentefritt lån på 81 milliardar kroner. Med vanleg renterekning er verdien på dette lånet rundt 500 milliardar kroner i dag.

Ikkje bare var okkupasjonen på 1940-talet ein stor økonomisk byrde for Hellas. Dei menneskelege lidingane var svært store i landet. Historikarar har rekna ut at Hellas var det landet som vart sett mest tilbake under 2. verdskrig, etter Sovjetunionen, Jugoslavia og Polen.

Etter tyskarane overgav seg, vart det på ein konferanse i Paris først bestemt at grekarane hadde krav på 58 milliardar kroner i erstatning. Men det endte med at Hellas kun fekk 4,5 prosent av dette beløpet i materiell erstatning, skriv magasinet Time.

What is at stake? Without having been provoked, the Wehrmacht — the Third Reich's armed forces — took over both Greece and Yugoslavia on April 6, 1941. In both countries, German soldiers set up a brutal occupation regime. As was usually the case in European nations invaded by the Germans, the high cost of the occupation was borne by the occupied country — and the Greek economy was plundered through forced exports.

This resulted in galloping inflation and a radically lower standard of living for Greeks. Additionally, the Third Reich forced the Greek National Bank to lend Hitler's Germany 476 million reichsmarks interest-free.

After Germany's surrender, the Allied powers organized the Paris Conference on Reparations in the fall of 1945. Greece laid claim to $10 billion, or half the total amount of $20 billion the Soviets suggested that Germany pay.

The suffering caused to Greece by the Nazis is undeniable. Yet at the same time, human suffering cannot really be measured. Independent historians unanimously agree that the total economically measurable damages suffered by Greece as a result of the German occupation, in both absolute numbers as well as proportionate to the population, put Greece in fourth place after Poland, the Soviet Union and Yugoslavia. At the Paris Conference on Reparations, Greece was finally accorded 4.5% in material German reparation and 2.7% in other forms of reparations. Practically, this meant that Greece received mainly material goods — like machines made in West Germany — worth approximately $25 million, which in today's money amounts to as much as $2.7 billion.
