I found this http://home.myfairpoint.net/vzeo1z2a/YellowFlag.html It talks about a "yellow" trimmed flag being (amongst other things) a sign of admiralty or military law. It struck me that the move from yellow to gold may signify some kind of "financial" law... who knows, just a fleeting thought.

I served for 1 year as a gunner on a similar tank, a Romanian TR85. Depending on the place of a particular exercise, it is cheaper and safer to transport tanks by train.
To move a tank group on normal roads from point A to point B takes a lot of fuel. Not only that, but a column of tanks can basically destroy certain roads (depends on the weather conditions also). Let`s not forget that we have to take into account river crossings, smaller bridges that most of the time allow for only a small number of tanks to cross at the same time.
Besides, look where Abkhazia is on the map. To move tanks and troops to support Iran, they would have to cross through Georgia, which is not exactly a friend of Russia.
As far as i know, if a country is getting ready for war and starts transporting tanks, artillery and ammunition on a longer distance, those would be heavily guarded, and usually the ammo will be kept either in the train carts at the rear of the train (so the train can keep moving incase the ammo cart gets hit) or even in a separate train. Judging by how "relaxed" things appear to be in the video i guess it`s just a bunch of guys coming or going to an exercise.
