I was thinking just yesterday, exactly the words of the thread title. I remember, fondly, when Australian police did not carry guns - as recently as about 1980. Someone else might be able to nail the exact date they began arming "regular" police. Back then, guns were used only by the TRG (Tactical Response Group - akin to American SWAT teams) and only in very serious situations.
