According to this video and this website http://www.icaact.org/, about 30-40% of the people they have surveyed (which sample ?) are reported positive with respect to the emission of radiofrequencies from within their body due to the presence of a so-called "UBO" (unindentified bright object) that would have been implanted into them sometimes during their past (sometimes up to 20 years ago).
An amazing high figure which made me raise an eyebrow.
The video is a little longuish with many examples of individuals being displayed and reported positive (i.e. with the presence of some RFID or chip devices inside them).
Explanations are given after 10 minutes or so. It ends with with a (old) speech of past president Clinton acknowledging the existence of such programs.

The mission statement of the organisation (http://www.icaact.org/) states :
The International Center against the Abuse of Covert Technologies is a legislative body created to educate the public, our political leaders, and those in position of power about the abuses that arise from the unethical use of electronic technologies. We are committed to bringing awareness to all aspects of society about these issues on a global basis. This type of assault on humanity destroys the very essence at what the meaning of being human is. The right to be free, the right to free thinking, and most of all the right to be free from physical assault and torture has to be protected.
