Was that question directed at me? Best way I can put it, there are people that know how the game is played amd they play it, then there are the ones that wrote the rules of how to play the game. And, when the ones that know how to play the game are "misbehaving" and the ones that wrote the rules "find out" about them misbehaving. They are in a position to prevent them from getting into to much trouble or stop them all together. And they do.

It's like that, Little Fish, Medium Fish, Shark thing. Medium Fish pisses off the Sharks by eating to many of the little fish or picking on them to much, they get "ate" by the sharks. Then, beyond the sharks is another element, the Whales.
