This is not confidentiality breach any more, since, it become public news.

All Global governments exchange some nonpublic information on certain subjects.

CSIS (canadian version of CIA) messed up on it's jurisdiction border. They blindingly interfered very sensitive exchange(in some way "duty free") information trades.

They arrested a naval intelligence officer as a spy, and a newbie government member with his popular-ism ego, jumped to this news to whistle blow to major Media.
Then messiness were get unclean-able. (Same CSIS agents got promoted luckily at their clearance level they moved automatically above top secret level)
Wait and see if it is become a Public disclosure.
