i have a theory that a lot of the FEMA camps are underground -- Kari Lynn in the Witnesses part of Avalon, confirmed this
what i can't figure out is: Are they planning to do the big round-up/herding before or after the Earth changes?
i have been trying to tell people about this for quite a while -- not having much luck

[i lived in Olympia for a while]
all the Pres did was sign the order -- do some research on this -- these camps have been planned & being built for a couple of decades -- every now & then they polish up & update the laws around them , just to be ready
It looks like America is not a democracy anymore. He will just twist and make up laws to do as he pleases.

Yes, it's like they do stuff that is illegal and then when folks catch on, they change and create laws to make them legal. Anyway that is how it looks to me.
Does it rain as much where you are now, it rained all day and stopped at sunset.

SUPPORT TO CIVIL SUPPORT OPERATIONS
2-39. Civil support is the DOD support to U.S. civil authorities for domestic emergencies, and for designated law enforcement and other activities. (JP 3-28) Civil support includes operations that address the consequences of natural or man-made disasters, accidents, terrorist attacks and incidents in the U.S. and its territories.
2-40. The I/R tasks performed in support of civil support operations are similar to those during combat operations, but the techniques and procedures are modified based on the special OE associated with operating within U.S. territory and according to the categories of individuals (primarily DCs) to be housed in I/R facilities. During long-term I/R operations, state and federal agencies will operate within and around I/R facilities within the scope of their capabilities and identified role. a woman told me about her sister in Louisiana , in the '90s & Bush II 1st term -- the sister spent all her time trying to get her local representative & congressman to come w/her & LOOK AT the camps already there
a lot of FingerLakes water is in ponds, lakes, waterfalls, rivers, swamps ... about does it rain as much here? yes, lots of gray days & rain -- i actually missed the rain & snow when i was in Boulder -- i lived in Sitka for 2 yrs also

I recall hearing the bids to run the regional FEMA camps went out at the end of 2011. I'm sure it will be a very thorough roundup. They will likely use drones and other high tech gear and it will take proper planning to avoid a roundup.
