ACTIVISTS delivered a petition with nearly 135,000 signatures to Spanish Prime Minister Mariano Rajoy overnight to demand that Parliament probe Bankia, which is at the heart of Spain's banking crisis.
"The economy and the financial sector are in the intensive care unit and meanwhile this scandal is not treated with transparency and the political will to investigate, even though Bankia affects a big part of the financial system," said Luis Morago, head of campaign group Avaaz.
The Spanish Government took a controlling stake in the stricken lender Bankia in May by converting a loan of €4.5 billion ($5.69 billion) to its parent group BFA into equity in order to save the bank from its vast exposure to the ailing property sector.
Shortly afterwards Bankia revised its 2011 results from a net profit of €309 million ($390.55 million) to a loss of nearly €3 billion and asked the state for a bailout of €19 billion ($24.01 billion), the largest bailout in Spanish history.
This all took place less than a year after the bank's initial listing on the stock exchange, when an advertising campaign encouraged Spaniards to buy shares in Bankia through their bank branches.
About 400,000 small shareholders bought shares in the bank and many are now taking legal action against Bankia, whose shares have fallen by over 70 percent this year alone due to worries over the lender's real estate holdings.
Overnight, Parliament rejected a separate request by leftist parties to set up an investigative committee to probe the financial crisis in Spain as a whole and the situation surrounding Bankia in particular.
The measure was voted down by the governing Popular Party (PP) by 175 to 139.
After the petition was e-mailed to the Prime Minister's office, four members of the campaign group Avaaz staged a skit outside Parliament that featured a man wearing a Rajoy mask taking cash and house keys from a young couple.
The man depicting Mr Rajoy then gives the items to a banker wearing a black top hat and the two men smoke a cigar in celebration.
Meanwhile, ratings agency Fitch downgraded 18 more Spanish banks overnight, a day after cutting its ratings on the two biggest banks, Santander and BBVA.

“It’s all about Spain”, so now we are cutting to the chase. Recapitalization of the banks versus funding the sovereign is of course a semantic issue given the nature of the interplay. But it enables the attempted finesse we describe below.
“Portugal cannot rescue Greece, Spain cannot rescue Portugal, Italy cannot rescue Spain (as is surely about to become all too abundantly clear), France cannot rescue Italy, but Germany can rescue France.” Or, the credit of the EFSF/ESM, if called upon to provide funds in large size, either calls upon the credit of Germany, or fails; i.e, it seems to us that it probably cannot fund to the extent needed to save the credit of one (and probably imminently two) countries that had hitherto been considered “too big so save” without joint and several guarantees.
Porter says that either France of the EFSF/ESM will fail in 2 months.
