When the Obamacare bill was being passed in early 2010, there were two versions, from the House and Senate, that normally would have gone to a resolution committee meeting of the leaders, both Republican and Democrat, both House and Senate, to determine the final bill. Instead the Democrat leaders decided to bypass that process and hold a private (aka "informal") meeting, with Democrat leaders only, to prepare the final bill.

Jack Cafferty, of the CNN Situation Room, goes on a rant here, criticizing both Obama and Pelosi for being so secretive and hypocritical, when they had promised the most transparent administration ever, just a couple years ago while campaigning.
