In the recent shooting in the cinema, if everyone was armed, it would have been easy for anyone of them to shoot "the kid shooting everyone" down and therefore putting a quick end to an unpleasant situation. However, I heard mention that everyone there did absolutely nothing...I am wondering if it was because they were unarmed?

exactly , if they were all armed there would have been only one life taken. the masses depend too much on someone else to protect them.
