From 'Haaretz' News paper today (translated from Hebrew):
United states of Europe
Four out of the five largest countries in the EU, except the UK, call to make a fundamental change in the foreign and defense policies of the European bloc, and establish a European military force and a shared European Foreign Ministry, which will be able to make global decisions by the vote of the majority.
This partnership was initiated by Germany, France, Italy and spain vs. the British opposition. The additional partners to this process are: Poland, Holland, Belgium, Denmark, Austria, Portugal and Luxembourg.
The 11 governments that support the move are also calling for the establishment of a new European police force which will Grant an all embracing powers to the European Parliament and to the President and all decision making on anything related to the European bloc will be ruled by the voting of the majority and not unanimous as it is today.
The discussions on how to strengthen the EU and make it into a federation, is conducted for the last eight months and is led by the German Foreign Minister Guido Westerwelle:
" In order to make the European Union a major player in the international arena, we must in the long run, be based on majority decisions on the foreign and security affairs, or at least prevent one single country from stopping initiatives ", said among other things the 12-page document"

David Icke called this ten years ago and it proceeds exactly like he said it would by govt fiat with no input from the citizens.

This sounds like it is good news. Maybe The 4 Countries You've named are fed up with all the power, control and possible future threats from The USA and Britain's Miltary Industrial Complex. Its Time to remove the bully from his high horse...if you will.

On the lead Spain has given in 2010, the EU member states have agreed on forming a joint QRF (quick reaction force) which can be deployed around the world.
There is already close military cooperation between memberstates; The Netherlands have a mixed brigade with the Germans and also a joint amfibious naval command with the British. All countries here are NATO allied and their military defence is guaranteed by that treaty and by their own army. The step to a small, formal EU army (QRF) is only a big one in name.
Same goes for the police and foreign ministry, i don't see shadows of the Gestapo just yet..

It might be good news if (1) the real power behind this Euro force were not controlled by the real power behind the Anglo-American force, and if, moreover, (2) the Euro force sought to benefit European humanity.
I doubt either of those conditions holds. It's probably the same bastards behind both forces, and they probably aren't looking out for our good.

This must be a bankers (elite families) move since many of the countries listed are essentially broke and have no money for military forces... unless once again they expect Germany to pay for everything. We have the Federal Reserve here in the USA, who prints the money over there?

I'm not wholly against the idea of the EU (or a global government), but against how they handle it and do business. And this seems like a good idea in principle, though likely not be done well.
Like how the Euro has nearly collapsed and many countries who use the currency have had a rough time with it, it affected all/most involved in some way, this joint military, will affect all, only we're talking of possible armed conflicts here potentially. So, it kind of brings more people into conflict regardless of their stance, as they are part of it and must go along. Seems like that's what the EU is wanting, what they say goes.

Whitefeather and eni-al, anything that is conspired by the current governing power can not be good to us, any idyllic idea's that can potentialy be quite positive to our world and to our society turns out to become a part of an agenda that serves interests that are of 'self service' nature instead of that of the general good of all, I think we know it by now :)
The construction of power operated by the elites on top is for the final purpose of putting earth citizens down, keeping them (us) in line and in order, and not doing it for the sake of 'getting better decisions within the international arena' as they claim. Enough evidence has accumulated in recent years to know that this is part of their very precise plan, so they go on and try to apply it to the whole population.
The official document (http://www.msz.gov.pl/files/docs/komunikaty/20120918RAPORT/report.pdf)from the 11 countries starts with the following:
"The European Union has reached a decisive juncture. The on-going sovereign debt crisis and the ever accelerating process of globalization pose an unprecedented dual challenge for Europe. We will have to master it if we want our continent to enjoy a bright future and effectively promote our interests and values in a more polycentric world."
Since we are all familliar with their line of thinking and their desire to implement a 'New world order' where the many will be the subservient for the few, and where some of the world's population is considered to be redundant, it is all too clear where this thing is going, even if it is presented 'so called' as an advancment. it is. but the question is to who?
Here are some more articles and debates relating to that:
