Duluth Police released surveillance video on Friday of an alleged assault that took place between Officer Richard Jouppi and a 50-year-old wheelchair bound man.

The incident happened Friday, September 21st at detox.

The 34-year-old officer of two years has been placed on paid administrative leave. The department is looking to file 5th degree assault charges in the incident.
The alleged assault isn't the first complaint against the officer.

Duluth Police say in March, Jouppi discussed details of an open investigation with a suspect. Police say he never notified the department that he was talking to the suspect or that he knew where the suspect was located. When ordered to sign a statement under the Garrity Warning, Police say he left the statement intentionally incomplete.

~THERE MUST BE A PUBLIC HEARING about all changes in the "Psychological Testing & Selection of Police Officers" last 30 years and WHY they accept more and more DUMB people and having tendencies to act like a bully, use of excessive force, abuse authority given to them, serving corporatism NOT humanity as a whole, enforcing more and more totally insane (unconstitutional) laws & regulations.

Police State is not "coming", it is already happening!

cheers,
John

To really grasp this situation and how the officer should have behaved;

Imagine if you are in the hospital and you are coming out of anesthesia or perhaps you are very old and are confused.:sick:
Would you want a doctor or nurse to respond to you like this peace officer did?

The reason why my thoughts are this way, is my wife is nurse at hospital and she often conveys stories how at times patients that are very frightened and confused can be violent.
She says they are treated with love and understanding and a non-violent approach is taken to control the situation.:grouphug:

This officer, clearly is out of control and the public needs to be protected by the officer.
I hope the officer at least learns from this experience and comes to terms with his horrible anger control problem.
Perhaps if he does, he will become a better human being.
