According to documents just released under the FOIA, the FBI was spying on and infiltrating the Occupy movement as early as August 2011, at least a month before the occupation of Zuccotti Park, and reporting it's findings to Wall Street and corporate America.
The FBI and the DHS treated the Occupy movement as a "terrorist threat" from the beginning, despite organizers explicitly calling for peaceful protest.
