I am not sure if you ladies and gentlemen have been following this issue in tandem with disasters like katrina and sandy, but I wish people would keep their eyes open and make sure nothing is happening to our fellow citizens down there....

The Civilian Inmate Labor Program is a program of the United States Army provided by Army Regulation 210-35.[1] The regulation, first drafted in 1997, underwent a "rapid act revision" in January 2005; it provides policy for the creation of labor programs and prison camps on Army installations. The labor would be provided by persons under the supervision of the Federal Bureau of Prisons.

Prison camps

The regulation also sets forth policy for the creation of prison camps on Army installations. These would be used to keep inmates of the labor programs resident on the installations.

In January 2006, Kellogg, Brown and Root reported that they had received a contract from the Department of Homeland Security to expand ICE DRO facilities "in the event of an emergency influx of immigrants into the U.S., or to support the rapid development of new programs."[6] A February news article comments that the "new programs" mentioned could include the Civilian Inmate Labor Program.[7] ICE has "joint federal facilities" with the Federal Bureau of Prisons.[8]

This rapid action revision dated 14 January 2005--

* Assigns responsibilities to Headquarters, Installation Management Agency ( para 1-4 j ).

* Makes administrative and editorial changes (throughout).

This new regulation dated 9 December 1997

* Provides Army policy and guidance for establishing civilian inmate labor programs and civilian prison camps on Army installations.

* Discusses sources of Federal and State civilian inmate labor.

1-1. Purpose

This regulation provides Army policy and guidance for establishing civilian inmate labor programs and civilian prison camps on Army installations. Sources of civilian inmate labor are limited to on- and off-post Federal corrections facilities, State and/or local corrections facilities operating from on-post prison camps pursuant to leases under Section 2667, Title 10, United States Code (10 USC 2667), and off-post State corrections facilities participating in the demonstration project authorized under Section 1065, Public Law (PL) 103-337 . Otherwise, State and/or local inmate labor from off-post corrections facilities is currently excluded from this program.


[U]b. The Army is not interested in, nor can afford, any relationship with a corrections facility if that relationship stipulates payment for civilian inmate labor. Installation civilian inmate labor program operating costs must not exceed the cost avoidance generated from using inmate labor (see para 4-3 for a discussion of cost avoidance).

This is a form of slavery in my opinion. When they are forced into some of those programs, I can't seem to view it any other way.
Now, on the other hand it is possible that some inmates are volunteering to go into these programs. They may be getting small wages or jumping at the chance to get out of a cell or pod. I also don't have a problem with inmates working jobs to help keep a prison more self sufficient.

What I object to is when private corporations run a prison system for profit. That just irks me and adds more to an already broken system.
