It looks a lot like a Helical beam being refracted/slowed by the presence of a fog cloud a few thousand feet above the ground.

A right circular Helical beam is a polarized light wave coupled with a shortened light wave propagating in a right spiral.

I suspect that these are magnificent missile shields/Tesla style death ray apparatus, and the superpowers are showing their muscle
with such displays as the Norway Spiral, Russian Spiral, neutrino nuclear bomb pinpoint remote detectors in Antarctica and the Med, etc.

The powers are showing their teeth IMO.

Its a missile launch. There are numerous photos of these sights on the internet, a test missile usually or hopefully. Sun appears to be setting or rising, catching the exhaust fumes perfectly at its altitude, those of which can freeze into ice crystals and can reflect and refract light.
