The salvage value in steel, is worth no more than about 1.5-1.8 million US, and the expense and risks of getting the thing under control... and bringing it to the correct place for salvage...those conditions outweigh the salvage value. The estimation of scrap steel value is definitely on the high side. Delivered and ready for dismemberment, it's about $1.2MUS, max, at the delivery point. Expense of delivery cannot be a cost the scrap company absorbs..so....the ship is left adrift. Too much trouble, too much risk, not enough return.

If one thinks a 36 year old ship could be re-furbished, it would need a full stripping at drydock, and nearly full 'down to the bare steel' re-fitting and that costs almost as much as making a new ship..so...one is better off making a new ship as the problems are then known things as opposed to being unknowns with unknown failure points in the given future use. That one might find serious problems in the middle of a re-fit and then have to abandon the re-fit or take on major extra expenses. Which would then push the price to one where starting with a clean sheet of paper was probably the wiser move. The only way to keep the calculated expense of a re-fit down to a low or even safe level, would be to hire some of the original builders, so the best assessment could be made.
Think of it as a Chevy truck built in Soviet Yugoslavia. Which would make it a Lada truck or Trabant truck...made in the cold war era. Well built, yes, but a giant unknown, therefore a re-fit at this age of the hull is simply not a worthwhile or advised risk.

Then someone needs to at the very least sink it, otherwise it endangers other boats that could unknowingly be in its path. This is a dangerous scenario IMO.

I can't imagine how this ship would be allowed to remain at large without some sneaky intent lurking behind the curtain, regardless of unprofitable salvage. This seemingly reckless behavior really is a thorn in the eye to any seasoned conspiracy theorist.
Maybe this ship is a carefully rigged, strategically placed and remotely controlled weapon of havoc, controlled by the evil perverts of power. A ship this size could probably house many of their tools, e.g. EMP weapon, nuclear bomb, biological warfare or any other sinister technology.
What kind of phony "terrorist" performance would suit their plans next, or could it just be some good old extortion grip being played?
An innocent little shipwreck, just floating around out there as it becomes her.
It could be legitimate to wonder what would occur if someone random was curious enough try to go aboard the ship for an just as innocent inspection.

On the other hand, i wouldn't be surprised if this ship is a carefully rigged, strategically placed and remotely controlled weapon of havoc, controlled by the evil perverts of power. A ship this size could probably house many of their tools, e.g. EMP weapon, nuclear bomb, biological warfare or any other sinister technology.

I must agree then this doesn't make any sense the government of Canada is not taking its responsibilities or what is the idea here!
