Basically if the NSA in all it's entirety told the truth, we would know who wants info on who. Reminds me of Spy vs Spy from MAD magazine. lol

Adversaries = any and all targets given to them by government officials.

Non adversaries = don't exist, all work done on targets.

Potential = all sentients/systems, things worldwide are potential targets.
