It is interesting that AF Instruction 10-206 dated 15th October 2008 did mention at 5.6.3.3 page 37 the term "unidentified flying object". After enquires by the Huffington Post the term disappeared form the 6 September 2011 version.
A document entitled "Decision Logic Table Instructions for Recording and Handling Visual Information Material" dated 21 October 2002 (DOD 5040.6-M-1) section C5.21 states: "UNIDENTIFIED FLYING OBJECT (UFO) AND OTHER AERIAL PHENOMENA IMAGERY" and states: "the following table concerning imagery that records UFOs and other aerial phenomena not obviously identifiable as conventional aircraft or missiles." The Instructions give this information: Table C5.T21. UFO and Other Aerial Phenomena Imagery "Provide copies or dubs as need to local and major commands. Handle camera recorded imagery according to Appendix 2." P53.

Yet the Version 3 of the Manual dated September 25, 2008 has this portion removed.

A FOIA response to me dated 26th February 2010 from USAF Air Combat Command stated: "Also, there are no DOD, Air Force, or Air Combat Command instructions for reporting such events. All requests of this type should be sent to USNORTHCOM..."
So it seems an official decision to remove any indication of collection or reporting procedures from the DOD and its component's is in effect, from the public or unclassified documents.
