I found a website for the artist - Rafe Ropek and his work is very interesting. The sculpture featured within this thread reminds me of a DNA helix and the top could represent a beam machine - radio wave transmitter!? Just my initial thoughts. Given that the video has a focus on the Pet Goat video and a psych op killing at Aurora. Perhaps the sculpture represents the mind control transmitters that beam into peoples heads - in particular the mind controlled psych op killers.

On the website of the artist the fountain has a mist making device so the sculpture appears to be rising out of the mist. That made me think that the beam emitting transistor is still a viable thought - something emanating out of the mists as something that we can be aware of but not actually touch. Hmmm....thought provoking thread. Thank you for posting.
