MOSCOW (AP) — President Vladimir Putin said Thursday that National Security Agency surveillance is necessary to fight terrorism, but added that the U.S. government must "limit the appetite" of the agency with a clear set of ground rules.
Putin's comment was surprising support for President Barack Obama's administration, which has faced massive criticism over the sweeping U.S. electronic espionage program.
The Russian leader was speaking at his tightly choreographed annual press conference, a televised affair that stretched on for just over four hours and attracted hundreds of journalists from Russia's far-flung regions to a giant hall in a central Moscow business center.
The Kremlin sees the event as key in burnishing Putin's father-of-the nation image. Some journalists held signs — or in one case a stuffed polar bear mascot for the Winter Games in Sochi — in an effort to get called on for a question that could get special attention for their region.
Putin, a 16-year KGB veteran and the former chief of Russia's main espionage agency, said that while the NSA program "isn't a cause for joy, it's not a cause for repentance either" because it is needed to fight terrorism.
He argued that it's necessary to monitor large numbers of people to expose terrorist contacts. But "on political level, it's necessary to limit the appetite of special services with certain rules," he said.
Putin added that the efficiency of the effort — and its damage to privacy — is limited by the sheer inability to process such a huge amount of data.
Asked about former NSA contractor Edward Snowden, whom Russia has granted asylum, Putin insisted that Moscow isn't controlling him.
He argued that any revelations published by Snowden must have come from materials he provided before landing in Russia, and reaffirmed that Moscow made providing refuge to Snowden conditional on his halting what he called ant-American activities.
Putin said he hasn't met with Snowden. He insisted that Russian security agencies haven't worked with him and have not asked him any questions related to NSA activities against Russia.

There's is some information from an Egyptian prophet that may relate to this. It may be completely irrelevant and unsubstantiated, but apparently her track record is not that bad.
The article is from December 4th, here's an the part about Russia and its surveillance apparatus:

As I've said before, Putin is 99% mouth, playing the scripted part of America's (clarification - I mean the American government) foe when in reality he's hand in hand with them.
As you said - a cacophony ! Reminiscent of 1984. I wonder, does the average person truly not see this ?
I only hope that Snowden and those working with him fully comprehend the danger he's in. I can't think of any country where he'll be totally safe.

strange enough Col Phillip Corso stated in his book the Day After Roswell , the KGB was running the CIA and the CIA was running the KGB ... so many double agents back then , each thought they had the upper hand on the other ... I said that to say this , Putin's words that the NSA is needed to fight terrorism goes right along with what Col Corso has said , Putin secretly has hands on the NSA just like the CIA , and the CIA has hands on the KGB , interesting that Snowden fled to China then to Russia of all places ... almost like a staged event , I mean the guy is still alive , if the spooks were going to kill someone , he would be on the allstar list ...

Even if Putin isn't working with the NWO-faction it doesn't mean that he is a saint. He is a very influential and a powerful man, no doubt about that. Unfortunately, all of these "great" leaders these days seem to have only their own interests in mind. Normal people are just mere pawns to them.

I am almost 100% sure that Snowden was well organized "whistle blower" who had to reach his current location. For reference watch Homeland TV series.
I predict ( :) ) the truth about Snowden will come out in a short while [for those who still believe he is a honest whistle blower].
There is no difference between the leader of the US/England/Germany/France etc (or their not official rulers), from those of any other large enough country, especially Russia! Even in small Bulgaria it is done in a similar fashion, just here the scale is different.
Probably those who don't really understand how it works are those who haven't lived in my part of Europe, who haven't grown up with all the books on spies, some of which were from Russian authors, and who haven't heard the stories.
Some people feel really sorry for us, for all the sad experimentation done during the socialism, but in truth we see the world much clearer than anyone else. Our illusions and delusions have been gone for years.
So, in short, they all operate the same. There is absolutely nothing strange why Putin has said what he has said. And why Snowden was allowed to do what he had done.

"Thinking" about it, I can only see two main reasons for such MSM spreads and echoings across the globe:
1) the technology is already obsolete and it's given as a bone thrown to "conspiracy theorists", or
2) it's a test of "their" social engineering to check where the world's public opinion is at.
Of course, there is a third possibility and that is that it's a combination of the two main points for maximum yield.

The title of this article comes from a recent paper (http://arxiv.org/abs/1312.1148) by Serge Kernbach:
'Unconventional research in USSR and Russia: short overview', Serge Kernbach (Submitted on 4 Dec 2013 (v1), last revised 5 Dec 2013 (this version, v2))
This work briefly surveys unconventional research in Russia from the end of the 19th until the beginning of the 21th centuries in areas related to generation and detection of a 'high-penetrating' emission of non-biological origin. The overview is based on open scientific and journalistic materials. The unique character of this research and its history, originating from governmental programs of the USSR, is shown. Relations to modern studies on biological effects of weak electromagnetic emission, several areas of bioinformatics and theories of physical vacuum are discussed. Nowadays almost every physicist is monitoring, one way or another, all the new papers in her/his domain of interest. The arxiv site is probably the most popular one among physicists, mathematicians and computer science researchers. It is not completely easy to submit a paper there. Not that there is a peer-review process there, but some kind of endorsement from some "well-established" scientist is needed. Otherwise your paper will not be accepted for pre-publication. Why was Kernbach's paper accepted? Because he has 16 papers already there. And also, probably, because of his affiliation:

Checking the publications of Serge Kernbach we find that his main interest is in the science and practice of robotics, mainly in "swarms of robots". An army of mini-robots can today be programmed to act in a way similar to the behavior of ants and/or bees. Look at these videos - they are amazing, and also somewhat scary:

But why does an expert in swarms of robots get interested in "unconventional research" that has to do with physics?
This question came to my mind after his paper caught my attention. So I started a little research of my own. The article has also the comment stating that:

Well, it appears that he is one of the co-founders of the Journal of Unconventional Science. Then there is another paper, also written with Vlad Zhigalov, in which they describe a series of experiments on the "phantom effect" - one of the effects that are sometimes classified as belonging to "the paranormal". But even more interesting is Kernbach's paper in the most recent issue of the Journal:

It follows from this article that Kernbach is interested in "highly penetrating radiation". In fact he is an inventor of some of the devices that produce such a "radiation". The physical nature of this radiation is not clear. It may act both on physical devices and on biological systems as well. It can penetrate walls and act at a distance, even 'faster than light".

Yet, until now, it belongs to the "fringe science", "pseudo-science" or "false science". In fact, sometimes publications dealing with this subject find their way to the mainstream physics journals, but always under disguise.
We can ask now again: why is it that Serge Kernbach, an expert in artificial intelligence and swarms of robots, is also interested in "paranormal phenomena" (or in "psychotronics", as it was called in Russia)?
A partial answer to this question may be guessed from the referee report published under the article in The International Journal of Unconventional Science. The report is written by A. Yu. Smirnov, another expert in "radiation of unknown nature" (http://psiterror.ru/download.php?view.179), and inventor of another "generator" of such a radiation.
Smirnov discusses there the role of "information" and the role of the "human operator" in experiments with similar devices, both generators and the detectors. These subjects appear to be neglected in the article by Kernbach. Smirnov suggests that one reason for these omissions and for the fact that Kernbach is mainly interested in some kind of an official "certification" of similar devices, may be the commercial reason. It would be nice if we can equip robots with similar sensors, let them communicate using not-well-understood but sometimes very effective processes, and sell them. Here are just two sentences from Smirnov's review:

Such an approach is understandable, but what has it to do with science? The original article by Serge Kernbach, the one about "Unconventional research in USSR and Russia", the one that was featured on Russia Today (http://rt.com/news/psychotronic-arms-soviet-weapon-379/), tells us about the research up until 2003. What happened after that? Well, after that Serge Kernbach himself is busy with his own unconventional research.
As the subject touches several areas of physics that are within my own domain of scientific interest, I am going to write more about these subjects in forthcoming articles.
