Could be anything. The vid doesn't show the objects falling on houses, that's just what the announcer's voice states. There's absolutely nothing I'd put past our criminal, sociopathic government, but this clip doesn't prove anything.

It looks like a weather balloon that exploded (if you look after the explosion, you can see the remnants of the balloon sort of doubling over/folding over itself like a big worm looking thing)...presumably, the scientific instrumentation with the balloon would be what's descending?

Or maybe it's a UFO. I mean they've used the weather balloon excuse before right? ;)

The explanation for me that makes most sense is it's a weather balloon dropping a canister of chaff. I didn't know how they administered chaff but apparently it's done like this. Please correct me if I'm wrong.

But that aside, the owner of this particular YT channel constantly sticks his neck out and instead of saying "I think" he spins his opinion into facts which makes me question his intent. After all, misery loves company and certain people thrive when they can create a good fear festival!
