This does not really surprise me. Currently, many corporations are working actively with a small elite government and are paid indirectly through taxes of taxpayers. A vast network of companies linked to technological development, the collection and processing of data (people and small businesses) and that mostly is not the knowledge of government officials or government representatives. This is just the tip of the iceberg. The "True" legal Mafia.
