Any detection or sighting of any unknown object which has refused or acknowledged calls for identification is cause for concern.
The defence significance of any unknown object must be determined. Generalities are not valid since each individual sighting or detection and its defence significant must be determined case by case basis. Unless an investigation is conducted a determination cannot be made, as to the objects intent, flight path, manoeuvrability and other factors must be taken into account. Only when these factors are analyzed can a defence determination be made.
Also from a health and safety aspect unknown objects detected, tracked, sighted, can also pose a threat to the safety of other aircraft, since the airspace of the United Kingdom is highly regulated.
Further to these points, a threat determination can have many layers, such as the pilots reaction to a sighting or detection of an unknown object, be it from a psychological or physiological aspect. Also the unknown object reaction to our aircraft is also an aspect that has to be taken into account.
The advancement in drone technology and their stealthy designs may also contribute to the sightings and detection of unknown objects and a result of misidentifications. A defence determination must be considered in this case, since some may be the result of foreign intervention or attempted penetration of the ADR (Air Defence Region) of the United Kingdom.
Another problem to be determined from a defence point of view is the publics, and politician’s reaction to any potentially releasable information, especially if there is a possible defence threat, and/or a contradiction to the “official position". Since it may be the option that the defence establishment isn’t capable of defending the airspace of the United Kingdom, since the detection of unknown objects have occurred within the ADR, thus a penetration of our airspace has occurred. Any official position changes like the wind and is subject to alteration depending on a variety of circumstances.

Imagery as a result of interventions of QRA’s of Russian aircraft has been released and are of high quality, thus the capabilities to capture such images does exist. Any unknown object would be of interest from a technological point of view due to its capabilities, origin and manoeuvrability.
The psychological impact of dealing with any unknown quantity, would determine the need to find an explanation for any unknown to fit in with our framework of experience, and the comfortable view of what we determine as reality, any threat to this psychological condition would certainly be unsettling or a blunt shutdown, and a “cannot be” therefore it isn’t reaction.
