"A little-known US Navy agency employing some of the nation’s top information technology experts has been selectively monitoring websites that carry articles that relate to UFO crashes, Roswell and related events.
For at least five years this small Navy organization has found, visited and reviewed certain blogs, writers and forums that discuss such subjects, including this blog -- The UFO Iconoclast(s).
This agency employs personnel with Top Secret clearance that manage all Navy computer networks. They also manage the entire IP database for the US Navy, direct classified telecommunications networks, and support cyber defense and cyber warfare projects. They also provide the servers and networks for other government agencies including NASA.
This agency collaborates with those in DoD military and intelligence. And the name of the agency caught in UFO site surveillance is the Navy Network Information Center (NNIC) within the “Navy Circuit Management Office.”

"Attacked - By The US Navy"
"In August of 2011, this web site came under what can only be called an attack by the US Navy Network Information Center. In a deliberate attempt to side-step security measures of the web server designed to prevent automated downloads of content, they executed a moderately sophisticated -- and effective -- complete download of this site.
The attack was noticed on August 26, 2011, well after the fact, while reading the server logs. The logs indicated numerous accesses by an entity spoofing a legitimate Internet Explorer browser ID. A complete download of the site had occurred, despite the use of mod throttle rules designed specifically to prevent this."
Where Did This Attack Come From?
I was irate, to say the least. This was not an individual trying to download my site; it was an automated attack by software sophisticated enough to expect and evade mod_throttle.
Looking up the IP addresses for the two attackers produced the following surprising result:
NetRange: 138.162.0.0 - 138.162.255.255
CIDR: 138.162.0.0/16
OrgName: Navy Network Information Center (NNIC)
OrgId: NNICN-1
Address: 2465 GUADALCANAL ROAD
Address: BLDG 1265
City: VIRGINIA BEACH
StateProv: VA
PostalCode: 23459
Country: US
The site had been attacked by the US Navy, from the Navy Network Information Center in Virginia Beach, Virginia."

I remember a conversation with the then Naval Surveillance Space Center, the subject went on to UFOs, and the guy on the other end of the telephone states, "yes we do but you have to go classified to talk about it." Then the Executive Office took the phone and he stated go to Naval Operations, and that ended the conversation.
Don't assume they pay no attention, there is always someone paying attention.
