I have not seen much descriptions of the Galactic Confederation supposedly ruling on this Galaxy and located at the center of this Galaxy. The channeled descriptions of a Galactic Federation of light are most probably a joke. Ronald Hubbard offers not much descriptions on it. Here is a description of "The Pilot".

Disclaimer. I put only parts of the document because it contains "confidential materials related to the OT 3 level).

Super Scio: Divide and Conquer

The Galactic Confederacy was fairly small as far as star empires go. It grew up in the aftermath of Arslycus which had enslaved the populations of this and the next inward spiral arms (millions of planets) and put the galaxy into a dark age with its collapse.

After a major collapse, the people will rally around strong leaders and look to them for salvation. And so the stage is set for feudal warlords and ambitious demagogues to form their own little empires in the darkness.

With advanced technologies and controlled reincarnation, such an individual might last many thousands or even hundreds of thousands of years, but eventually falls to a more cunning manipulator or a revolutionary leader or whatever. And then the cycle repeats.

Feudal Japan has the right flavor for describing the Galactic Confederacy, except, of course, the technology was much more advanced and the people did have more rights and freedoms (you can't maintain a high technology with serfs).

with a little research, you will see that the galactic federation of light is also known as the galactic confederation, among many other names.

Anything you read should be taken with a pinch of salt.

Yes. I put this thread to show the real character of the purportedly real Galactic Confederation and to differentiate it from the "Galactic Federation of Light" that mainly communicates trough "channeling" or hypnotic communication. The character of the purportedly real Galactic Federation would be that of a heavy bureaucratic structure. The character of the Galactic Federation of Light is sentimentalistic sweetness and light "be good and wait" messages.

Hubbard's account of galactic confederations and interstellar wars was consistently confirmed and added to since 1968 by thousands of solo-auditors who never met each other. The restimulating materials revealed to them (called the "Operating Thetan Levels") didn't always fall on grounds well-prepared by plenty of space-age literature since many of these people were not science fiction fans. So they certainly didn't invent their personal variations to Hubbard's theme for their own creative enjoyment or to do Hubbard a favor, no, they simply found them.

All that "sweetness" is generated by an artificial intelligence, some say

I didn't know this "real" Confederacy has a name.

Now, the technological win is tremendous and there are only about five percent of the cases you're going to run into that are going to give you a bit of a thetan ache because they don't have what I choose to call now, because it was the nation or small government that did these things -- Helatrobus -- not to be confused with Helatrobe. Helatrobe is the Galactic Confederation.

Hubbard commenting on scientology technology and the Galactic Confederacy.

The Confederation operates on a limited OT basis. Its hierarchy of command is that of a limited level of OT, and it goes down from OT's at the top to the doll body as the ship captain and the post captain, and down to meat bodies. It is one of the few civilizations that has endured a long time just because it has used these different levels. They have tried to maintain a no-change condition, which is dangerous and impossible. If you don't improve, you decline. The problem of the Galactic Confederation is that they have run out of the OT's that are needed to command units. That is the limiting factor on how big they could be, since not once in 80 trillion years has anyone ever suggested repairing OT's. They have a static and therefore declining society.

OT's get peculiar. They get fitful. They get moody. They can get keyed in, and all they could do about it was to subdue the errant thetan, turn a sleep-light on him, tell him to get more solid, and take him down to the hospital. "I know. I was there. I was the guy they did it to."

If the technology of untrapping is so vital, why hasn't someone worked on it? Because they are afraid of the technology. "Governments would fear OT's, if they knew about them." The Galactic Federation, of course, does. They would worry about how you could maintain the social strata and the fixed organization, if every janitor could be an OT. It would be fine if you could restrict the technology to OT's, but it would spread to doll body and meat body beings. They would fear the social and political upset that would occur if you freed thetans. "You'd have to give them a political solution which was as great as the political threat. You cannot give them a tech without taking responsibility for [it], or nobody'd listen to you. People on earth don't think that scientology doesn't work, [but they've been trained against the vector of it. They've been trained to destroy," to entrap, to set up a fixed status of something and then work out a destructive means of entrapment with it so people cannot leave certain social and economic strata of the society.
