I have received these documents from USNORTHCOM (US Northern Command) concerning Slowwalkers. I have not as yet received official explanation as to the meaning of the term. I can say the meaning of the term isn't with USNORTHCOM documents, it is related to Missile and Space Domain in USNORTHCOM and the Office of Primary Responsibility is NORAD.

The document is Standard Operation Procedures Annex E classified SECRET REL USA CAN re slowwalkers. The classification markings appear in their FOIA case log for 2014 for a earlier request for the documents.

Slow Walker

A scanner used to capture images of hot spots, can detect a jet aircraft (Slow Walker) in afterburner. As the IR sensor array rotates, the relative position of a target appears to move across the image area. However, because a jet aircraft moves much more slowly than a rocket booster, jets have been dubbed "slow walkers" by imagery analysts. The Defense Support Program (DSP) satellites added this capability to their sensor array.

The Navy considered slow walker detection to be critical because they were likely to be attacked by fast flying Soviet aircraft in the event of a war. In 1985, the procedures to notify the Navy were cumbersome. Nurrungar personnel manually extracted tactical events detected by DSP satellites and entered each event into a communication processor for dissemination to the fleet. These procedures were part of the slow walker reporting system (SWRS).

Another document recently released "Strategic Command Directive (SD) 523-2 dated 3 May 2004 provides on page 46 the following "UNCORRELATED SPACE OBJECTS" and SLOWWALKER EVENTS". many portions are classified under national security b(1). Page 6, and page 31 also mentioned the term SLOWWALKER. Of note page 47 mentions the term ANOMALOUS EVENTS. Link below:
