The various governments have access to the very best technical equipment be it for air breathing intercepts, optical space surveillance, and other audio, video equipment money can buy.
If any film footage, if it is recent, say within the last ten years and the introduction of digital technology the quality of the images and films that captured are first class. I have seen some of this footage and it looks like something out of a Sci Fi movie yet it is very real indeed. Some of the footage would be referred to as gun camera film, as a reference. It is the optical equipment carried on the aircrafts, drones and helicopters for targeting and surveillance.
Older footage can be cleaned up and digitally enhanced, but as with any older film it does degenerate but with time and care it can be restored. There are many mint condition photographs taken also which are not blurred or fuzzy like many in the public domain. Unfortunately the public is so use to bad quality film and photographs anything better will be consider suspect, since it cannot be therefore it isn't.
Photographs and films of objects in Deep Space exist also, and some have classified terms associated with these unknown objects.
It is the fact that objects that do not fit in with our normal lives are going to provoke an automatic reaction to bring the object into a frame of reference which we can understand. It seem too much of a psychological shock for many to except nothing but a conventional explanation, even though the authorities use every method known to identify the objects, just in case they turn out to be classified military satellites from foreign governments or other devices deem of interest.
