It is an emotive subject and has cause controversy, which is intensified by people’s personalities, and trying to prove a point.

Unidentified objects are detected in the North American continent every year by the tracking stations under the jurisdiction of NORAD (North American Aerospace Defense Command), many are identified using various methods but a significant proportion remains unknown. NORAD refers to these objects as Unknown Tracks. A number of incidents have resulted in fighter interceptors being scrambled and in some cases the unknown objects being intercepted. All of these reports are classified SECRET according to NI10-19 Aerospace Reporting System (NI means NORAD Instruction). I can also say the Office of the Secretary of Defense stated that reports are created and sent to the deputy commanders of NORAD as a part of tracking reporting. None of these have come to light.

Other terms used for UFOs is Uncorrelated Tracks or Targets, these are “unknown objects” in space according to the United States Air Force Space Wing, and USSTRATCOM (US Strategic Command). Strategic Directive 505-1 V2 Chapter 12 entitled Uncorrelated Targets refers to the different categories of UCTS. Deep Space UCT are classified SECRET, there are also sub categories described as Non significant, Significant, and CRITICAL. The latter are also classified as SECRET. The data collected is initially in the form of two element data sets. These events occur frequently according to USSTRATCOM JFCC Space. There is also the mysterious Uncorrelated Event Reports which were created by the then US Space Command, whom’s location is as yet undermined.

The DOD confirmed in the mid 1990s the existence of OPREP 3 reports (Operational Reports) which were sent to the highest level of command, pertaining to unknown objects penetrating US military installations. According to their letter they are considered “extremely sensitive”, and has such they have not been released.
Trying to obtain records concerning unknown objects is very difficult. A document released from HQUSAF dated 1996 concerning the subject UFO had a Project Number assigned to it which was 15 digits long and according to the USAF was an ongoing collection program, and had been ongoing for 25 years. At present the military uses SIRPNET and JWICS data bases systems, and unless you can provide the terms used (and exact references if possible) by the military they cannot extract the information you wish to obtain. The term familiar to you all, the UFO isn’t a term used by the US military very often, mainly to avoid attention. Of course there is also the fact those that know don’t want the material to be found, and in some cases will only admit to the documents if you have the reference and title, for then they know you know.

FY 2013 FOIA case log USNORTHCOM confirmed SECRET REL USA and CAN Unknown Tracks, as with other instructions.

Aerospace Reporting System a copy even though old can be obtained from the Federation of American Scientists web site. I have requested an up to date version of this document.

Strategic Directive was obtained via a FOIA request to USSTRATCOM, the document itself was classified SECRET but was released redacted.

UCT definition and two element data set was confirmed by USAF Space Wing and USSTRATCOM conversation with this individual, including an email.

OPREP 3 reports were located via a FOIA request to the Office of Security of Defense to another researcher; it described the reports at the time as “extremely sensitive”.

SIRPNET and JWICS were the systems used by USTRATCOM and confirmed by records created by USNORTHCOM regarding my request for Unknown Tracks and instructions governing the collection.

Project Number document was obtained by me as a request for a specific intelligence number document concerning a UFO incident. The PN was confirmed as being an ongoing collection program by the USAF FOIA office in the 1990s. This document is with another researcher at the moment.

I have pending request for the NORAD materials which is an ongoing affair, as with the data regarding all matters concerning UCTs. I have also filed another request for the OPREP 3 documents located at OSD/DOD FOIA office, which is pending.
